Wilderness areas are ecologically intact landscapes predominantly free of human uses, especially industrial‐scale activities that result in substantial biophysical disturbance. This definition does not exclude land and resource use by local communities who depend on such areas for subsistence and bio‐cultural connections. Wilderness areas are important for biodiversity conservation and sustain key ecological processes and ecosystem services that underpin planetary life‐support systems. Despite these widely recognized benefits and values of wilderness, they are insufficiently protected and are consequently being rapidly eroded. There are increasing calls for multilateral environmental agreements to make a greater and more systematic contribution to wilderness conservation before it is too late. We created a global map of remaining terrestrial wilderness following the established last‐of‐the‐wild method, which identifies the 10% of areas with the lowest human pressure within each of Earth's 62 biogeographic realms and identifies the 10 largest contiguous areas and all contiguous areas >10,000 km2. We used our map to assess wilderness coverage by the World Heritage Convention and to identify gaps in coverage. We then identified large nationally designated protected areas with good wilderness coverage within these gaps. One‐quarter of natural and mixed (i.e., sites of both natural and cultural value) World Heritage Sites (WHS) contained wilderness (total of 545,307 km2), which is approximately 1.8% of the world's wilderness extent. Many WHS had excellent wilderness coverage, for example, the Okavango Delta in Botswana (11,914 km2) and the Central Suriname Nature Reserve (16,029 km2). However, 22 (35%) of the world's terrestrial biorealms had no wilderness representation within WHS. We identified 840 protected areas of >500 km2 that were predominantly wilderness (>50% of their area) and represented 18 of the 22 missing biorealms. These areas offer a starting point for assessing the potential for the designation of new WHSs that could help increase wilderness representation on the World Heritage list. We urge the World Heritage Convention to ensure that the ecological integrity and outstanding universal value of existing WHS with wilderness values are preserved.  相似文献

In the face of the current global ecological crisis and the threats it poses to human survival and security, the fundamental solution is to resolve the deep contradiction between conservation and economic development. We considered the 3 key and basic questions of why to protect, how much to protect, and where to protect natural areas. Human survival depends on functioning ecosystems and the ecosystem services they provide. In this regard, conserving core biodiversity conservation priority areas (BCPAs) can provide maximum conservation benefit. The goals of protected area (PA) systems globally and nationally must be clearly defined so as to sustain the survival and development of people and to coordinate and balance other objectives with this goal at the center. There is an urgent need to study, calculate, and define the extent of the natural world to ensure the well-being of people. We call this area over which natural areas of land and sea extend across the world or a country nature proportion (N%). Especially, a minimum area that ensures human survival should be protected, and we suggest that this area should cover core BCPAs so that it can achieve the maximum conservation benefit. These recommendations could be applied at global or national levels. The Chinese government proposes “developing a protected-area system composed mainly of national parks,” and it has unified the administration of PAs into a central management authority. At this key time in the reform of the PA system, should this proposal be adopted, conservation will garner the greatest social consensus and support, and planning at the national level for BCPA coverage will be improved. We believe these recommendations are critical for China and other countries and extremely important for the world because they will pave the way toward a balance between nature conservation and human development as the projected human population reaches 10 billion by 2050.  相似文献

Land protection, whether public or private, is often controversial at the local level because residents worry about lost economic activity. We used panel data and a quasi-experimental impact-evaluation approach to determine how key economic indicators were related to the percentage of land protected. Specifically, we estimated the impacts of public and private land protection based on local area employment and housing permits data from 5 periods spanning 1990–2015 for all major towns and cities in New England. To generate rigorous impact estimates, we modeled economic outcomes as a function of the percentage of land protected in the prior period, conditional on town fixed effects, metro-region trends, and controls for period and neighboring protection. Contrary to narratives that conservation depresses economic growth, land protection was associated with a modest increase in the number of people employed and in the labor force and did not affect new housing permits, population, or median income. Public and private protection led to different patterns of positive employment impacts at distances close to and far from cities, indicating the importance of investing in both types of land protection to increase local opportunities. The greatest magnitude of employment impacts was due to protection in more rural areas, where opportunities for both visitation and amenity-related economic growth may be greatest. Overall, we provide novel evidence that land protection can be compatible with local economic growth and illustrate a method that can be broadly applied to assess the net economic impacts of protection.  相似文献

Human activities are important drivers of marine ecosystem functioning. However, separating the synergistic effects of fishing and environmental variability on the prey base of nontarget predators is difficult, often because prey availability estimates on appropriate scales are lacking. Understanding how prey abundance at different spatial scales links to population change can help integrate the needs of nontarget predators into fisheries management by defining ecologically relevant areas for spatial protection. We investigated the local population response (number of breeders) of the Bank Cormorant (Phalacrocorax neglectus), a range‐restricted endangered seabird, to the availability of its prey, the heavily fished west coast rock lobster (Jasus lalandii). Using Bayesian state‐space modeled cormorant counts at 3 colonies, 22 years of fisheries‐independent data on local lobster abundance, and generalized additive modeling, we determined the spatial scale pertinent to these relationships in areas with different lobster availability. Cormorant numbers responded positively to lobster availability in the regions with intermediate and high abundance but not where regime shifts and fishing pressure had depleted lobster stocks. The relationships were strongest when lobsters 20–30 km offshore of the colony were considered, a distance greater than the Bank Cormorant's foraging range when breeding, and may have been influenced by prey availability for nonbreeding birds, prey switching, or prey ecology. Our results highlight the importance of considering the scale of ecological relationships in marine spatial planning and suggest that designing spatial protection around focal species can benefit marine predators across their full life cycle. We propose the precautionary implementation of small‐scale marine protected areas, followed by robust assessment and adaptive‐management, to confirm population‐level benefits for the cormorants, their prey, and the wider ecosystem, without negative impacts on local fisheries.  相似文献

Tiger (Panthera tigris) conservation efforts in Asia are focused on protected areas embedded in human‐dominated landscapes. A system of protected areas is an effective conservation strategy for many endangered species if the network is large enough to support stable metapopulations. The long‐term conservation of tigers requires that the species be able to meet some of its life‐history needs beyond the boundaries of small protected areas and within the working landscape, including multiple‐use forests with logging and high human use. However, understanding of factors that promote or limit the occurrence of tigers in working landscapes is incomplete. We assessed the relative influence of protection status, prey occurrence, extent of grasslands, intensity of human use, and patch connectivity on tiger occurrence in the 5400 km2 Central Terai Landscape of India, adjacent to Nepal. Two observer teams independently surveyed 1009 km of forest trails and water courses distributed across 60 166‐km2 cells. In each cell, the teams recorded detection of tiger signs along evenly spaced trail segments. We used occupancy models that permitted multiscale analysis of spatially correlated data to estimate cell‐scale occupancy and segment‐scale habitat use by tigers as a function of management and environmental covariates. Prey availability and habitat quality, rather than protected‐area designation, influenced tiger occupancy. Tiger occupancy was low in some protected areas in India that were connected to extensive areas of tiger habitat in Nepal, which brings into question the efficacy of current protection and management strategies in both India and Nepal. At a finer spatial scale, tiger habitat use was high in trail segments associated with abundant prey and large grasslands, but it declined as human and livestock use increased. We speculate that riparian grasslands may provide tigers with critical refugia from human activity in the daytime and thereby promote tiger occurrence in some multiple‐use forests. Restrictions on human‐use in high‐quality tiger habitat in multiple‐use forests may complement existing protected areas and collectively promote the persistence of tiger populations in working landscapes.  相似文献

A modern challenge for conservation biology is to assess the consequences of policies that adhere to assumptions of stationarity (e.g., historic norms) in an era of global environmental change. Such policies may result in unexpected and surprising levels of mitigation given future climate‐change trajectories, especially as agriculture looks to protected areas to buffer against production losses during periods of environmental extremes. We assessed the potential impact of climate‐change scenarios on the rates at which grasslands enrolled in the Conservation Reserve Program (CRP) are authorized for emergency harvesting (i.e., biomass removal) for agricultural use, which can occur when precipitation for the previous 4 months is below 40% of the normal or historical mean precipitation for that 4‐month period. We developed and analyzed scenarios under the condition that policy will continue to operate under assumptions of stationarity, thereby authorizing emergency biomass harvesting solely as a function of precipitation departure from historic norms. Model projections showed the historical likelihood of authorizing emergency biomass harvesting in any given year in the northern Great Plains was 33.28% based on long‐term weather records. Emergency biomass harvesting became the norm (>50% of years) in the scenario that reflected continued increases in emissions and a decrease in growing‐season precipitation, and areas in the Great Plains with higher historical mean annual rainfall were disproportionately affected and were subject to a greater increase in emergency biomass removal. Emergency biomass harvesting decreased only in the scenario with rapid reductions in emissions. Our scenario‐impact analysis indicated that biomass from lands enrolled in the CRP would be used primarily as a buffer for agriculture in an era of climatic change unless policy guidelines are adapted or climate‐change projections significantly depart from the current consensus.  相似文献

Conservation of biodiversity, including birds, continues to challenge natural‐area managers. Stated‐preference methods (e.g., choice experiment [CE]) are increasingly used to provide data for valuation of natural ecosystems. We used a CE to calculate birders’ willingness to pay for different levels of bioecological attributes (threatened species, endemic species, and diversity) of birding sites with hypothetical entry fees. The CE was delivered at popular birding and avitourism sites in Australia and the United Kingdom. Latent‐class modeling results revealed heterogeneous preferences among birders and correspondingly variable willingness to pay. Four clear groups were apparent: quantity‐driven birders, special‐birds seekers, confused respondents, and price‐is‐no‐object birders. Quantity‐driven birders were attracted to sites that deliver high levels of diversity and endemic species for which they were willing to pay $135 and $66 to visit, respectively, above what they were willing to pay to visit a site with low levels of diversity and few endemic and threatened species . Special‐bird seekers valued threatened species and high levels of endemic species most (willingness to pay $45 and $46, respectively). Confused respondents’ preferences were difficult to determine, but they were the most sensitive to the hypothetical entry fees, unlike the price‐is‐no‐object birders, who were not at all sensitive to cost. Our findings demonstrate that birders are amenable to paying for their preferred birding experience. These payments could provide an alternative source of funding in some avitourism sites on both public and private land. Such alternative revenue streams should be explored and given full consideration in increasingly competitive conservation‐financing environments.  相似文献

Understanding nature as an outcome of organising discourses generated through relative experiences of our surroundings has been the groundwork of a political ecology that deals with the distribution of environmental justice among people with different degrees of power. In this paper, we examine how the environmental legislation and the tourism industry have constructed the term Caiçara as a way to categorise the inhabitants of the Atlantic Forest Coast of Brazil, in ways that meet their goals, but in turn occludes the discourse of the Caiçara themselves. Ethnographic research conducted in Ponta Negra, a small coastal community located at the heart of the Juatinga Ecological Reserve (Paraty, Rio de Janeiro State), as well as a review of key legislation, management plans and tourism materials form the empirical basis of this research. First, we offer a critical examination of the historical origin of the term Caiçara. We then compare contradictory ideas of Caiçara produced by Brazilian environmental legislation and the tourism industry. While the environmental legislation has characterised the Caiçara as fallen angels who are no longer conservation allies, the tourism industry has profited by selling them as ecologically noble savages who still live in harmony with the environment. Our analysis shows how Ponta Negra people have become objects of powerful discourses of nature that hinder the recognition of their collective rights and weaken their position to negotiate for their own desires and aspirations related to their identity and livelihoods.  相似文献

Conservation biologists recognize that a system of isolated protected areas will be necessary but insufficient to meet biodiversity objectives. Current approaches to connecting core conservation areas through corridors consider optimal corridor placement based on a single optimization goal: commonly, maximizing the movement for a target species across a network of protected areas. We show that designing corridors for single species based on purely ecological criteria leads to extremely expensive linkages that are suboptimal for multispecies connectivity objectives. Similarly, acquiring the least‐expensive linkages leads to ecologically poor solutions. We developed algorithms for optimizing corridors for multispecies use given a specific budget. We applied our approach in western Montana to demonstrate how the solutions may be used to evaluate trade‐offs in connectivity for 2 species with different habitat requirements, different core areas, and different conservation values under different budgets. We evaluated corridors that were optimal for each species individually and for both species jointly. Incorporating a budget constraint and jointly optimizing for both species resulted in corridors that were close to the individual species movement‐potential optima but with substantial cost savings. Our approach produced corridors that were within 14% and 11% of the best possible corridor connectivity for grizzly bears (Ursus arctos) and wolverines (Gulo gulo), respectively, and saved 75% of the cost. Similarly, joint optimization under a combined budget resulted in improved connectivity for both species relative to splitting the budget in 2 to optimize for each species individually. Our results demonstrate economies of scale and complementarities conservation planners can achieve by optimizing corridor designs for financial costs and for multiple species connectivity jointly. We believe that our approach will facilitate corridor conservation by reducing acquisition costs and by allowing derived corridors to more closely reflect conservation priorities.  相似文献
