编制滇池流域水污染防治"十一五"规划的初步设想

从回顾滇池流域水污染防治“九五”计划和“十五”计划的编制入手,分析了1995、2000、2005年滇池流域的水污染变化趋势,提出了编制“十一五”规划的初步设想。     

旅游城市环境规划优化方法与应用研究(Ⅰ)不确定性多目标规划模型

以旅游城市环境系统的综合性、多目标性、动态性和不确定性的特征出发，提出用不确定性模糊多目标规划（IFMOP）模型来解决旅游城市 环境规划优化问题。通过建立旅游城市环境不确定性模糊多目标规划系统模型（IFMOPMTCE），使旅游城市环境系统的特性在模型建立和求解过程中得以充分反映，同时也有效地协调了环境经济等目标之间的矛盾与冲突，该研究为旅游城市环境规划工作提供了一种较为有力的工具。     

区域水污染控制多目标组合规划模型研究

提出水污染综合多目标规划思路，把治理投资，运行费用，收益和污染物削减量作为规划目标，对多种方案进行优化选择，建立了实现多目标规划的数学模型，对方案的产生组合，初选和优化等建模过程作了系统介绍，并以泾河水质规划为例，将模型予以应用。     

Acoustical environment of urban area related to the city development

This paper analyzes the relationship between urban development and noise pollution. The analysis, based on a wide range of measurements and statistical data,reveals the changes of the ambient noise resulting from city development. In conclusion the paper suggests some fundamental measures for improving the acoustical environment, the division of cities into functional areas and the development of a well designed road network. In addition, it is suggested that town planning, architecture and the implementation of appropriate regulations could also help to reduce noise levels.     

抚顺生态城市建设的现状与措施

介绍生态平衡城市的基本条件及抚顺市在建设生态平衡型城市中的基本状况的基础上提出了相关的措施。根据归纳和调查目前抚顺市在经济发展的9项指标中只有2项，环境保护指标15项中只有8项满足生态平衡型城市方面的指标。这说明抚顺市在这方面还存在着很大差距，于是文中进一步提出了相关建议和措施。     

Monitoring and economic factors affecting the economic viability of afforestation for carbon sequestration projects

The Kyoto Protocol is the first step towards achieving the objectives of the United Nations Framework Convention on Climate Change and aims among others to promote ‘the protection and enhancement of carbon sinks and reservoirs’. To encourage afforestation for carbon sequestration a project must be economically viable. This study uses a model to analyse the impact on project viability of a range of carbon monitoring options, international carbon credit value and discount rate, applied to a Pinus radiata afforestation project in New Zealand. Monitoring carbon in conjunction with conventional forest inventory shows the highest return. Long-term average carbon accounting has lower accounting costs, compared to annual and 5 yearly accounting, as monitoring is only required every 5–10 years until the long-term average is attained. In this study we conclude that monitoring soil carbon stocks is not economically feasible using any of the accounting methods, when carbon is valued at US$ 10/t. This conclusion may be relevant to forest carbon sequestration projects elsewhere in the world and suggests care is needed in selecting the appropriate carbon monitoring options to avoid the risk that costs could be higher than any monetary benefits from terrestrial carbon sequestration. This would remove any commercial incentive to afforest for carbon sequestration reasons and severely limit the use of forest sinks as part of any package of measures addressing the ultimate objective of the UNFCCC.

城郊道路交通污染个例分析

为建立和研究适合地面道路的宽路幅、高等级、支路多等特点的大城市城郊道路交通大气污染扩散模式,选取了受环境外来源影响较小的上海市沪青平公路的徐泾段,作交通大气污染实测和相关气象因子项目的观测。在获得详细实测结果的基础上,以NOx为例分析了大气稳定度、风向、风速、交通量对城郊地面道路交通污染扩散的影响。
