This study investigates predictors of local participation in recovery projects and programmes following Hurricane Katrina in the United States in 2005 and the earthquake in Haiti in 2010. Using two sets of survey data, it examines whether disaster impacts and social capital (social trust and civic engagement) are associated with disaster recovery participation and compares predictors of such engagement in the two locations. Multivariate logistic regression results reveal that physical injuries, limited community mobility, and government trust increase recovery participation in Haiti (n=278), whereas emotional distress and homeownership decrease it. On the Gulf Coast of the US (n=259), physical injuries and higher civic engagement augment recovery participation, while homeownership and age reduce it. The confounding factors of national contexts and post‐disaster time frames might explain the differences in the results. The discussion addresses the relation between country‐specific vulnerability and recovery participation and suggests implications for policy and practice to improve local citizens’ capabilities to participate in sustainable recovery processes.  相似文献

Post-disaster recovery requires co-production; that is, the inputs of citizens are essential for successful community recovery to occur. Citizens contribute to post-disaster recovery by volunteering, taking on consultative and decision-making roles within their communities, and directly participating in post-disaster reconstruction efforts. Without meaning ful contributions from citizens—the intended beneficiaries—unilateral efforts by public officials and authorities will inevitably fail. This study shows that social entrepreneurs can thus play a critical role in spurring post-disaster recovery by facilitating co-production. It focuses on the role of social entrepreneurs after disasters and centres on one rural village, Giranchaur Namuna Basti in the Sindhupalchowk District of Nepal. Specifically, the study uses the case of the Dhurmus Suntali Foundation's Namuna village project in Giranchaur following the 7.8-magnitude earthquake that struck on 25 April 2015 to examine the pivotal role that social entrepreneurs assume in promoting voluntary activities, community engagement, and participation in post-disaster recovery efforts.  相似文献

Species interactions matter to conservation. Setting an ambitious recovery target for a species requires considering the size, density, and demographic structure of its populations such that they fulfill the interactions, roles, and functions of the species in the ecosystems in which they are embedded. A recently proposed framework for an International Union for Conservation of Nature Green List of Species formalizes this requirement by defining a fully recovered species in terms of representation, viability, and functionality. Defining and quantifying ecological function from the viewpoint of species recovery is challenging in concept and application, but also an opportunity to insert ecological theory into conservation practice. We propose 2 complementary approaches to assessing a species’ ecological functions: confirmation (listing interactions of the species, identifying ecological processes and other species involved in these interactions, and quantifying the extent to which the species contributes to the identified ecological process) and elimination (inferring functionality by ruling out symptoms of reduced functionality, analogous to the red-list approach that focuses on symptoms of reduced viability). Despite the challenges, incorporation of functionality into species recovery planning is possible in most cases and it is essential to a conservation vision that goes beyond preventing extinctions and aims to restore a species to levels beyond what is required for its viability. This vision focuses on conservation and recovery at the species level and sees species as embedded in ecosystems, influencing and being influenced by the processes in those ecosystems. Thus, it connects and integrates conservation at the species and ecosystem levels.  相似文献

为探索隧道与横通道交叉角对火灾烟气蔓延的影响机制,采用FDS数值模拟,研究横通道与隧道不同交叉角情况下火灾烟气温度、浓度、烟气层高度等的变化规律,建立开启火源下风向横通道时隧道内烟气最高温度修正公式,提出烟气纵向蔓延恢复长度的概念,并探讨其影响规律。 结果表明:隧道和横通道交叉角越小,隧道内同一位置烟气层高度越高,当交叉角由90°降低到30°时,烟气层高度最大增加32%;烟气纵向蔓延恢复长度与交叉角及通风速率呈正相关,而与火源功率几乎无关。研究结果对隧道通风排烟系统设计及相关标准的制定具有参考意义。  相似文献

The construction of California's large waterworks was inextricably entangled with a discourse of progress through technoscientific control over unruly rivers. In recent years, a turn towards decentralised governance and diversified infrastructure has produced alternate discourses of human–ecological collaboration and water as a commons. I investigate how water is understood by residents along Salmon Creek (Sonoma Co., CA) engaged in efforts to increase streamflow and restore salmon runs. Drawing on Barad's theory of agential realism, I find that living with springs and rainwater harvesting cisterns enacts intra-actions that increase residents' sense of interdependence with other human and nonhuman watershed residents. I argue that commons frameworks represent a coherent alternative to state and market frameworks of water governance.  相似文献

从皮革铬鞣、复鞣污泥等处分离、纯化出4株菌株TP、XB、MY和TQ,采用海藻酸钠悬滴法并添加膨润土制成微生物固定化吸附剂,研究该吸附剂对低质量浓度Cr3+的吸附特性。结果表明,4种固定化颗粒对低质量浓度Cr3+有较好的吸附作用。实验室条件下,当吸附温度为30℃时,6 h后固定化吸附剂进入缓慢吸附和平衡吸附阶段。吸附等温曲线拟合研究表明,不同温度下吸附剂适合不同的等温模型。4种微生物吸附剂均与Lagrange拟二级动力学模型拟合最佳,且吸附量从高到低为TQ、TP、XB、MY。颗粒内扩散模型研究表明,20℃下XB和MY对Cr3+的吸附分为快速吸附和缓慢吸附阶段;30℃和40℃下固定化颗粒均呈现表面吸附—缓慢吸附—平衡吸附过程。热力学研究表明,吸附反应均属于自发进行的吸热过程,并且均是化学吸附。  相似文献

The Paired Assistance to Disaster Affected Areas (PADAA) programme is a mutual aid initiative with Chinese characteristics, which speeded up the process of restoring and reconstructing regions affected by the Wenchuan earthquake on 12 May 2008. 1 The PADAA is an efficient instrument for catastrophe recovery, yet it remains a mysterious mechanism to many members of disaster management communities. This paper aims to lift the veil on it by assessing its origins and evolution. It draws on the multi‐level moderated competition model to explain how the PADAA functions within the Chinese administrative system. The country's top‐down political system allows the central authority to mandate provincial and local governments from more economically developed regions to assist devastated areas with post‐disaster reconstruction. The practices of local accountability complement vertical control by giving leaders from donor regions strong incentives to accomplish assigned reconstruction tasks, resulting in intense competition between them.  相似文献

Selenium (Se) is an essential trace nutrient for mammals; however, the range between deficit and toxic levels is narrow. In this study, the potential sorption of selenite onto pyrite particles from an aqueous solution was investigated. An intraparticle diffusion model was used to describe kinetic data of sorption, yielding diffusivity values of 5 × 10?7 cm2/s. The Langmuir isotherm equation could be used to describe the experimental data. The fitting results indicated that b and {Se(IV)}max have values of 0.37 L/mg and 3.49 mg/g, respectively. The sorption of selenite onto the surface of pyrite particles was dependent on a pH range of 2–12, and the quantity of sorption onto pyrite was negatively correlated with pH; that is, the amount of sorption onto pyrite increased with a decrease in pH. In addition, organic matter did not exert a significant effect on removal of selenite. With a reaction time greater than 1 week, sorption of selenite onto pyrite particles was found to partially reduce the amount of elemental Se.  相似文献

采用包头钢铁集团炼铁厂的高炉渣为吸附剂(粒径0.154 nm)对Cd2+进行吸附,运用SEM技术对吸附剂进行了表征,研究了初始Cd2+质量浓度、吸附剂加入量、吸附时间、吸附温度和废水pH对Cd2+去除率的影响,并探讨了吸附机理。表征结果显示:高炉渣吸附剂具有疏松多孔的特点,表面十分粗糙,比表面积较大。实验结果表明:当吸附温度为室温(28℃)、废水pH为7、初始Cd2+质量浓度为10 mg/L、吸附剂加入量为8 g/L、吸附时间为60 min时,Cd2+去除率达到98.55%;高炉渣对Cd2+的吸附符合拟二级动力学方程和Langmuir等温吸附模型,且吸附反应易发生。  相似文献
