Dynamics and Causation of Environmental Equity, Locally Unwanted Land Uses, and Neighborhood Changes

/ Why are some environmental risks distributed disproportionately in the neighborhoods of the minorities and the poor? A hypothesis was proposed in a recent study that market dynamics contributed to the current environmental inequity. That is, locally unwanted land uses (LULUs) make the host communities home to more poor people and people of color. This hypothesis was allegedly supported by a Houston case study, whereby its author analyzed the postsiting changes of the socioeconomic characteristics of the neighborhoods surrounding solid waste facilities. I argue that such an analysis of postsiting changes alone is insufficient to test the causation hypothesis. Instead, I propose a conceptual framework for analysis of environmental equity dynamics and causation. I suggest that the presiting neighborhood dynamics and the characteristics of control neighborhoods be analyzed as the first test for the causation hypothesis. Furthermore, I present theories of neighborhood change and then examine alternative hypotheses that these theories offer for explaining neighborhood changes and for the roles of LULUs in neighborhood changes. These alternative hypotheses should be examined when analyzing the relationship between LULUs and neighborhood changes in a metropolitan area. Using this framework of analysis, I revisited the Houston case. First, I found no evidence that provided support for the hypothesis that the presence of LULUs made the neighborhoods home to more blacks and poor people, contrary to the conclusion made by the previous study. The California Environmental Quality Act (CEQA) has evolved from a mini-NEPA, first enacted in 1970, into a procedural act
that affects the approval process of all large developments in California. In 1990, California local governments produced
over 1600 environmental impact reports and 30,000 initial studies under CEQA. Because of its widespread use, CEQA has periodically
drawn the attention of the state legislature, most recently in 1993, when over 60 CEQA reform bills were introduced. This
paper describes the CEQA process and evaluates its success at meeting its explicit and implicit goals. The research includes
a statewide survey of CEQA practice, sent to the planning departments of all 513 local governments in California in 1991.
Survey respondents agreed that CEQA helps in evaluating environmental impacts, reducing impacts, informing the public, and
coordinating public agency review. It is effective in reducing the environmental impacts of individual projects, but is not
as effective in improving environmental quality on an areawide scale. This research concludes that CEQA has led to positive
outcomes and is not as deeply flawed as many of its critics claim. Still, CEQA as currently designed may not be the optimal

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. Industry Response to the Challenge of Sustainability: The Case of the Canadian Nonferrous Mining Sector 总被引:3,自引:0,他引:3

/ The paper investigates how the Canadian nonferrous sector is tackling the challenge of sustainable development. Although there is no consensus as to what sustainable development means in practice for management in the sector, at least three dimensions must be taken into account: (1) metals are recyclable, the availability of this resource is not a concern for the foreseeable future; (2) the need to minimize environmental impacts of metals exploration, extraction, transformation, consumption, and recycling; and (3) production activities should not be socially or culturally disruptive. The nonferrous mining industry faces several environmental problems. Some of the most significant are acid mine drainage, sulfur emissions, recycling, and metals toxicity. The industry has developed a number of responses to address these specific concerns as well as other more general challenges. Six strategies are described and analyzed: (1) research and development, (2) an effort of consensus building among stakeholders known as the Whitehorse Mining Initiative, (3) international networking, (4) active involvement in the development of environmental management standards, (5) management reorganization and (6) voluntary agreements. The importance of external factors in the shaping of corporate environmental management practices is discussed, in particular the role of government. / This study examines similarities and differences between organic and conventional farmers. We explore the factors that underlie farmers' conservation attitudes and behaviors, including demographic and farm characteristics, awareness of and concern for environmental problems associated with agriculture, economic orientation toward farming, and self-reported conservation practices. A series of intensive personal interviews was conducted with 25 farmers in Washtenaw County, Michigan, USA, using both qualitative and quantitative survey methods. The findings indicate that both groups of farmers share a concern for the economic risks associated with farming, although the organic farmers reported a significantly greater concern for long-term sustainability and a greater willingness to incur present risk to gain future benefits. Organic farmers expressed a greater awareness of and concern for environmental problems associated with agriculture. Organic farmers also scored significantly higher on a multifaceted measure of conservation practices, although both groups had a fairly high adoption rate. The concentration of a large spectrum of environmental contaminants (PCBs, PAHs, pesticides and metals) was assessed in surface sediments of two Ligurian harbours (Sanremo and Alassio, NW Mediterranean Sea, Italy) and their relative impact on micro-meiobenthic assemblages was analysed. Concentration, distribution and relative importance of the different contaminants varied considerably between harbours in relation to the different anthropic activities and contamination sources. Results from Principal Component Analysis indicated that high levels of contaminants were typically correlated with low micro-meiobenthic abundance in the sediment. Heavy metals and the organic enrichment were the main factors affecting the distribution and abundance of the bacterial and meiofaunal assemblages in Alassio harbour, whereas hydrocarbons and pesticides played a major role in Sanremo sediments. Neither the bacteria density nor the meiofauna abundance were dependent on sediment grain size, suggesting that micro-meiobenthic parameters may be under the influence of other variables. Our results suggest that high concentrations of contaminants independently from their source or typology are responsible for the impact observed on micro-meiobenthic assemblages in these harbours. 相似文献

/ A number of strategies for the control of vehicular emissions are being considered by the Philippine government to address Metropolitan Manila's air quality problem. An analytical tool is needed for optimizing criteria pollutant reductions given the budgetary constraints. The simplest approach is to take costs and pollutant removals to be linear with each strategy's scale of activity, and this is readily solved as a linear programming problem. Another approach is to use a dynamic system of weights which shift with progressive improvements in pollutant emissions. The two approaches yield somewhat different results, suggesting the sensitivity of the solution to the assumed weights. The study also illustrates the importance of a sound methodology for evaluating priorities given to different air quality goals. One such methodology may involve a polling of expert panels and the public to gain insight into the relative importance given to competing emissions reduction goals. An informal polling of resource agency staff was conducted and discussed in this paper. This paper examines the effectiveness of EIA procedures in India in terms of the follow-up process. It provides an insight into the legal framework, roles and responsibilities of various stakeholders and the focus of Terms of Reference (TOR) provided for the follow-up. A ‘practice analysis’ was carried out to assess actual enforcement and implementation of environmental stipulations, based on information derived from the official records of regulatory authorities for the industrial estate of Haldia. The analysis was further substantiated through discussions with various stakeholders and personal observations. Several inadequacies were observed during the implementation of the process, in terms of ambiguous conditions, ineffective measures to ensure compliance, vested interests of industrial units, lack of co-ordination and inadequate resources available with implementing agencies. In order to ascertain effective follow-up practice, integrated efforts, i.e. focused and elaborated Terms of Reference (TOR), better monitoring support, extended legal powers, co-ordination among regulators for timely action, self-regulation among proponents and the involvement of local people, are essential. 相似文献
