福建武警总队做好抗洪救灾部队卫生防疫工作

今年以来,福建省短时间、高强度、大范围的强降雨,多次造成洪涝、滑坡、泥石流等自然灾害,人民生命安全和财产遭受重大损失,给福建省经济社会带来严重影响.参加地方抗洪救灾任务是我总队一项重要的政治任务.炎热夏季是传染性疾病、食物中毒等多发季节,部队又是一个高密度群体,做好卫生防病工作尤为重要.针对自然灾害突发性、危害大、防治任务重等特点,福建武警总队采取了科学合理的防疫保障措施,确保了参加抗洪救灾任务的部队官兵的身体健康.     

提升外来务工人员技能素质

外来务工人员,是由农村剩余劳动力向非农转移和异地就业中形成的一个特殊群体.他们大多来自经济不发达地区,受条件限制,文化程度普遍偏低,几乎没有一技之长.笔者认为,善待外来务工人员,解决他们的立身之本--就业问题,首要的是提高他们的技能素质.     

烟台开发区：加大再就业资金投入

为确保全面贯彻下岗失业人员及就业困难群体各项优惠政策落实到位，促进再就业工作。山东省烟台开发区人事劳动保障局积极与工商、税务、卫生防疫等部门的联系，2006年协调财政安排就业再就业资金支出407．6万元，比上一年度增长了34．5％。与此同时，对减免税费情况每月调度，及时掌握了持证人员再就业和享受优惠政策情况。全年发放《再就业优惠证》807本。

灵活就业群体的社会保险

近几年，随着经济全球化、市场化进程的加速，我国就业形式和结构都发生了翻天覆地的变化。在城镇2．4亿从业人员中，国有、集体等正规单位就业人数逐年减少，由1996年的57．4％下降到51．1％，个体、自营劳动者等灵活就业人员达到1亿人以上，这个庞大的群体却没有基本的社会保障。另一方面，国有企业下岗职工再就业大多是灵活就业，中断参保和社会保险关系接续难的问题比较突出，续保问题已成为影响下岗职工从事灵活就业意愿、妨碍其再就业的不利因素。研究分析和解决包括下岗职工在内的灵活就业人员的社会保障问题不仅是扫清国有企业下岗职工再就业后社会保险关系接续的体制障碍的关键问题，     

Substrate-induced changes in microbial community-level physiological profiles and their application to discriminate soil microbial communities

The addition of simple substrates could affect the microbial respiration in soils. This substrate-induced respiration is widely used to estimate the soil microbial biomass, but little attention has been paid to its influence on the changes of community-level physiological profiles. In this study, the process of microbial communities responding to the added substrate using sole-carbon-source utilization （BIOLOG） was investigated. BIOLOG is biased toward fast-growing bacteria; this advantage was taken to detect the prompt response of the active microbial communities to the added substrate. Four soil samples from agricultural fields adjacent to heavy metal mines were amended with L-arginine, citric acid, or D-glucose. Substrate amendments could, generally, not only increase the metabolic activity of the microbial communities, but also change the metabolic diverse patterns compared with no-substrate control. By tracking the process, it was found that the variance between substrate-induced treatment and control fluctuated greatly during the incubation course, and the influences of these three substrates were different. In addition, the application of these induced changes to discriminate soil microbial communities was tested. The distance among all samples was greatly increased, which further showed the functional variance among microbial communities in soils. This can be very useful in the discrimination of microbial communities even with high similarity.     

An approach to the fluctuation mechanism of ecotone

In this paper,the relationship among land productivity,population pressure and the fluctuation mechanism of ecotone is analyzed,taking coumties and banners of southeast Inner Mongolia plateau as an example,which is the most fragile part in the farming and husbandry interleaving belt of north China due to its severe desertification degree and low level of economic development.The Cv for the total output value of agriculture decreases from southeast to northwest,with the same rule as which the overloading population cumulated distributes,and both indicators have close relation with the high linear coefficient of 0.83.These reveal the fluctuation mechanism for ecotone:fluctuation of the level of economic development is a scientific and practical measure both to weakness degree and to instability of ecotone,because it is a synthesized response to the variation of climate as well as irrational land uses,which reinforce and magnify the fluctuation.In detail,the heavier the population overloading,the severer the grassland reclamation,the stronger the dependence of regional productivity on rainfall,the lower the level of economic development,the rougher the fluctuation of ecotone,but the weaker the PRED system.     

可持续发展视野中的反贫困战略

据联合国统计，目前全世界60亿人口中，约有10亿多生活在绝对贫困之中。在我国，改革开放以来，国民经济快速发展，综合国力不断增强，广大人民群众的生活质量有了明显的改善，从总体上讲，我们摆脱了普遍贫穷的状态，这是毫无疑义的。但同样毋庸置疑的是，当一部分地区、一部分人率先富裕起来的同时，也出现了相当数量的低收入群体。如何使贫困地区的人民尽快脱贫致富，我国政府和研究机构。
