木薯乙醇-汽油混合燃料生命周期排放多目标优化研究   总被引:5,自引:0,他引:5  
建立了木薯乙醇-汽油混合燃料生命周期排放单目标和多目标优化模型.以生命周期CO,NOx,PM,HC,SOx,CO2排放为优化目标,对木薯乙醇-汽油混合燃料生命周期排放进行了单目标及多目标优化,并进行了灵敏度分析.结果表明:多目标优化后木薯乙醇-汽油混合燃料的混合比例为63%.与原始值相比,多目标优化后生命周期CO排放略有升高,NOx升高15%,PM升高19%;生命周期HC、SOx和CO2分别降低8%、50%和21%.  相似文献

To date, many water quality monitoring networks for surface freshwaters have been rather haphazardly designed without a consistent or logical design strategy. Moreover, design practices in recent years indicate a need for cost-effective and logistically adaptable network design approaches. There are many variables that need to be included in a comprehensive yet practical monitoring network: a holistic appraisal of the monitoring objectives, representative sampling locations, suitable sampling frequencies, water quality variable selection, and budgetary and logistical constraints are examples. In order to investigate the factors which affect the development of an effective water quality monitoring network design methodology, a review of past and current approaches is presented.  相似文献

Management by objectives (MBO) is a technique for integrating ecological concerns into national political and administrative structures. Politicians determine environmental objectives and interim targets to be implemented and assessed by civil servants in national, regional, and local contexts. Well-developed organizational communication is a prerequisite for MBO. However, communication-related obstacles can arise when using MBO in public environmental management. We examine communicative aspects of environmental MBO, looking specifically at the implementation, administration, and assessment of Swedish environmental quality objectives. Our argument is illustrated by quotations from individual and focus group interviews. We conclude that communicative problems may arise, because different actors interpret messages from different perspectives, depending on their agendas, prior knowledge and experience, and positions in the administrative system. It is crucial to recognize the dialogical aspects of communication, by involving the receiver of a message in a process of response. In addition, the different timeframes underlying different arguments could contribute to misunderstandings between actors involved in handling environmental issues. In assessing the achievement of environmental objectives, indicators are used as communicative tools. It is important to investigate whether and how these indicators contribute to the de- and recontextualization of environmental objectives.  相似文献

In Sweden, environmental policy is essentially carried out through a system of environmental objectives adopted by Parliament in the late 1990s. This system contains principles, objectives, interim targets, strategies, and follow-up mechanisms, which together provide a solid ground for increased efficiency and improved prioritization in environmental policies. Despite the ambitious approach of the Swedish Parliament, the system of environmental objectives suffers from certain shortcomings. Some of the objectives are imprecise and difficult to evaluate, and there are no rules or principles that may be used to solve goal conflicts and to prioritize between different objectives. As a consequence, the environmental objectives tend to differ in their degrees of operationalizability, and the priority-setting between different objectives is often unclear.*Rskr. denotes a written communication (from the Swedish Parliament to the Swedish Government) of a Parliamentary decision. Nahanni National Park Reserve is located at southwestern NWT-Yukon border. One of the first UNESCO World Heritage sites, Nahanni lies within Taiga Cordillera and Taiga Shield Ecozones. Base and precious metal mining occurred upstream of Nahanni prior to park establishment. Nahanni waters, sediments, fish, and caribou have naturally elevated metals levels. Baseline water, sediment and fish tissue quality data were collected and analyzed throughout Nahanni during 1988–91 and 1992–97. These two programs characterized how aquatic quality variables are naturally varying in space and time, affected by geology, stream flow, seasonality, and extreme meteorological and geological events. Possible anthropogenic causes of aquatic quality change were examined. Measured values were compared to existing Guidelines and site-specific objectives were established.  相似文献

文章指出了污染物总量控制规划中公平合理分摊优化治理投资费用的重要性,分析了现有的优化治理投资费用分摊方法存在的问题,建立了公平合理分摊优化治理投资费用的多目标规划模型,提出用最短距离理想点法加以求解,并通过实例验证了该方法的合理性。结果表明该模型及解法既可以保证总量控制规划方案的社会整体效益最大,又不失公平,从而确保总量控制规划方案的顺利实施。  相似文献

ABSTRACT. This research examines the impact of high rates of interest upon the least cost system design for urban drainage systems when water quality is a critical parameter. Results of examination of twelve alternative system designs in a case study watershed indicate the least cost study design is highly sensitive to the rate of interest, but not sensitive to the water quality parameters. When the high rates of interest currently prevalent are introduced into the model those systems which contain open channel collection components are selected as the least cost system. At low rates of interest pipeline collection components are selected as the least cost system. Holding pond components of system design are cost effective at several levels of water quality. They are neutral to the rate of interest so they are incorporated in least cost systems at all the levels of interest rates. The results of the study indicate that at the current high rates of interest open channel collection systems and holding ponds are cost effective system components to achieve selected levels of water quality in urban drainage system design.  相似文献

ABSTRACT: The Water Resources Council's Principles and Standards stipulate that plans should be formulated to meet national, regional, state, and local needs or problems. It is not clear, however, how appropriate consideration can be given to both national objectives (NED and EQ) and local needs and problems. Two methods of incorporating national objectives and local problem solving into water resources planning are examined. They are plan formulation primarily in pursuit of national objectives, and plan formulation to solve local problems, but constrained by national objectives. The first of these methods is the approach which is becoming increasingly explicit in the development and elaboration of the Water Resources Council's Principles and Standards. The analysis indicates that the Water Resources Council's approach is neither the most practical nor the most desirable of the two methods examined. It creates unnecessary difficulties and fails to achieve its purpose. Plan formulation to solve local problems, but constrained by national objectives not only describes what field planners actually do, but is also more practial and more desirable.  相似文献
