Multi-criteria decision-making techniques have become increasingly widespread in strategic environmental decision making. In Australia, these techniques are used to integrate both conservation and development aspects of natural resource use. MCDM can also evaluate the effects of uncertainties at each stage of the decision-making process and examine the sensitivity of results to the inputs. This paper reviews the potential uncertainties in environmental management decision-making procedures and explores how uncertainty analysis in the framework of MCDM can address some of these uncertainties. It then examines the application of MCDM in 16 Australian case studies to determine how uncertainty has been addressed in practice. Results demonstrate that appropriate use of MCDM can address uncertainties associated with decision-makers’ preferences and from using different techniques (epistemic uncertainty). Results also highlighted the need for incorporating visualising techniques, such as GIS and simulation algorithms (e.g. Monte Carlo simulations), to examine the effects of uncertainty on the spatial pattern of the outcomes. This approach also presents promising ways to gain an understanding of the effects of some dimensions of stochastic uncertainty, and assists in increasing the transparency of the decision-making process. 相似文献

Given many potential obstacles, what types of strategic plans and measures for climate protection and/or energy sustainability are more likely than others to be adopted by cities? What are the key internal and external obstacles to adopting and implementing these plans and measures? Based on data obtained from a survey conducted from 2010 to 2011 and other sources, this paper develops a framework derived from political contracting theory and strategic orientation literature to examine how public management obstacles, socio-economic factors, and political factors influence a city's likelihood of having strategic energy sustainability plans and measures in place. Moreover, this paper finds that many California cities remain reluctant to require residents and businesses to comply with more challenging sustainability measures, such as smart-growth land-use practices, and that those cities with a strategic energy sustainability plan already in place tend to be more willing to adopt smart-growth land-use measures. 相似文献

结合黄河中上游能源化工区重点产业发展战略生态风险宏观性、综合性、复杂性的特点,论文以生态风险景观评价方法及3S技术等为研究手段,综合考虑重点产业发展战略人为风险源及自然风险源,以生态风险受体和终点选择、风险源分析、暴露危害分析、生态风险综合评价及生态风险分区为评价步骤,揭示了重点产业发展战略潜在生态风险空间分异特征。研究结果表明:黄河中上游重点产业战略实施区可划分为三类生态风险监控区,生态风险重点监控区自然风险源分布集中,重点产业人为风险源和自然风险源交织在一起,极易发生生态风险放大效应,生态风险次重点监控区自然生态风险源分布较单一,局部重点产业人为风险源强度增强,将增加区域生态风险水平,生态风险监控区自然生态风险源分布范围较小,潜在生态风险水平相对较低。论文探索了战略环评生态风险评价方法和评价思路,为国内重点产业发展战略生态风险评价提供了借鉴。 相似文献

以基本能浓缩中国化工概貌的江苏省沿江、沿河、沿湖、沿海化工企业为背景,依据其形成和发展及基本概况,结合重大化工事故灾难,以安全与环境相耦合,对"四沿"化工安全进行了战略性思考,试图勾画临水化工本质安全的模型,提出在"四沿"地区构建化工本质安全化科技支撑体系的宏观构架,即建设"江苏省四沿区域化工本质安全和化工事故防范及应急系统"的思路、探索与实践。还提出了立法深化研究和技术标准制定、严格区域规划设计与建设的监督、强化监管执法力度等急需关注的问题。以江苏省"四沿"区域的化工安全为背景所提出的思路与对策,应该对整个华东地区乃至全国临水性化工企业安全具有重要的现实和借鉴意义,对我国高危行业的安全生产和环境保护有重大的示范效应。 相似文献

Some argue that a collective vision for the future of the Laurentian Great Lakes is embodied in the␣Great Lakes Water Quality Agreement (GLWQA). The GLWQA is a binational agreement, first signed in 1972 by Prime Minister Pierre Trudeau and President Richard Nixon, wherein the two countries (the Parties) commit to “restore and maintain the chemical, physical and biological integrity of the waters of the Great Lakes Basin Ecosystem.” Article X of the Agreement states that the Parties shall conduct a comprehensive review of the operation and effectiveness of this Agreement following every third biennial report of the [International Joint] Commission (IJC). The IJC’s 12th Biennial Report, released in 2004, triggered this important science, program, and policy review which commenced May 2006. This essay makes the case for a rigorous review, that explores deliberately the future scope of the Agreement to protect the world’s largest surface freshwater resource, and calls for innovation in the governance regime of this binational ecosystem. 相似文献

Emphasizing the economic and environmental benefits of conservation is business-as-usual for environmental organizations seeking to influence conservation behavior, but these message frames are rarely tested. We embedded a large message framing experiment into the recruitment for a conservation agriculture program targeting farmland owners in the Mississippi River Basin. We found that framed messages do not increase enrollment in the agricultural program—the desired conservation behavior—compared to an informational message (control) and may decrease enrollment among farmland owners not already using conservation practices (i.e., cover crops). 相似文献
