项目档案管理对于电子政务工程项目的成功实施具有十分重要的意义。通过对电子政务工程项目档案特性的分析,探讨了当前项目档案管理中存在的问题,提出了加强档案管理的措施和建议。并以国家环境信息与统计能力建设项目为例,对项目档案管理流程、手段和要求做了详细论述,为电子政务工程项目档案管理提供了有益的经验借鉴。  相似文献

云南是我国西部的典型山区省份,地形坡度<8°的坝区面积仅占土地总面积的6%左右。应用云南省第二次全国土地调查中对各县(市、区)≥1 km2坝子的调查和核定成果,选取坝区耕地面积比例、坝区土地面积比例、≥100 km2坝子数等3 个单项指标,并构建了综合指标--坝区土地综合指数,采用主导指标与综合分析相结合的方法,对全省129 个县(市、区) 进行坝区县、半山半坝县和山区县的划分。结果表明,全省有21 个县属于坝区县,37 个县属于半山半坝县,71 个县属于山区县。这一研究修订了以往云南省仅以坝区耕地面积比例为指标而划分出的坝区县、半山半坝县和山区县方案,为云南省及各地合理地进行产业布局(尤其是农业生产布局)、保护坝区优质耕地资源提供科学依据和基础支撑。  相似文献

Using survey-based data approach for modeling the demand for environmental goods/resources, this study estimates income and price elasticities of demand for improved environmental quality of two National Parks in Northern Pakistan. The study uses data from two studies. The estimates indicate that improved environmental quality effects can be described as a luxury and an ordinary and price elastic service. Confidence intervals show however that the classification as a luxury is not statistically significant. Income elasticities of willingness to pay are estimated for a broad range of environmental services. The study finds that income and willingness to pay vary directly and significantly. The elasticity estimates, in general, are greater than zero, but less than unity. The study concludes that environmental improvements are more beneficial to low-income groups than for high-income groups.

This paper focuses on comparative review and analysis of the systems of environmental protection, national environmental strategies and fundamentals of environmental legislation in Australia and the Russian Federation. These countries have many socioeconomic similarities, such as low population densities and richness in natural resources which are largely exported. The main disparity between Australia and Russia is in the types of economy. This paper ‘continues’ the sequence of recent scholarly publications on comparison of various features of environmental policies in the countries from all over the world. Comparative analysis in this research has been based on examination of scholarly publications, legislation, government documents, mass media sources and NGO responses. The analysis has revealed a number of differences including top-down implementation of policies in Russia whereas in Australia, each State (Territory) implements policies with significant independence from the Commonwealth Government. At the same time, similarities between the countries have been identified: for example, in deficits in the budget of local environmental authorities and in the presence of contradictions in legislation at national and regional levels of government. Suggestions resulting from this analysis include further integration of sustainable development strategies at all levels of Australian government to encourage further protection of the environment and, for Russia, creating a separate Ministry of Environmental Protection. These approaches should assist facilitation of sustainable development for both nations. Abstract: There is an intense debate about the effects of postfire salvage logging versus nonintervention policies on regeneration of forest communities, but scant information from experimental studies is available. We manipulated a burned forest area on a Mediterranean mountain to experimentally analyze the effect of salvage logging on bird–species abundance, diversity, and assemblage composition. We used a randomized block design with three plots of approximately 25 ha each, established along an elevational gradient in a recently burned area in Sierra Nevada Natural and National Park (southeastern Spain). Three replicates of three treatments differing in postfire burned wood management were established per plot: salvage logging, nonintervention, and an intermediate degree of intervention (felling and lopping most of the trees but leaving all the biomass). Starting 1 year after the fire, we used point sampling to monitor bird abundance in each treatment for 2 consecutive years during the breeding and winter seasons (720 censuses total). Postfire burned‐wood management altered species assemblages. Salvage logged areas had species typical of open‐ and early‐successional habitats. Bird species that inhabit forests were still present in the unsalvaged treatments even though trees were burned, but were almost absent in salvage‐logged areas. Indeed, the main dispersers of mid‐ and late‐successional shrubs and trees, such as thrushes (Turdus spp.) and the European Jay (Garrulus glandarius) were almost restricted to unsalvaged treatments. Salvage logging might thus hamper the natural regeneration of the forest through its impact on assemblages of bird species. Moreover, salvage logging reduced species abundance by 50% and richness by 40%, approximately. The highest diversity at the landscape level (gamma diversity) resulted from a combination of all treatments. Salvage logging may be positive for bird conservation if combined in a mosaic with other, less‐aggressive postfire management, but stand‐wide management with harvest operations has undesirable conservation effects.  相似文献

DOI: 10.1111/j.1752-1688.2009.00412.x Abstract: We compared the National Land Cover Database (NLCD) 2001 land cover, impervious, and canopy data products to land cover data derived from 0.6-m resolution three-band digital imagery and ancillary data. We conducted this comparison at the 1 km2, 9 km2, and gauged watershed scales within the Baltimore Ecosystem Study to determine the usefulness and limitations of the NLCD in heterogeneous urban to exurban environments for the determination of land-cover information for hydrological applications. Although the NLCD canopy and impervious data are significantly correlated with the high-resolution land-cover dataset, both layers exhibit bias at <10 and >70% cover. The ratio of total impervious area and connected impervious area differs along the range of percent imperviousness – at low percent imperviousness, the NLCD is a better predictor of pavement alone, whereas at higher percent imperviousness, buildings and pavement together more resemble NLCD impervious estimates. The land-cover composition and range for each NLCD urban land category (developed open space, low-intensity, medium-intensity, and high-intensity developed) is more variable in areas of low-intensity development. Fine-vegetation land-cover/lawn area is incorporated in a large number of land use categories with no ability to extract this land cover from the NLCD. These findings reveal that the NLCD may yield important biases in urban, suburban, and exurban hydrologic analyses where land cover is characterized by fine-scale spatial heterogeneity.  相似文献

Abstract:  Researchers dealing with conservation subjects usually do not put the results of their work into practice, even when the primary purpose of their research is the preservation of biodiversity. In the South American temperate forests we identified an area with the highest genetic diversity in Argentina of Nothofagus nervosa, one of the most relevant southern beech species. Based on the information of our scientific study and our recommendations, the authorities of Lanin National Park changed the protection status of this area to avoid logging. The new forestry management plans include consideration of "high genetic diversity" in decisions on where logging will be allowed. Results of our initial genetic study induced the analysis of biodiversity at the species and ecosystems levels, which yielded results similar to our genetic studies. A strong connection among researchers and managers from the onset of our study and the awareness of the former about the importance of the implementation of the research work were key to bridging the gap between conservation research and conservation practice.  相似文献

Recent wetland area trends were estimated from the National Resources Inventory (NRI) for nonfederal rural lands for the period 1982–1987. NRI-based estimates of wetland area for states comprising the conterminous United States were highly correlated with estimates made by the US Fish and Wildlife Service and with estimates of coastal salt marsh wetlands made by the National Oceanic and Atmospheric Administration. Net wetland area declined by 1.1% (≈363,200 ha) during the five-year study period. Conversion to open water, primarily caused by natural flooding in western inland basins, was responsible for altering extensive wetland areas (≈171,400 ha). Of the human-induced wetland conversions, urban and built-up land was responsible for 48% of the wetland loss, while agricultural development was indicated in 37% of the converted wetland area. A decrease in rural land, and increases in both population, and urban and built-up land were associated with wetland loss among states. Potential reasons for wetland loss were different in 20 coastal states than in 28 inland states. Proportionately, wetland loss due to development was three times greater in coastal states than inland states, while agriculturally induced wetland losses were similar in both groups. The proportionate declines of forested vs nonforested wetlands were not significantly different among states.  相似文献

Lakes Manapouri and Te Anau, in Fiordland National Park, became the center of a major controversy after the New Zealand government offered their water resource to an overseas aluminum smelting consortium for electricity generation. Although the scheme proceeded, the lake levels were not raised as originally proposed. Rather, government sought guidelines to optimize hydroelectric potential while maintaining ecological stability of the vulnerable, largely forested, glaciated lakeshores. Guidelines were derived by relating the vegetation zonation to the natural lake-level fluctuations recorded daily for 37 years. Ahigh operating range in the upper third of the lakes' natural ranges, based on flood tolerances of the woody shoreline species, restricts both duration and frequency. Alow operating range (ca. lower third) safeguards stability of shoreline sediments by limiting drawn-down rates, duration, and frequency. Themain operating range (ca. middle third) has few limitations. These guidelines, which allow utilization of ca. 93% of the water resource, have now been verified by instances of flooding and draw-down rates that exceeded the natural rates recorded earlier. The guidelines were officially accepted by the government in 1977 as a basis for managing the valuable multiple resources of these two lakes and their environs, and they were formalized in legislation in 1981. Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article examines whether the statute can reasonably be thought to be valid and encourages others to conduct further examination of this question.  相似文献
