容检规中非圆形缺陷可接受准则的安全裕度

文章以国内典型压力容器用材245R为例，采用GB／T19624~断裂力学评价方法对于《压力容器定期检验规程》表5、表6中的超标非圆形缺陷可接受准则的安全裕度进行评价，评价结果表明其中可接受准则的部分规定不够保守，就此作者给出相关的修改建议。

长江流域的鱼类资源及其保护对策

长江水系的鱼类约有300种,其中鲤科鱼类占半数以上,主要的经济鱼类多数属于鲤科。对不同江段的鱼类资源作了简介,并提出了相应的保护措施。上游江段以维护生物多样性,保护特有种为主,需要建立鱼类自然保护区;中游应保证主要经济鱼类的自然繁殖条件,加强珍稀鱼类的人工繁殖放流工作,同时对湖泊幼鱼资源进行保护;下游应注意保持江水质量,严格遵守工业废水排放标准;河口江段应规定幼鲟保护期,建议每年6月15日至7月31日停止一切损害幼鲟资源的渔捞作业。     

The Interior-to-Edge Breakpoint Distance as a Guideline for Nature Conservation Policy

A method is proposed to quantify disturbance impact on isolated habitats. For every landscape patch, the breakpoint distance, defined as the penetration distance for which equality of interior and edge habitat is observed, can be calculated. Disturbance with equal impact at all patch sides is assumed. Effects of patch compactness, size, convolution, and perforation are discussed. The potential use of the measure for nature reserve design is discussed. The breakpoint distance follows the reserve design guidelines for individual patches, based on island biogeography and is consistent with the form and function principle. A large breakpoint distance is preferred for natural habitats. Small size, small compactness, intense convolution, and the occurrence of many gaps depress the breakpoint distance.

通过对城市土地储备制度的运作过程与运转机理的简要阐述，形成了一个较为完整的理论框架，侧重分析了我国现行的城市土地储备制度尚存的一些问题，提出了相应解决对策，以求进一步完善我国城市土地储备制度。     

The sands of Forvie (Scotland): A case study in geomorphology and conservational management

The Sands of Forvie, National Nature Reserve, Scotland is a complex coastal sand dune system which is associated with the dynamic estuary of the River Ythan. The dune system has developed over more than 5000 years. The south part is a peninsula of dunes, sand hills, sand arcs, erosion and deflation surfaces. The north part is superimposed on a rock plateau with a cliff coastline. This plateau is covered in glacial deposits and is essentially an upland heath landscape. Some of the best examples of large active parabolic dunes in Britain are found in North Forvie. The sequence of geomorphic development is described. As a nature reserve with a rich ecology it has been managed for conservational purposes since 1960s. As such it is an excellent case study of how conservational management has changed to become more flexible and more aware of the importance of dynamic processes.     

秦岭保护区群生物多样性及其保护与发展研究

根据秦岭保护区群的生物多样性和保护管理现状 ,提出了加强保护区群生物多样性保护和促进保护区发展的对策 ,其主要措施为 :一、合理划分和调整功能区 ;二、强化内部管理 ,加强对自然资源的巡护、监测 ;三、协调周边社区关系 ,积极开展社区共管工作 ;四、加强对外合作 ,积极开展科学研究 ;五、开展环境教育 ,提高全民保护意识 ;六、开展资源适度开发利用 ,增强自养能力。     

Private Property Rights and Selective Private Forest Conservation: Could a Nordic Hybrid Policy Address a United States Problem?

Political and legal conflicts between the need for targeted private forest conservation and the continued assurance of private property rights in the U.S. presents a seemingly intractable resource management problem. Scandinavian use of habitat protection areas on private forests offers an additional tool that may be suitable for solving the historical and on-going tension found within U.S. efforts to reconcile desires to maintain lands in a forested condition while also respecting private property rights. This article presents a comparative cross-sectional policy analysis of Sweden, Finland, and the U.S., supported with a supplemental case example from the Commonwealth of Virginia. Similarities in all three countries among forest ownership patterns, use of public subsidies, and changing attitudes towards conservation are generally encouraging. Additionally, Virginia’s current consideration and development of state-wide forest policies focused on forestland and open space conservation suggests both a need and an opportunity to systematically assess the applicability of the Nordic forest reserve approach to local private forest conservation. Future research at a high-resolution, and specifically at the state level, should focus on the social and political factors that would ultimately determine the viability of a forest reserve program.     

Plant cover synanthropization in the pechora-Ilych biosphere reserve along an altitudinal gradient

Trends in plant cover synanthropization along a plain-foothills-mountains gradient have been revealed in the reserve. Characteristics of plant communities in anthropogenically disturbed habitats, centers of concentration of anthropophytes and apophytes, and pathways of their migration are described.
