In the face of a shrinking budget for environmental activities, conservation agencies must design and implement agri-environmental policies that cost-effectively meet the environmental objectives. However, designing such programs is often challenging due to different uncertainties. For example, landholders may be exposed to risks when carrying out conservation projects. To minimise the negative impact of unexpected losses, landholders may require additional financial incentives as compensation for undertaking “risky” conservation projects. In such situations, the conservation agency risks over-spending public funds because of prohibitively high opportunity costs from landholders or failing to meet the environmental target. We used analytical and simulation approaches to explore optimal budget allocation in a target-constrained conservation tender. We also compared the performance of the tender with and without own-cost uncertainty. Results showed that as landholders’ own-cost uncertainty rises, the conservation agency is forced to allocate more funding to secure the same level of the environmental target. We found that the optimal funding level is sensitive to landholders’ competition uncertainty and the magnitude of expected losses.

A meshless method based on exponential basis functions (EBFs) is developed to simulate the propagation of solitary waves and run-up on the slope. The presented method is a boundary-type meshless method applying the exponential basis functions with complex exponents. The solution of governing equations is considered as a series of these basis functions. Boundary conditions are satisfied through a point-wise collocation approach. Based on the presented EBF meshless method, a new formula is introduced for the maximum run-up height on different slopes, valuable for engineering applications. The results obtained through the numerical method in the prediction of solitary wave propagation and estimation of run-up are verified through the comparison with experimental data. The comparison with 159 experimental data indicates that this new formula is more accurate than the preceding formulas in predicting the maximum run-up of non-breaking solitary waves. Minimum calculation time and convenient performances are the other advantages of this method.  相似文献

A novel photocatalytic reactor for wastewater treatment was designed and constructed. The main part of the reactor was an aluminum tube in which 12 stainless steel circular baffles and four quartz tube were placed inside of the reactor like shell and tube heat exchangers. Four UV–C lamps were housed within the space of the quartz tubes. Surface of the baffles was coated with TiO2. A simple method was employed for TiO2 immobilization, while the characterization of the supported photocatalyst was based on the results obtained through performing some common analytical methods such as X-ray diffraction (XRD), scanning electron microscope (SEM), and BET. Phenol was selected as a model pollutant. A solution of a known initial concentration (20, 60, and 100 ppmv) was introduced to the reactor. The reactor also has a recycle flow to make turbulent flow inside of the reactor. The selected recycle flow rate was 7?×?10?5 m3.s?1, while the flow rate of feed was 2.53?×?10?7, 7.56?×?10?7, and 1.26?×?10?6 m3.s?1, respectively. To evaluate performance of the reactor, response surface methodology was employed. A four-factor three-level Box–Behnken design was developed to evaluate the reactor performance for degradation of phenol. Effects of phenol inlet concentration (20–100 ppmv), pH (3–9), liquid flow rate (2.53?×?10?7?1.26?×?10?6 m3.s?1), and TiO2 loading (8.8–17.6 g.m?2) were analyzed with this method. The adjusted R 2 value (0.9936) was in close agreement with that of corresponding R 2 value (0.9961). The maximum predicted degradation of phenol was 75.50 % at the optimum processing conditions (initial phenol concentration of 20 ppmv, pH?~?6.41, and flow rate of 2.53?×?10?7 m3.s?1 and catalyst loading of 17.6 g.m?2). Experimental degradation of phenol determined at the optimum conditions was 73.7 %. XRD patterns and SEM images at the optimum conditions revealed that crystal size is approximately 25 nm and TiO2 nanoparticles with visible agglomerates distribute densely and uniformly over the surface of stainless steel substrate. BET specific surface area of immobilized TiO2 was 47.2 and 45.8 m2 g?1 before and after the experiments, respectively. Restoration scientists and practitioners have recently begun to include economic and social aspects in the design and investment decisions for restoration projects. With few exceptions, ecological restoration studies that include economics focus solely on evaluating costs of restoration projects. However, economic principles, tools, and instruments can be applied to a range of other factors that affect project success. We considered the relevance of applying economics to address 4 key challenges of ecological restoration: assessing social and economic benefits, estimating overall costs, project prioritization and selection, and long‐term financing of restoration programs. We found it is uncommon to consider all types of benefits (such as nonmarket values) and costs (such as transaction costs) in restoration programs. Total benefit of a restoration project can be estimated using market prices and various nonmarket valuation techniques. Total cost of a project can be estimated using methods based on property or land‐sale prices, such as hedonic pricing method and organizational surveys. Securing continuous (or long‐term) funding is also vital to accomplishing restoration goals and can be achieved by establishing synergy with existing programs, public–private partnerships, and financing through taxation.  相似文献

The Bayesian Poisson–Gamma hierarchy, leading to the negative binomial distribution, has been the standard practice in developing accident prediction models. To linearize the relationship connecting the mean of the negative binomial distribution to relevant covariates, a canonical log link has traditionally been used. Typically, little information is available regarding the choice of a particular link. To avoid link misspecification, it is proposed to nest the canonical log link model within a generalized link family and subsequently use the full Bayes method for parameter estimation, performance evaluation and inference. The proposed approach was applied to a sample of accident and traffic volume data corresponding to 99 intersections in the city of Edmonton, Alberta. The results showed that both the generalized link model and the traditional canonical link model provided adequate fit to the data. However, the Bayes factor provided a clear statistical support for the use of the generalized link approach. A procedure for link validation is also described. It allows the users (e.g., road authorities) to consider the changes in predicted accidents that will result if a generalized link is used instead of a canonical link. If a certain maximal change is tolerated, the canonical link can be used to analyze the data; otherwise the generalized link is worth the extra efforts and should be adopted. When compared with the traditional approach, the generalized link model was found to predict a lower number of accidents whenever there is a heavy traffic at the major approach, especially if combined with light flow on the minor approach. Nitrogen (N) losses from agricultural fields have been extensively studied. In contrast, surface runoff and N losses have rarely been considered for bamboo forests that are widespread in regions such as southern China. The thriving of bamboo industries has led to increasing fertilizer use in bamboo forests. In this study, we evaluated surface runoff and N losses in runoff following different fertilization treatments under field conditions in a bamboo (Phyllostachys pubescens) forest in the catchment of Lake Taihu in Jiangsu, China. Under three different fertilization regimes, i.e., control, site-specific nutrient management (SSNM), and farmer's fertilization practice (FFP), the water runoff rate amounted to 356, 361, and 342 m3?ha?1 and accounted for 1.91, 1.98, and 1.85 % of the water input, respectively, from June 2009 to May 2010. The total N losses via surface runoff ranged from 1.2 to 1.8 kg?ha?1. Compared with FFP, the SSNM treatment reduced total nitrogen (TN) and dissolved nitrogen (DN) losses by 31 and 34 %, respectively. The results also showed that variations in N losses depended mainly on runoff fluxes, not N concentrations. Runoff samples collected from all treatments throughout the year showed TN concentrations greater than 0.35 mg?L?1, with the mean TN concentration in the runoff from the FFP treatment reaching 8.97 mg?L?1. The loss of NO3 ?–N was greater than the loss of NH4 +–N. The total loss of dissolved organic nitrogen (DON) reached 23–41 % of the corresponding DN. Therefore, DON is likely the main N species in runoff from bamboo forests and should be emphasized in the assessment and management of N losses in bamboo forest.  相似文献
