St. Lucia faces numerous challenges associated with striking a balance between its economic and conservation goals with respect to the Pitons Management Area (PMA) World Heritage Site. Among the various stakeholders, the public sector, which largely constitutes the administrative authorities representing the general public, plays an instrumental role in site management. They are primarily responsible for policy formulation as well as the provision of fiscal incentives and funds to assist in the maintenance of the site. Based on a qualitative inquiry approach, this study explored the perspectives of key persons among pertinent public and non-profit organizations. Semi-structured interviews were conducted among local and national representatives from the public sector. Results revealed that the designation of the PMA as a World Heritage Site has presented both opportunities and challenges to the management of the site. Findings strongly indicate that the integrity and sustainability of the site is at stake due to a lack of commitment, coordination and political will in the public sector.  相似文献

A long-term monitoring program has been carried out since the early 1990s in the Mondego estuary, on Portugal's west coast, which is presently under heavy human pressure. In this shallow warm-temperate estuary, a significant macroalgal proliferation has been observed, which is a clear sign of nutrient enrichment. As a result of competition with algae, the extension of the seagrass meadows (mainly Zostera noltii) has been reduced. The present paper examined the applicability of a holistic Stochastic Dynamic Methodology (StDM) in predicting the tendencies of trophic key-components (macrophytes, macroalgae, benthic macroinvertebrate and wading birds) as a response to the changes in estuarine environmental conditions. The StDM is a sequential modelling process developed in order to predict the ecological status of changed ecosystems, from which management strategies can be designed. The data used in the dynamic model construction included true gradients of environmental changes and was sampled from January 1993 to September 1995 and from December 1998 to December 2005. The dynamic model developed was preceded by a conventional multivariate statistical procedure performed to discriminate the significant relationships between the selected ecological components. The model validation was based on independent data collected from January 1996 to January 1997 and from February 1999 to April 2000 for all the state variables considered. Overall, the simulation results are encouraging since they seem to demonstrate the StDM reliability in capturing the trophic dynamics of the studied estuary, by predicting the behavioural pattern for the most part of the components selected, with a focus on the Zostera noltii meadows recovery after the implementation of important management measures.  相似文献

铁路建设需要设置取(弃)土场、砂石料点、施工营地等工程场地,这些工程场地如果设计不合理,必将对沿线景观造成破坏,进而对视觉产生强烈的冲击。该文参考美国林务局的“视觉管理系统(VisualManagementSystem,VMS)”和美国土地管理局的“视觉管理(VisualResourcesMana-gement,VRM)”,利用遥感(RS)和地理信息系统(GIS)技术,结合新建青藏铁路沿线景观特点和工程场地的位置、面积、所处的坡度、相对于铁路的距离、沿铁路方向的长度以及相对于本底景观的对比度,建立了新建青藏铁路沿线的景观视觉管理系统,定量分析和评价了铁路建设工程可能对高原景观带来的冲击,并为修改和重新设计工程场地提出了指导性建议。  相似文献

In contrast to Europe, the USA and South Africa, Australia has no specific, overarching federal legislation to underpin a nationally-coordinated framework for monitoring, assessing and reporting estuarine condition. This has resulted in a complex mosaic of diverse approaches and governance structures, hindering the ability to make inter-State comparisons. In this second part of a comprehensive three-part review, we present a systematic appraisal of current and impending approaches for measuring and reporting estuarine condition in each of Australia’s States and Territories. A concise summary is provided in each case, supported by extensive appendices containing detailed accounts of relevant monitoring and reporting programs. We synthesise and evaluate this output at the State/Territory level, highlighting areas of improvement and major gaps.  相似文献

This paper contributes to on-going attempts at bringing together two influential ideas in water governance: Integrated Water Resource Management (IWRM) and adaptive governance. In particular, a tension remains between the call in IWRM for the use of formal institutions, such as river basin organisations, to secure public policy integration, and the assumptions in adaptive governance in favour of informal collaboration between essentially independent policy actors. To clarify this relationship, this article draws on theoretical research on public policy integration, and uses these insights in an empirical setting to identify mechanisms that can facilitate effective policy integration for adaptive water governance. The research is based on recent attempts in Scotland to implement IWRM ideas to improve flood management. Several governance mechanisms were adopted to facilitate the integration of flood, water and rural land use policies. Six Scottish policy regimes are analysed using documentary sources and interviews. Results challenge the idea that collaboration should primarily be built on either river basin organisations or informal mechanisms. We identify a mix of informal and statutory-based mechanisms which may secure political and technocratic commitment to policy integration.  相似文献

Iwao's quadratic regression or Taylor's Power Law (TPL) are commonly used to model the variance as a function of the mean for sample counts of insect populations which exhibit spatial aggregation. The modeled variance and distribution of the mean are typically used in pest management programs to decide if the population is above the action threshold in any management unit (MU) (e.g., orchard, forest compartment). For nested or multi-level sampling the usual two-stage modeling procedure first obtains the sample variance for each MU and sampling level using ANOVA and then fits a regression of variance on the mean for each level using either Iwao or TPL variance models. Here this approach is compared to the single-stage procedure of fitting a generalized linear mixed model (GLMM) directly to the count data with both approaches demonstrated using 2-level sampling. GLMMs and additive GLMMs (AGLMMs) with conditional Poisson variance function as well as the extension to the negative binomial are described. Generalization to more than two sampling levels is outlined. Formulae for calculating optimal relative sample sizes (ORSS) and the operating characteristic curve for the control decision are given for each model. The ORSS are independent of the mean in the case of the AGLMMs. The application described is estimation of the variance of the mean number of leaves per shoot occupied by immature stages of a defoliator of eucalypts, the Tasmanian Eucalyptus leaf beetle, based on a sample of trees within plots from each forest compartment. Historical population monitoring data were fitted using the above approaches.  相似文献

Coastal fisheries provide staple food and sources of livelihood in Pacific Island countries, and securing a sustainable supply is recognised as a critical priority for nutrition security. This study sought to better understand the role of fish for Pacific Island communities during disasters and in disaster recovery. To evaluate community impacts and responses after natural disasters, focus group discussions were held with men and women groups at ten sites across Shefa, Tafea, Malampa and Sanma provinces in Vanuatu. The combined impacts of category 5 Tropical Cyclone Pam (TC-Pam) in March 2015 and prolonged El-Niño induced drought have had a profound impact across much of Vanuatu. Terrestrial systems had been disproportionately impacted with substantial shortages in drinking water, garden crops, cash crops and damage to infrastructure. Localized impacts were noted on marine environments from TC-Pam and the drought, along with an earthquake that uplifted reef and destroyed fishing grounds in Malampa province. Communities in Malampa and Shefa provinces also noted a crown-of-thorns outbreak that caused coral mortality. The significant reduction in terrestrial-based food and income generation capacity generally led to increased reliance on marine resources to cope and a shift in diets from local garden food to rice. However, limited market access, lack of fishing skills and technology in many sectors of the community reduced the capacity for marine resources to support recovery. A flexible management approach allowed protected areas and species to be utilized as reservoirs of food and income when temporarily opened to assist recovery. These findings illustrate that fish and fisheries management is at the center of disaster preparedness and relief strategies in remote Pacific Island communities. High physical capital (e.g. infrastructure, water tanks and strong dwellings) is key for disaster preparedness, but supporting community social capital for the purpose of natural resource management and human capital for diverse adaptation skills can also improve community resilience. Recognizing the humanitarian value that well managed fisheries resources and skilled fishers can play to disaster relief adds another dimension to the imperative of improving management of coastal fisheries and aligning policies across sectors.  相似文献
