A respirometric method to measure mineralization of polymeric materials in a matured compost environment

A respirometric method was developed to measure the mineralization of polymeric materials in a matured compost environment. For the purpose of evaluating the method, results obtained for the mineralization of glucose and cellulose are presented. The matured compost, in addition to supplied nutrients, micronutrients, and an inoculum, serves as the matrix which supports the microbial activity. Recovery of the substrate carbon in the form of carbon dioxide from the glucose and cellulose added to test vessels was 68 and 70%, respectively. A statistical evaluation of the results obtained on substrate mineralization was carried out and showed acceptable reproducibility between replicate test vessels and test runs. The testing protocol developed has the following important characteristics: (1) the test reactors are maintained at 53 °C at a high solids loading (60% moisture), which has certain characteristics that are similar to a thermophilic compost environment; (2) the test matrix providing microbial activity is derived from readily available organic materials to facilitate reproducibility of the method in different laboratories; (3) the equipment required to perform this test is relatively inexpensive; and (4) the information obtained on polymer mineralization is vital to the study and development of biodegradable polymeric materials.Guest Editor: Dr. Graham Swift, Rohm & Haas.     

DEEP WELL DISPOSAL OF SECONDARY EFFLUENT IN DADE COUNTY,FLORIDA1

ABSTRACT: Data were obtained from drilling and testing of a test injection well for deep underground injection of waste water effluent from the proposed 50-million-gallon-per-day (mgd) South District Regional Wastewater Treatment Plant of the Miami-Dade Water and Sewer Authority, Dade County, Florida. The drilling operation progressed in stages, each stage coverting the strata to be sealed off by the 48-inch, 40-inch, 30-inch, and 20-inch casings, respectively. Total depth of the well is 3,200 feet. The top of the saline, cavernous, dolomitic Boulder Zone was found at 2,790 feet below the surface and is separated from the Floridan aquifer above by approximately 1,100 feet of confining limestone layers. These confining layers were determined, by packer testing, to be very effective. The transmissivity of the Boulder Zone was estimated to be 14 × 10⁶ gallons per day per foot (gpd/ft) from the data obtained from pump out tests. An 8,000-gallon-per-minute (gpm) injection test was conducted to confirm well performance under operating conditions. Based on all of the data obtained, it was concluded that underground injection into the Boulder Zone of secondary waste water effluent from the proposed treatment plant is feasible, both hydraulically and environmentally. A monitoring system was proposed to provide a record of the effects of injection on the subsurface environment.     

简论安全生产社会中介服务机构的形成与管理

随着市场经济的发展、社会事务的日益复杂化 ,政府职能向小政府大社会转变 ,机构调整和精减 ,需要动员社会力量广泛参与社会事务的管理。作为与国计民生关系密切的安全生产领域 ,同样面临着这一问题。在社会转型及政府机构改革的过程中 ,鼓励安全生产社会中介服务机构参与安全生产工作中来显得尤为必要和紧迫。近两年来 ,随着《安全生产法》的颁布和实施 ,我国安全生产中介市场发展迅速 ,作为第三方力量参与安全生产技术服务性工作中 ,越来越显示其重要作用和广阔的前景。该类机构在从事安全咨询、评价、评审、培训、考核、认证、检验、检测及注册等技术性服务活动 ,为我国安全生产作出了重要贡献。当然 ,在安全中介服务机构快速发展的同时 ,也出现了许多不容忽视的问题 ,需要政府在市场准入 ;行业监督 ;创造公平竞争环境 ,审查及考核中介机构认证、咨询资质 ;坚持科学、公正、公开依法办事等方面加强监督、管理。加强立法 ,严格监管 ,使安全生产社会中介服务机构在市场经济的建设中不断发展壮大     

城市地铁安全施工第三方监测的研究与实施

实施城市地铁施工第三方监测是保证施工安全和工程质量十分重要的举措 ,有效地避免了施工过程中可能发生的事故。笔者以深圳地铁一期工程为例 ,详细阐述该工程中实施第三方监测的内容、第三方监测分析管理信息系统的研究和开发 ,包括地铁施工过程中对线路及沿线两侧建筑物倾斜和沉降、道路及各种管线沉降、土体位移、水位变化、桥梁墩台位移、隧道收敛及拱顶下沉等进行及时的监测、分析和信息反馈 ,从地铁工程第三方监测分析管理信息系统的内容、主要功能、系统结构等方面论述该系统的设计及开发。第三方监测及其管理的信息化 ,对全国其他城市的地铁施工安全 ,具有借鉴作用。     

A training consultancy for an Ethiopian I.D.A. urban programme evaluated

The author contributed to a short ‘in service’ course for staff engaged on a World Bank upgrading project for Ethiopian housing. The project includes both the building of new houses by self‐build co‐operatives on the periphery of Addis Ababa, and the upgrading of a dense inner city area in conditions of acute deprivation. The paper is a highly personal account of the author's impressions of the value of such initiatives.     

THE CASE FOR DIRECT MEASUREMENT OF ENVIRONMENTAL RESPONSE TO HAZARDOUS MATERIALS1

ABSTRACT: Direct measurement of response thresholds of complex biological systems to toxic chemicals is now possible using microcosms and other simulation techniques. Extrapolation to no-observable response using application factors and data from single species toxicity tests is less precise than direct measurements.     

持续提升环境社会检测数据质量工作探讨

分析了我国社会环境检测机构发展现状,指出由于政府监管体系尚不完善、环境监测服务市场低价竞争、社会环境检测机构缺乏社会责任意识以及环境监测专业技术人员缺乏等因素,环境社会检测数据质量无法得到保证。提出,进一步完善政府监督管理制度、健全环境监测行业自律约束机制、提升环境监测人员能力水平、规范信息公开范围4方面的社会环境检测机构监管工作建议,从而持续提升环境社会检测数据质量。

本文分析了目前生态环境保护中存在的主要问题,提出通过加大环保执法力度、转变发展理念等一系列有效措施,进而实现"十一五"环境保护目标.
