Opportunities and constraints for Product-oriented Environmental Management Systems (P-EMS)

Product-oriented Environmental Management Systems (P-EMS) are a logical extension of current, often primarily process- of facility-oriented Environmental Management Systems. The Dutch government promotes P-EMS as part of its product-oriented environmental policies. The idea of P-EMS is to enable producers to make environmentally responsible decisions on product development and product strategies, in collaboration with suppliers and customers. This paper summarises example P-EMS projects in The Netherlands for two segments of industry, namely retail and manufacturing industry. Moreover two other initiatives will be covered that deal with the development of tools to facilitate P-EMS in two other industry sectors (food processing and building). Success factors that emerge from these initial experiences are: focus on partners that have a strong incentive to act, application of screening Life Cycle Assessments (LCA) or user-shells for LCA, and focus on improvements that can be implemented on the short term.

根据近两年高邮市试点工作经验，介绍基本农田分等定级的环境监测与评价方法，认为积极开展农田环境监测并进行科学评价是基本农田保护的重要工作内容。     

关于环境监理稽查

环境监理稽查包括两方面内容：一是上级环境保护行政主管部门跨越行政级别直接查处环境行政违法案件；二是查处违法环境行政行为，对其作用进行了探讨。     

关于环境教育的思考

目前，我国专业环境教育毕业生供需基本平衡，但有专业设置过繁之弊；中小学环境教育处实验阶段，尚未普及；社会环境教育滞后则多由经济和文化落后所致。必须针对存在问题，借鉴国外成功经验，办好中国的环境教育。     

21世纪中国环境法制建设的理性回归

本文从近几年我国环境法制建设状况的统计入手，详细地分析了近年我国环境问题的特点和环境法制建设的特点。但是，环境问题在我国仍然非常严峻，我国的环境法制建设仍然有诸多的缺陷，而且新世纪我国社会经济发展呈现出了新的特点。基于此，文章从六个方面对新世纪我国的环境法制建设进行了冷静地分析与思考，并因此得出相应的结论。     

关于高校环境类专业本科教学的思考

论述了从培养目标、课程设置、教学方法与实践等方面培养高素质复合型的环境类专业的本科生，以满足社会需求，并为环境类专业本科教学改革提供参考。     

Effects of environmental factors on the production and release of matrix-bound phosphine from lake sediments

Effects of pH, temperature, and oxygen on the production and release of phosphine in eutrophic lake sediments were investigated under laboratory tests. Results indicated that the elimination of matrix-bound phosphine was accelerated under initial pH 1 or 12. Phosphine levels could reach maximum under initial pH 10. The contents of phosphine increased with the addition of alkali under pH 4–12. The rates of phosphine production and release from lake sediments varied with temperature. 20°C was the most favorable temperature for the production of matrix-bound phosphine. Oxygen showed little effect on matrix-bound phosphine. Matrix-bound phosphine concentrations in lake sediments were concluded to be dependent on a balance of natural generation and depletion processes. 应用新的资源价值观念与环境经济学中ＭＯＣ框架及其它理论，给出了建材资源的生态环境补偿费的定义与确定方法，建立了相应的理论模型。在此基础上，根据不同地区的经济发展水平与环境现状等实现情况，用认可系数对计算的补偿费进行修正。
