提高建设项目环境影响评价质量的对策建议

针对目前我国环评机构鱼龙混杂,环评从业人员素质良莠不齐,建设项目环评质量亟待提高等问题,本文就环评过程中存在的问题和不足进行剖析,并就如何提高建设项目环评质量提出对策建议。     

Polymer Barrier Films

Many polymers such as polyolefins (polyethylene, polypropylene), poly(vinyl chloride), aliphatic polyamides, poly(ethylene terephthalate), polycarbonate, and others are used as protective barrier films against the mass transport of small molecules of gases, vapors, and liquids (known as diffusates, permeants) in different applications. The barrier properties depend on the polymer characteristics such as solubility, diffusion, permeability, and others, the nature of the fluid, temperature, and other factors. Mainly polymer barrier film application in packaging, construction, and agriculture are discussed.

"十一五"期间,我国提出了新版国家高速公路网络规划,新一轮的高速公路建设热潮正在展开,同时高速公路建设与节约土地资源,特别是高速公路建设与保护耕地资源之间的矛盾日益显著.结合国家现行土地利用政策,就今后在高速公路建设中如何有效节约土地资源,从政策机制、项目管理、施工技术等对建设高速公路节约用地提出了创新性思考和可行性建议.     

隧洞施工通风系统事故树分析

在采矿、铁路、公路及水利水电工程中，常常采用长距离隧洞或隧道来穿越高山。而隧洞的施工以其施工技术复杂、难度大、风险高，经常成为控制工程工期的主要环节，隧洞施工中的通风换气系统，关系到施工能否顺利进行和施工作业人员的人身安全，根据隧洞施工通风系统的运行特点，采用安全系统分析中的事故树（FTA）方法，对隧洞施工中通风系统的安全性进行定性分析，找出影响通风安全的主要因素，并提出了通风安全管理对策，可以保证施工作业的顺利进行和人身安全，提高整个施工作业的安全度。     

A LARGE ELECTRONIC WEIGHING LYSIMETER SYSTEM: DESIGN AND INSTALLATION1

ABSTRACT: To measure crop evapotranspiration, a large double tank, electronic weighting lysimeter system was designed and installed at the Shahid Bahonar University farm, Kerman, Iran. The system was installed in a 50 m² underground building. It includes two tanks of 3.00 m in diameter and 1.75 m deep. The weighing mechanism for each tank is a set of three compression strain gage load cells, which are fixed on 1.20 m height column above the floor. According to the specification of the load cells, the maximum possible weighing error may be about 0.01 percent of total mass, which is equivalent to 0.28 mm of water, but the measured error was equal to 1 kg mass, which is equivalent to 0.14 mm of water. The load cell data from each tank and the on‐site environmental data (temperature, humidity, and wind velocity and direction) are automatically recorded and saved in a personal computer hard disk for further use and analysis.     

Channelization and levee construction in Illinois: Review and implications for management

The environmental impact of loss of natural stream and riparian habitat is of concern throughout the United States and Europe. Environmental impacts related to such activities as channelization of and levee construction along streams and rivers are particularly apparent in the Midwestern United States. The objective of the research presented here was to delineate the extent, relative degree of impact, and implications for management of channelization and levee construction along watercourses located in the state of Illinois. According to records maintained through the Illinois Streams Information System data base (Illinois Department of Conservation), nearly 25% of surface water resources in the state have been modified directly by channelization and/or levee construction. Reviews of agency records, elaboration of case histories, interviews with agency personnel, and inspections of impacted sites indicated that these alterations have occurred without the benefit of effective mitigation. Although permit records may provide suggestions for mitigation to be incorporated in the design of a particular project, permits issued generally do not require even minimal instream habitat and bank stabilization efforts in conjunction with channel alteration. Information derived from policy and case study analyses suggests that institutional constraints, rather than lack of particular understanding about mitigation, provide major barriers to protecting the state's surface water resources in terms of regulatory review, policy interpretation and implementation, and project evaluation. Recommendations for environmental management efforts regarding these and similar channel alterations are elaborated from these findings.

解读《建设项目环境保护管理条例》修订的要点,剖析当前石油化工建设项目环境保护管理体系的核心由“环评制度”逐步向“排污许可证制度”转变的现实情况,及与此相应的环保行政主管部门对建设单位和设计咨询单位的环保工作提出的新要求。从实际工作出发,总结了中国石化系统和民营企业石油化工建设项目在新形势下环保管理工作的特点、遇到的问题及解决方案。

系统介绍了混凝土结构检测的主要内容及方法,总结了我国目前可靠性鉴定三种方法的主要理论、优缺点及使用范围,并指出耐久性对可靠性鉴定的重要意义,以及耐久性评估所采用的理论和存在的问题。
