Water governance has emerged as perhaps the most important topic of the international water community in the 21st century, and achieving “good” water governance is now a focus of both policy discourse and innumerable development projects. Somewhat surprisingly in light of this attention, there is widespread confusion about the meaning of the term “water governance”. This paper reviews the history of the term's use and misuse to reveal how the concept is frequently inflated to include issues that go well beyond governance. Further, it highlights how calls to improve water governance often espouse predetermined goals that should instead be the very function of water governance to define. To help overcome this confusion, the paper suggests a more refined definition of water governance and related qualities of good water governance that are consistent with broader notions of the concepts. In light of the substantial resources allocated in its name, this paper's findings show there is significant potential to strengthen efforts at improving water governance. 相似文献

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. Wetlands protection has become a topic of increased public attention and support, and regulation of wetlands loss under Section 404 of the Clean Water Act has received high priority within the US Environmental Protection Agency (EPA). Despite this, the nation is continuing to experience serious wetlands losses. This situation reflects the contentious nature of wetlands protection; it involves fundamental conflicts between environmental and development interests. Better information is needed to support regulatory decision making, including information on cumulative impacts. Currently, consideration of cumulative impacts, although required by various federal regulations, is limited. One reason is that most regulatory decisions are made on a permit-specific, site-specific basis, whereas cumulative impacts must be assessed on a broader, regional scale. In addition, scientific information and methods necessary to support cumulative impact assessment have been lacking. An anticipatory, planning-oriented framework to complement the existing site-specific permit review program is needed to support more effective consideration of cumulative impacts; such an effort is beginning to emerge. In addition, EPA is supporting research to provide better information on cumulative effects. It is recommended that the EPA program place initial emphasis on synthesis and analysis of existing information, on maximizing its use in decision making, and on information transfer. Water samples were collected in the Northeast Atlantic Ocean (33-37° N and 11-16° W) in May 1983, and vertical profiles of chemical and physical parameters allowed us to identify the different water masses. A significant difference in salinity and its maximum can be found at different places and depths, as a consequence of the spreading of the Mediterranean Water (MW) from the Strait of Gibraltar. The apparent oxygen utilization shows a correlation with nutrients in North Atlantic Central Water. The relative percentages of water masses were assessed in order to examine the depth of maximum influence of MW as a function of latitude and to apply this knowledge to the black scabbard fish long-line strategy. The long-line fishing depth location was adapted to the specific MW distribution of the different banks with improvements in the mean catch efficiency. The thickness of the MW prevalence layer has a pronounced decrease to the south. MW influence clearly sinks and decrease to south-west. The highest percentage of the MW was found in the Gorringe Bank area and the lowest in the Madeira area. 相似文献

Impacts of sediments and heavy metals on the biota of streams in the copper-mining district of southwestern Montana were examined by comparing aquatic communities of impacted streams with those of control streams. Control streams were chosen through the use of a technique that identifies similar streams based on similarities in their watershed characteristics. Significant differences between impacted and control sites existed for surface substrate, riparian vegetation, and the number of macroinvertebrate taxa. These results revealed that: (a) chemical and physical habitats at the impacted sites were disrupted, (b) the presence of trout was an inadequate measure of ecological integrity for these sites, and (c) watershed classification based on a combination of mapped terrestrial characteristics provided a reasonable method to select control sites where potential control sites upstream and downstream were unsuitable. 相似文献

Radiocaesium and plutonium isotopes were studied in water, sediment and macroalgae in the Baltic Sea since 1982. the inventory of 137Cs in the Baltic increased from 0.65 PBq to 5.85 PBq following the Chernobyl accident. the corresponding increase for 239 + 240Pu was less significant and yielded 1.5 TBq to a total value of 16.5 TBq.
For plutonium, 98% is trapped in the sediment and the net-exchange of this element through the Baltic straits is very small (1 GBq/year), while for radiocaesium, 45% is in the water phase and there is a net-loss of 60 000 GBq annually into the adjacent water (Kattegatt). 相似文献
