The accumulated knowledge and perceptions of communities 'at risk' are key elements in managing disaster risk at the local level. This paper demonstrates that local knowledge of flood hazards can be structured systematically into geographic information system (GIS) outputs. When combined with forecasting models and risk scenarios, they strengthen the legitimacy of local knowledge of at-risk populations. This is essential for effective disaster risk reduction practices by external actors, local non-governmental organisations (NGOs) and municipal authorities. The research focused on understanding coping strategies and 'manageability' of flood hazards as defined by communities. 'Manageability' is how people experience flooding in relation to their household capacity and the coping mechanisms available. The research in the Philippines highlights the significance of localised factors, including socioeconomic resources, livelihoods, seasonality and periodicity, for understanding manageability. The manageability concept improves practice at the municipal level by legitimising local coping strategies, providing better indicators, and developing understanding of flooding as a recurrent threat.  相似文献

The paper presents a methodology that guided several ethnoentomological research projects and goes on to examine and compare the results from two independent research locations in Asia. The first location is in the Philippines, a Green Revolution area that has been heavily impacted by extension messages and insecticide use. The second location is in Nepal which has a traditional subsistence orientation and has remained widely unaffected by agricultural modernization. The paper emphasizes the differences and similarities of the results from the two sites and discusses the role of the methodology and methods used in capturing ethnoentomological knowledge, particularly with regard to insect pests in rice. The results of both investigations share the importance of agronomic criteria among farmers in insect classification and sorting criteria, thus highlighting the relevance of functional criteria. Farmers at both research sites have difficulties in identifying the lifecycles of insects. In early 1980 an extension agent was assigned to the rural municipality of Bangui, Ilocos Norte, Philippines to work on development projects – in particular the improvement of the supply of safe water for drinking and sanitation. After many months of visiting spring sites and meeting with community leaders, a small part of the municipality was selected to build a gravity fed piped water system. Although the system took many months to plan, identify funding and construct, the 600 community members were ultimately rewarded with house to house connections that enabled them to achieve per capita water consumption levels above the minimum levels recommended by the World Health Organization. Of course, money was critical to ensure the project’s success, but many other factors played an equally critical role. For instance, without the active participation of the community and the unwavering support of the community leadership the project would not have survived the initial planning stage. Also, the extension agent played a critical role by acting as a conduit between funding agencies, the Bureau of Public Works and the community. The primary lesson to be learned from this experience is that the success of rural development projects is largely driven by the synergy between the community, technical support, financial support, and agents of change such as extension agents. If any of these ingredients had been lacking, the project result would likely have been far different.  相似文献

This article contributes to debates about climate change policy and technology transfer by analyzing the success factors underlying collaboration between private companies and communities in developing countries. To date, much attention to capacity building for enabling environments — including public–private collaboration — under the climate change convention has focused on state‐led initiatives and on the innovation and development of technologies. This article, instead, focuses on how private‐sector investors and host communities may collaborate in the diffusion of technologies, by reducing the costs of technology transfer, and making technology more appropriate to developing countries. The article describes cases of collaboration concerning waste management and waste‐to‐energy in Thailand and the Philippines. The article argues that successful public–private partnerships between investors and communities depends on minimizing transaction costs, strengthening collaborative (or assurance) mechanisms, and in maximizing public trust and accountability of partnerships. Lessons are then drawn for enhancing capacity building for technology transfer under the climate change convention and applications such as the Clean Development Mechanism.  相似文献

This paper presents thedifferential impacts of flood hazards amongstreet children, the urban poor andresidents of wealthy neighborhoods in MetroManila, Philippines. It argues that beingpoor is not the only reason why certainsectors are more vulnerable to floods orany environmental hazards – spatialisolation and lack of participation indecision making intensify their presentand future vulnerability, as well. Archival research, interviews, focusedgroup discussion, participant observationand surveys of populations at risk areemployed to delineate the flood experiencesand coping strategies of street childrenand residents of poor urban settlements andwealthy neighborhoods in Metro Manila atthe household and community levels. Theconcept of entitlement, the ContextualHazards Model, and the Access Model areused in the data analysis andinterpretation. Ultramafic and volcanic soils are exploited for industrial activities such as mining due to their high metal content, thus it is important that species in these areas are documented before irreversible environmental damage sets in. In this study, aerial and ground leaf litter, dead vines and twigs from six forest patches on volcanic and ultramafic soils in the provinces of Bataan, Pangasinan and Zambales in the Philippines were cultured in moist chambers (MC) and assessed for myxomycete diversity. From the 77% positive MC for myxomycetes, a total of 40 species from 14 genera were identified. Despite the higher heavy metal content, forest patches on ultramafic soils had greater species diversity as compared to volcanic soils. In this study, 10 species were abundant in both forest patches, namely Arcyria cinerea, Diachea leucopodia, Diderma effusum, D. hemisphaericum, Didymium ochroideum, Perichaena chrysosperma, P. corticalis, P. depressa, P. dictyonema and Physarum melleum. Selected myxomycetes tested for Cr and Mn content had equal or higher heavy metal levels than that of their leaf substrate. The study hypothesised that the presence of Mn7+ in fruiting bodies of myxomycetes was due to the phagocytosis of food bacteria inhabiting the substrates on the forest soil laden with heavy metal.  相似文献

One would be hard‐pressed nowadays to find any practitioners and scholars in the field of post‐disaster reconstruction who would argue against the virtues of community participation. In practice, however, the legacy of community participation has been mixed. This paper pursues this line of inquiry by examining the manifestations of participation in three communities affected by Typhoon Haiyan that struck the Philippines on 8 November 2013. The findings suggest that different governance logics emerge in each of the three case studies: authoritarian; communitarian; and deliberative. These logics promote particular understandings of who should participate in the reconstruction process and the appropriate scope of action for citizens to express discontent, provide feedback, and perform democratic agency. The paper contends that design interventions in participatory procedures, as well as contingencies in wider social contexts, shape the character and legacies of community participation. It concludes by comparing the legacies of these three ‘governance enclaves’ and imagining possibilities for participatory politics in post‐disaster settings.  相似文献

While other works have analysed what constitutes a faith‐based approach, this study examines what values and practices are employed in a secular approach to disaster response in communities where religion matters. Evidence of a secular approach is assessed in the context of the disaster response to Typhoon Haiyan (2013) in the Philippines, a country in which more than 90 per cent of the population identify themselves as religious. Using interviews with staff members of non‐governmental organisations (NGOs) and focus groups composed of beneficiaries, this paper provides an overview of how respondents commonly characterise a secular approach to disaster response. Results indicate differing NGO and beneficiary opinions on interaction over efficiency and the impartiality and neutrality of organisations. Secularity had a distinct effect on the disaster response to Haiyan, mostly by creating boundaries vis‐à‐vis when and where religion was permitted in the secularised humanitarian system. An awareness of these effects is encouraged to improve interaction with affected populations and local organisations.  相似文献

It is now generally appreciated that what constitutes vulnerability to one person is not necessarily perceived as such by the next. Different actors 'see' disasters as different types of events and as a result they prepare for, manage and record them in very different ways. This paper explores what different perceptions of vulnerability mean in terms of the understanding and practices of two significant sets of actors and stakeholders involved in disaster preparedness and management in the Philippines: the state and NGOs. Approaches to disaster are not just a function of people's perceptions of disaster risk but also of their understanding of the prevailing social order and social relations. Despite a shared vocabulary—which increasingly presents disasters as processes rather than events, takes a proactive rather than a reactive approach, and favours the inclusion of stakeholders rather than solely relying on technocratic management—different realities continue to make for different responses.  相似文献

Human breast milk samples (n = 33) from primipara and multipara mothers from Payatas a waste dump site, and Malate a reference site in the Phillipines were collected in 2004 and analyzed for eight organohalogen compounds, viz., PCBs, DDTs, CHLs, HCHs, HCB, TCPMe, PBDEs and HBCDs. DDTs and PCBs were predominant in all the samples. Overall mean concentrations of PBDEs found in our study were higher (7.5 ng/g lipid wt.) than those reported for Japan and many other Asian countries. Primipara mothers had significantly higher levels of DDTs, CHLs and HCHs than multipara mothers, but not PBDEs and HBCDs. A few individuals accumulated CHLs close to or even higher than the tolerable daily intake guidelines proposed by Health Canada.  相似文献
