Abstract:  Introduction of artificial light into wildlife habitat represents a rapidly expanding form of human encroachment, particularly in coastal systems. Light pollution alters the behavior of sea turtles during nesting; therefore, long-wavelength lights—low-pressure sodium vapor and bug lights—that minimize impacts on turtles are required for beach lighting in Florida (U.S.A.). We investigated the effects of these two kinds of lights on the foraging behavior of Santa Rosa beach mice (  Peromyscus polionotus leucocephalus ). We compared patch use and giving-up densities of mice for experimental food patches established along a gradient of artificial light in the field. Mice exploited fewer food patches near both types of artificial light than in areas with little light and harvested fewer seeds within patches near bug lights. Our results show that artificial light affects the behavior of terrestrial species in coastal areas and that light pollution deserves greater consideration in conservation planning.  相似文献

/ Why are some environmental risks distributed disproportionately in the neighborhoods of the minorities and the poor? A hypothesis was proposed in a recent study that market dynamics contributed to the current environmental inequity. That is, locally unwanted land uses (LULUs) make the host communities home to more poor people and people of color. This hypothesis was allegedly supported by a Houston case study, whereby its author analyzed the postsiting changes of the socioeconomic characteristics of the neighborhoods surrounding solid waste facilities. I argue that such an analysis of postsiting changes alone is insufficient to test the causation hypothesis. Instead, I propose a conceptual framework for analysis of environmental equity dynamics and causation. I suggest that the presiting neighborhood dynamics and the characteristics of control neighborhoods be analyzed as the first test for the causation hypothesis. Furthermore, I present theories of neighborhood change and then examine alternative hypotheses that these theories offer for explaining neighborhood changes and for the roles of LULUs in neighborhood changes. These alternative hypotheses should be examined when analyzing the relationship between LULUs and neighborhood changes in a metropolitan area. Using this framework of analysis, I revisited the Houston case. First, I found no evidence that provided support for the hypothesis that the presence of LULUs made the neighborhoods home to more blacks and poor people, contrary to the conclusion made by the previous study. Abstract:  Population monitoring is central to most demographic studies and conservation efforts, but it may not always be directed at the most appropriate life stage. We used stochastic simulation modeling to evaluate the effectiveness of a monitoring program for a well-studied population of Eastern Imperial Eagles ( Aquila heliaca ) in Kazakhstan. Specifically, we asked whether the most appropriate data were being collected to understand system state and population dynamics. Our models were parameterized with data collected over the course of 25 years of study of this population. We used the models to conduct simulation experiments to evaluate relationships between monitored or potentially monitored parameters and the demographic variables of interest—population size ( N ) and population growth (λ). Static analyses showed that traditional territory-based monitoring was a poor indicator of eagle population size and growth and that monitoring survivorship would provide more information about these parameters. Nevertheless, these same traditionally monitored territory-based parameters had greater power to detect long-term changes in population size than did survivorship or population structure. Regardless of the taxa considered, threats can have immediate impacts on population size and growth or longer-term impacts on population dynamics. Prudently designed monitoring programs for any species will detect the demographic effects of both types of threats.  相似文献

The California Environmental Quality Act (CEQA) has evolved from a mini-NEPA, first enacted in 1970, into a procedural act that affects the approval process of all large developments in California. In 1990, California local governments produced over 1600 environmental impact reports and 30,000 initial studies under CEQA. Because of its widespread use, CEQA has periodically drawn the attention of the state legislature, most recently in 1993, when over 60 CEQA reform bills were introduced. This paper describes the CEQA process and evaluates its success at meeting its explicit and implicit goals. The research includes a statewide survey of CEQA practice, sent to the planning departments of all 513 local governments in California in 1991. Survey respondents agreed that CEQA helps in evaluating environmental impacts, reducing impacts, informing the public, and coordinating public agency review. It is effective in reducing the environmental impacts of individual projects, but is not as effective in improving environmental quality on an areawide scale. This research concludes that CEQA has led to positive outcomes and is not as deeply flawed as many of its critics claim. Still, CEQA as currently designed may not be the optimal vehicle for ensuring environmental quality.  相似文献

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. / The paper investigates how the Canadian nonferrous sector is tackling the challenge of sustainable development. Although there is no consensus as to what sustainable development means in practice for management in the sector, at least three dimensions must be taken into account: (1) metals are recyclable, the availability of this resource is not a concern for the foreseeable future; (2) the need to minimize environmental impacts of metals exploration, extraction, transformation, consumption, and recycling; and (3) production activities should not be socially or culturally disruptive. The nonferrous mining industry faces several environmental problems. Some of the most significant are acid mine drainage, sulfur emissions, recycling, and metals toxicity. The industry has developed a number of responses to address these specific concerns as well as other more general challenges. Six strategies are described and analyzed: (1) research and development, (2) an effort of consensus building among stakeholders known as the Whitehorse Mining Initiative, (3) international networking, (4) active involvement in the development of environmental management standards, (5) management reorganization and (6) voluntary agreements. The importance of external factors in the shaping of corporate environmental management practices is discussed, in particular the role of government. Progress has been achieved in three areas: (1) managerial practices and organization, (2) reducing the impacts of ongoing operations and (3) minimizing future liabilities, but two significant fields of conflict remain, namely mining in wilderness areas and projects on aboriginal lands.KEY WORDS: Canada; Environmental management; Minerals industry; Nonferrous metals; Sustainable development; Whitehorse Mining Initiative  相似文献

In this paper, three sensitivity studies are designed to analyze the effect of the NMHC (Non-Methane HydroCarbon) composition, the aerosol back-scattering and the high chimney NOx emission to the photochemical prodution of ozone by using a one-dimensional photochemistry-diffusion model under a favourable meteorological condition. Measurements of the NMHC composition in Taipei indicated that the percentage of iso-butene, cis-2-butene, trans-2-butene and benzene in a unit volume was much higher than of those observed in other major cities. the high ratio of benzene was directly linked to its high percentage in gasoline. As to the unusually high amount of iso-butene, cis-2-butene and trans-2-butene, more researches are needed to identify their source. Concerns are raised as to how productive is NMHC composition is to the photochemical production of the surface ozone. A rough estimate shows that the total reactivity of the Taipei NMHC composition is about 1.21 × 10-9 cm3 s-1 which is 1.6 times that of the Los Angeles (LA) NMHC composition, while the simulated noon peak will be different by 28 ppbv, i.e. 18% more than that simulated with a LA composition.

Meanwhile, high aerosol loading is a serious problem in Taipei. the attenuation of the UV radiation by aerosols cannot be ignored. A numerical simulation shows that the noon ozone level will decrease from 178 to 141ppbv, i. e. about 21% reduction, with deterioration of the visual range from 85 to 5 km.

In the southern Taiwan, industry parks are mixed with the populated Kaohsiung city, hence the large emission of NOx from high chimneys cannot be ignored. in this study, NOx is assumed to be emitted in the layer between 235-460 m high with an emission rate of 0.05 or 0.145 ppbv/sec. the results show that the NOx emitted from the elevated stack lead to a considerable reduction of surface ozone. Such conclusion is obtained due to the fact that a one-dimensional model is used in this paper. Whereas, if a three-dimensional regional model was used, then a higher productivity of ozone downstream would be simulated.  相似文献
