More than 50,000 tons of hazardous waste are imported and exported worldwide each year. Over 50% of hazardous waste is exported to Southeast Asia, of which leather waste is the major component. The exportation quantities of hazardous waste to Organization of Economic Cooperation and Development (OECD) countries are decreasing while they are on the increase to non-OECD countries. Some of these wastes are intended for recycling purposes but the usage of some others is not stipulated. The hazardous waste importation quantity kept fairly steady from 1997 to 2000, of which ash or residues containing copper or copper compounds were the major component. Under existing regulations and measures, the transboundary movement of hazardous waste cannot be effectively controlled and monitored. In order to ensure environmentally sound hazardous waste management, EPA-Taiwan revised the Waste Disposal Act in 2001 and cooperated with the Industrial Development Bureau (IDB) to promote industrial waste reduction and recycling projects. The development and effective introduction of strategies designed to ensure the ecologically and economically sustainable utilization of coastal and marine resources is perhaps the major challenge for Small Island Developing States (SIDS). In response, the 1994 Barbados Programme of Action (BPoA) called upon the SIDS to implement appropriate coastal and marine strategies and, crucially, ensure that such strategies were integrated into sustainable national development plans (NDPs). This article examines the extent to which contemporary NDPs and donor support programmes have incorporated the fisheries sector — arguably the most important coastal/marine resource for many SIDS — into such documents. Applying an assessment methodology, originally developed to identify levels of environmental mainstreaming within World Bank country assistance strategies to NDPs and donor support programmes, we are able to identify those SIDS who have most effectively integrated the fisheries sector into such documents. Comparison with data indicating the importance of the sector to the national economy (in terms of generating foreign exchange, employment generation and/or supporting domestic protein consumption levels) enables us to pinpoint those countries with substantial fisheries sectors, but a correspondingly lower than expected degree of sectoral mainstreaming. We suggest that the January 2005 review of the BPoA offers an opportune moment for such countries to redress these omissions. 相似文献

A systematic understanding of dynamic animal extinction trajectories for different regions in a nation like China is critically important to developing practical conservation strategies. We explored historical and contemporary changes in terrestrial mammalian diversity to determine how diversity in each of the 5 regions in China has changed over time and to examine the conservation potential of these regions. We used records from databases on Pleistocene mammalian fossils and historical distribution records (1175–2020) for Primates (as a case study) to reconstruct evolutionary and historical distribution trajectories of the 11 orders of terrestrial mammals and to predict their prospective survival based on the national conservation strategy applied. The results indicated that since the Pleistocene, 4–5 mammalian orders have been lost in the northeast, 3 in central China, 2 along the coast, and 1 in the northwest. In the southwest, all 11 orders were maintained. Contemporarily, the coast and southwest had the highest and second-highest species densities. The southwest region and southeastern sections of the northwest region were the most historically and contemporarily diverse areas, which suggests that they should be the first priority for protected area (PA) designation. The central and coastal areas should be secondarily prioritized. In these 2 regions, conservation should focus on human coexistence with nature. Less attention should be paid to the PA in the northeast and western northwest because in these areas ecosystems are depauperate and the climate is harsh. Conservation in these areas should focus principally on avoiding further human encroachment on natural areas. Management strategies to reduce NH3 emissions are available; however, few have been validated under Canadian conditions. PM_(2.5)and PM_(10)samples were collected at four major cities in the Pearl River Delta(PRD),South China,during winter and summer in 2002.Six water-soluble ions,Na~ ,NH_4~ ,K~ ,Cl~-,NO_3~- and SO_4~(2-)were measured using ion chromatography.On average,ionic species accounted for 53.3% and 40.5% for PM_(2.5)and PM_(10),respectively in winter and 39.4% and 35.2%,respectively in summer. Secondary ions such as sulfate,nitrate and ammonium accounted for the major part of the total ionic species.Sulfate was the most abundant species followed by nitrate.Overall,a regional pollution tendency was shown that there were higher concentrations of sulfate, nitrate and ammonium in Guangzhou City than those in the other PRD cities.Significant seasonal variations were also observed with higher levels of species in winter but lower in summer.The Asian monsoon system was favorable for removal and diffusion of air pollutants in PRD in summer while highly loading of local industrial emissions tended to deteriorate the air quality as well.NO_3~-/SO_4~(2-) ratio indicated that mobile sources have considerably contribution to the urban aerosol,and stationary sources should not be neglected. Determinants of adaptive and mitigative capacities (e.g., availability of technological options, and access to economic resources,
social capital and human capital) largely overlap. Several factors underlying or related to these determinants are themselves
indicators of sustainable development (e.g., per capita income; and various public health, education and research indices).
Moreover, climate change could exacerbate existing climate-sensitive hurdles to sustainable development (e.g., hunger, malaria,
water shortage, coastal flooding and threats to biodiversity) faced specifically by many developing countries. Based on these
commonalities, the paper identifies integrated approaches to formulating strategies and measures to concurrently advance adaptation,
mitigation and sustainable development. These approaches range from broadly moving sustainable development forward (by developing
and/or nurturing institutions, policies and infrastructure to stimulate economic development, technological change, human
and social capital, and reducing specific barriers to sustainable development) to reducing vulnerabilities to urgent climate-sensitive
risks that hinder sustainable development and would worsen with climate change. The resulting sustainable economic development
would also help reduce birth rates, which could mitigate climate change and reduce the population exposed to climate change
and climate-sensitive risks, thereby reducing impacts, and the demand for adaptation. The paper also offers a portfolio of
pro-active strategies and measures consistent with the above approaches, including example measures that would simultaneously
reduce pressures on biodiversity, hunger, and carbon sinks. Finally it addresses some common misconceptions that could hamper
fuller integration of adaptation and mitigation, including the notions that adaptation may be unsuitable for natural systems,
and mitigation should necessarily have primacy over adaptation.

This study contributes to the knowledge of the difficulties or barriers found by firms when adopting proactive environmental strategies, providing empirical evidence from 240 Spanish industrial firms. A set of 25 barriers are initially evaluated by the managers of the sample firms and are grouped into four types of difficulties facing firms: external barriers, endemic limitations of the firm, limited environmental motivation and limited preparation of employees and operational inertia. The estimation of a structural equation model leads us to conclude that only the barriers identified as endemic limitations of the firm can be characterized as “effective barriers”, defined as problems preventing firms from progressing toward proactive environmental behavior. 相似文献
