Rising recreancy: flood control and community relocation in Houston,TX, from an environmental justice perspective

This article looks at issues of recreancy, environmental justice, and relocation as they relate to a flood control infrastructure project in inner city Houston. The main research questions were “What forms would recreancy take?” and “Can a project be environmentally just if recreancy is present?” Through the structural coding of 53 semi-structured interviews, recreancy was found even in a project where the sponsors used community cohesion as a guideline. This article illuminates the difficulties flood control project engineers face when working in local communities and argues that engineering issues are also social issues. Further, the relocatees within this flood control project voice some of the same concerns experienced by people relocated in other involuntary infrastructure development projects. The case outlined in this article could be used to better help those involuntarily relocated for flood control.     

构建煤炭企业负责人培训考核长效机制研究

针对我国煤矿普遍存在的规模差异较大、生产条件复杂、煤炭企业负责人文化素质和专业素质都相对较差的实际情况,对我国现在实施的培训和发证的相关政策和措施进行了分析和研究;指出现行的培训考核机制对煤炭企业负责人能力和水平的差异缺乏针对性,对煤炭企业可持续发展对管理人才的知识结构需求缺乏系统性,对煤矿企业主要负责人的综合素质的提高缺乏强制性;提出了现行开展的对煤炭企业负责人的培训考核机制应该结合煤矿矿长安全培训、矿长资格培训和煤炭职业经理人培训所提出的综合素质要求,结合地区和企业的煤炭行业的实际和发展需要,实行统筹规划、分段培训、分级考核和发证,以构建符合我国实际的培训考核长效机制;并按照这一设想进行了长期的探索和实践,取得了一些可以借鉴的经验和成果。     

The case for free market environmentalism

Environmental Ethics is the ethics of how we humans are to relate to each other about the environment we live in. The best way to adjust inevitable differences among us in this respect is by private property. Each person takes the best care of what he owns, and ownership entails the free market, which enables people to make mutually advantageous trades with those who might use it even better. Public regulation, by contrast, becomes management in the interests of the regulators, or of special interests, such as lovers of rare species-not the people they're supposed to be serving.

The cost of sexual coercion and heterospecific sexual harassment on the fecundity of a host-specific, seed-eating insect (Neacoryphus bicrucis)

Two species of seed-eating true bugs, Neacoryphus bicrucis (Heteroptera: Lygaeidae) and Margus obscurator (Heteroptera: Coreidae) co-occur on ragwort, Senecio tomentosus, in southern Georgia, USA. Males of both species sometimes engage in chases and protracted grappling with females that flee initial mountings. Sometimes genital coupling occurs while the wriggling female is restrained in the male's grasp. Chases, grappling, and mounting attempts are misdirected toward heterospecific females, heterospecific males, or conspecific males. In a laboratory study, confinement of mated N. bicrucis females with either conspecific or heterospecific males reduced fecundity by approximately one-half relative to mated females confined only with other females. Perhaps as a consequence of this, N. bicrucis females frequently leave areas of high host plant density, where they prefer to oviposit, when males are abundant. The abundance of each species is positively correlated with host plant density but the two species rarely occur together on the same plants. This may be an effect of heterospecific courtship which induces the flight of N. bicrucis more than the flight of M. obscurator. The laboratory results suggest that copulations following chases and grappling represent sexual harassment, not a mechanism of active female choice for a vigorous mate. As sexual harassment imposes high fitness costs that favor abandonment of host plants, it may, when misdirected, incidentally limit habitat use by ecologically similar species. 执行力对执政的中国共产党来说至关重要，关乎其执政地位的巩固。中国目前是党领导一切。要认识到政党政府在宏观调控、微观参与、经济发展配套设施提供方面对经济发展不可或缺的作用，接下来的问题就是如何提升政府执行力，使政党政府通过宏观调控、微观参与行为在经济领域达到更好的效果。本文在分析我党在执行力方面存在的问题的基础上，提出了提高我党执行力的若干建议。

针对中国石化目前存在的HSE执行方面的问题,分析了执行力不强的原因,提出了强化执行力的措施。     

Intersexual food transfer among orangutans: do females test males for coercive tendency?

Tolerated transfer of food among adults is rare among primates, except in humans. Here, we present data on a consistent pattern of tolerated intersexual transfer of food (held in hand, foot, or mouth by the owner) among adult orangutans, in two different natural populations (Pongo abelii and Pongo pygmaeus wurmbii), based on ca. 9,000 h of focal observation per site. Although rare, intersexual food transfers were disproportionately from males to sexually active females and involved food that was equally available to both sexes. There was no evidence for direct trading of food for social favors (mating, grooming, or agonistic support) or for sharing under pressure of harassment. However, females frequently protested with loud screams when males, especially unflanged ones, attempted to take food they possessed, and also when males responded aggressively to their taking attempt. Since associations ended sooner when the female emitted noisy calls, a male who did not allow a female to take food from him risked losing the association. These findings support the hypothesis that by taking food, a sexually active female may test the male's tendency toward violence. Thus, intersexual food taking in orangutans is based on female leverage, resulting in a species-wide female entitlement to male “generosity”. The inhibition of food defense required for this kind of transaction may also form the basis for sharing patterns among species in which nutritional benefits have become important, such as chimpanzees and perhaps human foragers.     

高危岗位矿工心理倦怠对注意执行功能的影响

为探究心智游移在倦怠和注意执行功能间的作用机制,有效减少由负性心理状态引起的不安全行为,降低人因事故发生率。在文献研究的基础上,引入心智游移,采用SART范式和AX-CPT范式,以问卷筛选出的100位国有煤炭企业高危岗位作业人员为研究对象,讨论倦怠、心智游移和个体注意执行功能之间的关系。研究结果表明:高频AX试次会引起惯性反应偏向,被试者需要更多的时间来维持线索字母A和解决无效线索B与有效探针X之间的冲突;高倦怠矿工比低倦怠矿工的注意执行控制功能更易受到高频心智游移的影响;心智游移在倦怠与注意执行功能间起到调节作用。     

基于水电工程的应急执行力构成要素分析

针对水电工程突发事件,充分考虑水电工程的作业环境和建设特点,结合执行力理论,创造性地将危机管理和执行力相耦合,提出了应急执行力的概念,认为应急执行力是指在一定的时间约束和高度的资源约束条件下采取正确的执行方法和手段实现救援目标的能力。同时,还对应急执行力的4个构成要素——心态、工具、流程和角色做了详细的分析,以期为水电工程突发事件的应急处置提供一种新的思路和方向。
