ABSTRACT: Unsustainable withdrawals from regional aquifers have resulted in adverse impacts considerable distances from the point locations of supply wells. In one area of the southeastern (SE) Coastal Plain, conservative estimates for repair/replacement of some residential wells damaged or destroyed by unsustainable yield from the Floridan aquifer system exceeded $4 million. However, a comprehensive assessment of damage/economic loss to private property and public resources due to unsustainable yield from that regional karst aquifer has not been made. Uncalculated direct costs to home‐owners from damage attributed to those withdrawals are associated with destruction of homes from increased sinkhole formation, devalued waterfront property, and removal of diseased and dead trees. Examples of other uncalculated economic burdens resulting from unsustainable aquifer yield in the SE Coastal Plain include: (1) irreversible damage to the aquifer matrix and concomitant increased potential for groundwater contamination, (2) large‐scale wildfires with subsequent degradation of air quality, debilitation of transportation corridors, and destruction of timber, wildlife habitat and property, and (3) destruction of “protected” natural areas. This paper provides a general background of the regional Floridan aquifer system's karst characteristics, examples of known impacts resulting from ground water mining in the SE Coastal Plain, and examples of additional damage that may be related to unsustainable yield from the Upper Floridan aquifer. Costs of these impacts have not been calculated and are not reflected in the price users pay for ground water. Evidence suggests that the classic watershed management approach must be revised in areas with mined regional karst aquifers to include impacts of induced recharge from the surficial aquifer, and subsurface inter‐basin flow. Likewise, associated impacts to surface water and interrelated systems must be calculated. The true cost of groundwater mining to this and future generations should be determined using a multidisciplinary approach.  相似文献

ABSTRACT: In early 1997, the Texas Edwards Aquifer Authority implemented a pilot Irrigation Suspension Program with the objectives of increasing springflow and providing relief to municipalities during drought. Irrigators were paid an average of $234 per acre to suspend water use, a price higher than regional land rental rates. Auction theory and program implementation details suggest that the program implementation partially caused inflated bids. The Irrigation Suspension Program is also compared to two alternative programs: (1) subsidizing more efficient irrigation technology and (2) buying land. The irrigation suspension is found to be more cost‐effective relative to subsidizing improved irrigation efficiency because it can be put in place only when aquifer levels are low. Land purchase is a cheaper alternative if the bid levels remain at the levels observed.  相似文献

ABSTRACT: This paper describes how a hydrologic model proved to be a valuable tool to help interested parties understand impacts to four threatened and endangered fish species in the Upper Colorado River. In 1994, the Ute Water Conservancy District initiated permitting and design of the Plateau Creek pipeline replacement. The project was considered a major Federal action and therefore subject to the National Environmental Policy Act. Under Section 7 of the Endangered Species Act, the U.S. Fish and Wildlife Service (USFWS) entered the process to develop a Biological Opinion (BO) and determined that the project could potentially impact the endangered fish in the 15‐mile reach of the Colorado River. The Section 7 consultation was directed by a Core Committee comprised of stakeholders in the Upper Colorado River watershed. Hydrologic modeling became the evaluation tool for comparing flow reductions to USFWS target recovery flows and defining make‐up flow requirements to meet those targets. The Colorado River Recovery Implementation Program was designated to provide the make‐up flows. The USFWS released a final BO in December 1997, approving diversions through 2015. An Environmental Impact Statement for the project was completed and the Record of Decision was issued by the Bureau of Land Management in early 1998.  相似文献

This study focused on waste plastic, especially the polyethylene telephthalate (PET) bottle as representative waste, which has been assigned as goods to be recycled by the Packaging Waste Recycling Law in Japan. We developed a plastic transport model which explained the entire flow of plastic from the production stage to the disposal stage within an the evaluation model of plastic recycle policy based on multiattribute utility theory. This model is designed to be used by local municipal governments in supporting the evaluation of the PET bottle recycling policy. In evaluating the plastics recycling policy, we selected indices relating to economy, ecology, and rate of resource recycling. The results indicate that when the evaluation of the material recycling policy and thermal recycling policy in the model city were characterized in terms of their economic and environmental aspects the thermal recycling policy had the highest utility within our scenario. 我国农村可再生能源发展面临生态文明建设、能源安全趋紧、大气污染严重等新的形势变化。作为农业大省,河北省近年来农村可再生能源发展与管理成绩显著,为改善农民生活、保护生态环境、增加能源供应、促进经济社会发展等做出了积极贡献。但新形势下,其农村可再生能源管理也暴露出了思想认识不足、部分法规政策滞后、缺乏宏观科学规划、资金筹措机制单一、后续监督管理不够等问题,需要从加强宣传教育、提高认识水平,完善规章制度、形成法律体系,制定科学规划、明确目标计划,拓宽融资渠道、稳定资金支持、完善服务体系、加强后续管理等方面完善管理与政策,以推进其健康持续发展。  相似文献
