基于2007~2017年长江经济带11个省市的面板数据,利用中介效应模型探究全过程治理视域下政府主导型和市场激励型2类环境规制的减排机制.研究发现,政府主导型环境规制和市场激励型环境规制对SO2排放均具有显著的抑制作用,其影响系数分别为-0.154和-0.209.其中政府主导型环境规制在源头防控、过程控制和末端治理的全过程都起到显著的减排效应,而市场激励型环境规制只通过末端治理实现减排.因此,尽管市场激励型环境规制具有低成本、高效率的优点,但考虑到源头防控和过程控制在生态环境保护中发挥的根本性作用,对于经济结构和经济发展方式较为落后的地区和行业,仍要重视以政府为主导的环境规制,通过因地制宜、合理科学地运用环境规制工具以实现高效的全过程污染治理.  相似文献

Vulnerability assessments are a cornerstone of contemporary disaster research. This paper shows how research procedures and the presentation of results of vulnerability assessments are politically filtered. Using data from a study of tsunami risk assessment in Portugal, the paper demonstrates that approaches, measurement instruments, and research procedures for evaluating vulnerability are influenced by institutional preferences, lines of communication, or lack thereof, between stakeholder groups, and available technical expertise. The institutional setting and the pattern of stakeholder interactions form a filter, resulting in a particular conceptualisation of vulnerability, affecting its operationalisation via existing methods and technologies and its institutional embedding. The Portuguese case reveals a conceptualisation that is aligned with perceptions prevalent in national government bureaucracies and the exclusion of local stakeholders owing to selected methodologies and assessment procedures. The decisions taken by actors involved in these areas affect how vulnerability is assessed, and ultimately which vulnerability reduction policies will be recommended in the appraisal.  相似文献

The siting of facilities with undesirable environmental characteristics often leads to public conflict. Efforts to resolve the conflict and make siting decisions frequently exacerbate the problem. Environmental mediation, the process of negotiating an agreeable settlement, is an accepted approach to resolving conflict. This paper explores the use of incentive systems as a means of achieving equity in environmental mediation. Obnoxious and noxious characteristics of facilities are discussed as the basis of conflicts. Four types of incentives—mitigation, compensation, reward, and participation—are discussed. The paper concludes with a discussion of the utility and application of incentives for solving environmental conflicts.  相似文献

In this study, I describe the relationship between the Florida Aquarium's representation of a coral reef and the live reef that served as the model for the representation. I specifically illustrate how naming practices complicate the aquarium's stated purpose of environmental education. I conclude by suggesting ways the aquarium and other pro-environmental facilities can better manage environmental representation.  相似文献

Radioactive and chemical risks coexist in NORM industries although they are usually addressed separately by regulations. The European Union (EU) has developed extensive legislation concerning both matters, which has been diversely reflected in national policies. We consider the case of the Spanish phosphate industry and analyse to which extent regulatory mandates have reduced the historical and ongoing radiological impact on the environment of phosphate facilities. Although no specific radiological constraints on effluent monitoring and release or on waste disposal have yet been imposed on NORM industries in Spain, other environmental regulations have achieved a substantial reduction on the phosphate industry impact. Nevertheless, a more efficient control could be established by eliminating the current conceptual and practical separation of chemical and radioactive risks in NORM industries. We highlight research needs to accomplish so and propose shorter-term measures that require active cooperation among the regulatory bodies involved.  相似文献

Addressing the root causes of (un)sustainability entails fundamentally changing our ways of living. This requires going beyond technology and behaviour-oriented approaches common under the umbrella of sustainable development (SD). More fundamental change is required to increase the possibility of realizing ecological and psychological well-being. Here, such change is conceptualized as ‘characterological change’. Next to SD another domain is introduced: characterological development (CD). The potential role of design-interventions in CD is explored in this article. Two studies were conducted, a literature study and experts interviews, covering the fields of Design for Sustainable Behaviour, Persuasive Technology, Practice-Oriented Design and Philosophy of Technology. The literature study shows that current research and interventions predominantly fall within the domain of SD, leaving character and related notions largely unaddressed. The expert interviews (n = 10) show a consensus that (design) research concerning the relation between technological artefacts and human character would be valuable. Research challenges and opportunities for design towards ‘living the good life within ecological means’ are discussed.  相似文献

以典型常减压装置中工艺管线无组织逸散VOCs为切入点,选取不同地域的多套常减压装置,参照美国EPA包袋法采样标准,并按照HJ 644-2013标准将气态样品转移到组合三吸附管内,利用气相色谱-质谱仪进行分析检测.结果表明,常减压装置无组织排放的VOCs共含116种物质,以烷烃类、烯烃类和醛酮类物质占主导,其中烷烃类物质占总排放的65%以上.在此基础上,对检出物质占比量进行量化分析,明确了常减压装置VOCs无组织排放因子以2-甲基丁烷、丁烯和苯等物质为主,并检出了微量的萘.相关结论可为炼化企业构建VOCs排放清单提供有力支撑,对于后续精细化管理炼化行业的VOCs排放具有指导意义.  相似文献

Recent research has established a positive relationship between humor in leadership and organizational behavior variables. However, neither the mechanisms nor the boundary conditions of the positive effects of humor in leadership are completely understood. In this study, we contribute to these questions by investigating the relationship between humor in leadership and follower commitment and burnout in more detail. We propose that these relationships unfold via a relational process and specified this relational process in terms of leader–member exchange. Moreover, we assume that these relationships depend on followers' personal need for structure. We tested the hypothesized moderated‐mediation model in a two‐wave survey study with 142 employees. Our results support the proposed model. We found the predicted indirect effect of humor on commitment and disengagement to be stronger for followers low in need for structure. However, we did not find the proposed effects for emotional exhaustion. We discuss implications for leadership theory, humor theory, and for leadership training and practice.
