We update the Wigington et al. (2013) hydrologic landscape (HL) approach to make it more broadly applicable and apply the revised approach to the Pacific Northwest (PNW; i.e., Oregon, Washington, and Idaho). Specific changes incorporated are the use of assessment units based on National Hydrography Dataset Plus V2 catchments, a modified snowmelt model validated over a broader area, an aquifer permeability index that does not require preexisting aquifer permeability maps, and aquifer and soil permeability classes based on uniform criteria. Comparison of Oregon results for the revised and original approaches found fewer and larger assessment units, loss of summer seasonality, and changes in rankings and proportions of aquifer and soil permeability classes. Differences could be explained by three factors: an increased assessment unit size, a reduced number of permeability classes, and use of smaller cutoff values for the permeability classes. The distributions of the revised HLs in five groups of Oregon rivers were similar to the original HLs but less variable. The improvements reported here should allow the revised HL approach to be applied more often in situations requiring hydrologic classification and allow greater confidence in results. We also apply the map results to the development of hydrologic landscape regions.  相似文献

We used data from aerial surveys (1992–2010) of >100,000 km2 and ground surveys (1998–2004) of >150 km2 to estimate the density and abundance of birds on the North Slope of Alaska (U.S.A.). In the ground surveys, we used double sampling to estimate detection ratios. We used the aerial survey data to compare densities of birds and Arctic fox (Vulpes lagopus), the major nest predator of birds, on the North Slope, in Prudhoe Bay, and in nearby areas. We partitioned the Prudhoe Bay oil field into 2 × 2 km plots and determined the relation between density of aquatic birds and density of roads, buildings, and other infrastructure in these plots. Abundance and density (birds per square kilometer) of 3 groups of aquatic birds—waterfowl, loons, and grebes; shorebirds; and gulls, terns, and jaegers—were highest in the National Petroleum Reserve–Alaska (NPRA) and lowest in the Arctic National Wildlife Refuge. Six other major wetlands occur in the Arctic regions of Canada and Russia, but the largest population of aquatic birds was in the NPRA. Aquatic birds were concentrated in the northern part of the NPRA. For example, an area that covered 18% of the NPRA included 53% of its aquatic birds. The aerial surveys showed that bird density was not lower and fox density was not higher in Prudhoe Bay than in surrounding areas. Density of infrastructure did not significantly affect bird density for any group of species. Our results establish that the NPRA is one of the most important areas for aquatic birds in the Arctic. Our results and those of others also indicate that oil production, as practiced in Prudhoe Bay, does not necessarily lead to substantial declines in bird density or productivity in or near the developed areas. We conducted a natural resource assessment at two national parks, New River Gorge National River and Shenandoah National Park, to help meet the goals of the Natural Resource Challenge—a program to help strengthen natural resource management at national parks. We met this challenge by synthesizing and interpreting natural resource information for planning purposes and we identified information gaps and natural significance of resources. We identified a variety of natural resources at both parks as being globally and/or nationally significant, including large expanses of unfragmented, mixed-mesophytic forests that qualify for wilderness protection, rare plant communities, diverse assemblages of neotropical migratory birds and salamanders, and outstanding aquatic recreational resources. In addition, these parks function, in part, as ecological reserves for plants in and wildlife. With these significant natural resources in mind, we also developed a suite of natural resource management recommendations in light of increasing threats from within and outside park boundaries. We hope that our approach can provide a blueprint for natural resource conservation at publically owned lands.  相似文献

Introduction: Despite the rich tradition of research on predictors of workplace injury, most studies rely on cross-sectional, between-person designs. Furthermore, prior research has often overlooked the possibility that factors outside the work domain can influence the occurrence of actual injuries at work. To address these limitations, the current study examined the effects of work and family demands on the occurrence of workplace injury. Drawing on the intuition of the work-home resources model (W-HR), we investigated how within-person level changes in demands and resources from both domains influence work injuries over a 12-year period. Method: We used 12 years of longitudinal data (N = 7,820) to study the long-term within-person changes in work and family domains and to capture the event of low frequency incidence such as workplace injury. Specifically, we conducted multilevel analyses to study the links between within-person change in time and energy resources both in work and family domains and within-person change in the likelihood of experiencing a workplace injury. Results and conclusion: The findings showed that within-person changes in work hours, spousal work hours, income and number of children, were significantly associated with changes in the likelihood of experiencing a workplace injury. We conclude with a discussion of implications for theory and future research of workplace injuries. Practical application: The research provided useful insights on the intimate association between work and family domains in the context of safety management.  相似文献

In January 2016, armed militants occupied the Malheur National Wildlife Refuge, demanding an end to government control of the Refuge and other similarly protected public lands. Public discourse about the occupation highlights ongoing tensions around land use, property rights, and government overreach. The discourse foregrounds human animal concerns and all but erases nonhuman animal agency. This essay considers nonhuman animal agency and the entanglement of humans, nonhumans, and the land as seen in the occupation and surrounding discourse. We draw from critical animal studies and feminist posthuman theory to examine how discourses of the occupation produce and reinforce a sense of human exceptionalism that elides a more useful and nuanced understanding of human–nonhuman–land relatedness and agency. The analysis shows how, in the case of the Malheur occupation, occupiers and critics alike rely on discourses of “othering” towards both nonhuman animals and other humans. We take a “birding” perspective on the occupation to show how the webs of relationality that connect humans, nonhumans, and the land might be activated as an antidote to destructive discourses of human exceptionalism.  相似文献

利用2015年10月福州市国控点位空气质量常规6项参数(SO_2、NO_2、CO、O_3、PM_(10)、PM_(2.5))、NCEP/NCAR再分析逐日高度场、风场资料、温度场资料(垂直方向为17层,分辨率为2.5°×2.5°),对10月及福州第一届青年运动会(以下简称"青运会")期间空气质量进行分析与评价,并结合采取的相关管控措施和气象条件情况,分析福州市空气质量变化原因。结果表明,2015年10月福州市空气质量达到优良水平,各项污染物指标均达到一级标准,浓度较2014年同期明显下降,同时青运会期间污染物浓度较10月显著降低,这与对重点工业源、流动源、扬尘源等采取的管控措施密不可分,而且青运会前期受台风"巨爵"外围气流影响,福州温度较常年偏高,有利于空气垂直湍流运动,青运会后期的降水清洁过程,易于污染物清除。  相似文献

Contaminated stormwater runoff from oil and gas (O&G) operations can pose a significant threat to surface waters. The purpose of this study is to examine the extent of this threat and identify more specific permitting requirements to protect surface waters. To better understand the extent of the threat, this paper identified and characterized the use of waste surface impoundments at O&G facilities as well as the threat level from O&G spills in California. To assess the efficacy of the current federal and California state-permitting regime, the paper evaluated stormwater permit compliance in two California counties. It also reviewed selected spill cases and associated Spill Prevention, Control and Countermeasure Plans and Stormwater Pollution Prevention Plans to identify the adequacy of current industry practices.The analysis showed that contaminated stormwater from O&G facilities can be better regulated. The U.S. Environmental Protection Agency does not require O&G facilities to file for an Industrial Stormwater General Permit even though many O&G industry practices have the potential to contaminate stormwater runoff from the site. When O&G facilities discharge a Reportable Quantity of a hazardous chemical or violate a water quality standard, they are required to enroll in the National Pollutant Discharge Elimination System permit program. Spills, although not a direct indication of stormwater runoff, can highlight polluted runoff discharges that should have been regulated. Medium and large spills that reached waterways were such a risk for which operators did not file for a permit. In California new filing requirements for the oil and gas industry require all facilities that discharge stormwater that has come into contact with any overburden, raw material, or intermediate products located on the site, to file for an Industrial Stormwater General Permit. As this study showed, there has been an increase in enrollment since the enactment of the new requirements. Having all facilities enroll in the general permit program, as done in California, would require minimum monitoring and maintenance that could help prevent spills. A further step to ensure better protocol is to require specific pollution control practices in addition to the current general permit requirements. Such permitting regimes not only can be implemented on the US federal level but also internationally.  相似文献

To better address the requirements of the changing multilateral order, the United Nations Industrial Development Organization (UNIDO) Cleaner Production Programme, in 2004, developed the new Sustainable Industrial Resource Management (SIRM) approach. This approach is in accordance with the principles decided at the United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro, Brazil in 1992. Unlike the traditional approaches to environmental management, the SIRM concept captures the idea of achieving sustainable industrial development through the implementation of circular material and energy flows in the entire production chain and reduction of the amount of material and energy used with greater efficiency solutions. The SIRM approach seeks to develop new models to encourage a shift from selling products to supplying services, modifying, in this manner, the supplier/user relationship and resulting in a win-win situation for the economy and the environment. Chemical Leasing represents such a new service-oriented business model and is currently being promoted by UNIDO′s Cleaner Production Programme. Main Features. One of the potential approaches to address the problems related to ineffective use and over-consumption of chemicals is the development and implementation of Chemical Leasing business models. These provide concrete solutions to the effective management of chemicals and on the ways negative releases to the environment can be reduced. The Chemical Leasing approach is a strategy that addresses the obligations of the changing international chemicals policy by focusing on a more service-oriented strategy. Mexico is one of the countries that were selected for the implementation of UNIDO's demonstration project to promote Chemical Leasing models in the country. The target sector of this project is the chemical industry, which is expected to shift their traditional business concept towards a more service and value-added approach. This is being achieved through the development of company specific business models that implement the above-indicated Chemical Leasing concept with the support from the Mexican National Cleaner Production Centre (NCPC). Results and Conclusions. The implementation of Chemical Leasing in Mexico has proven to be an efficient instrument in enhancing sustainable chemical management and significantly reducing emissions in Mexico. Several companies from the chemical industrial sector implement or agreed to implement chemical leasing business models. Based on the positive findings of the project, several Mexican companies started to negotiate contents of possible Chemical Leasing contracts with suitable business partners. The project further aimed at disseminating information on Chemical Leasing. It successfully attracted globally operating companies in the chemicals sector to explore possibilities to implement Chemical Leasing business models in Mexico. At the international level, the results of the UNIDO project were presented on 20TH September 2005 during a side event of the Strategic Approach to International Chemicals Management (SAICM) Preparation Conference in Vienna. Recommendations and Outlook. To facilitate the promotion and application of Chemical Leasing project at international level, UNIDO is currently developing a number of tools to standardize Chemical Leasing projects. These include, among others, Chemical leasing contract models; Chemical Leasing data base to find partners for chemical leasing; and guidelines to implement Chemical Leasing projects and work programmes.  相似文献

This article is based on an international comparative study analysing innovations in national administrative institutions. Results of that research are presented and discussed here. Against the background of the institutionalising process of political institutions the study focused on innovations initiated or introduced by governments or parliaments by example of policies and politics supporting sustainable development. The countries involved in the original study were Belgium, Denmark, Finland, France, Germany, the Netherlands, Sweden and the United Kingdom. Three general lessons can be drawn: (1) Countries with a long tradition of integrated environmental policy-making are more open to the concept of sustainability. (2) A (institutional) “cure-all” solution does not seem to exist. It seems necessary to diffuse the concept of sustainability into all spheres of politics and society. Reaching this strategic goal requires a specific policy and polity mix. (3) Strong and well-equipped institutions result from specific policies and politics: they play a central role in promoting and intensifying sustainable development. Successful innovations integrating SD into everyday politics and policies are only a very first step though. Further improvements with regard to effective participation and public debate, global orientation of policies and the measurability of achieved progress are necessary.  相似文献
