Conservation practitioners, natural resource managers, and environmental stewards often seek out scientific contributions to inform decision-making. This body of science only becomes actionable when motivated by decision makers considering alternative courses of action. Many in the science community equate addressing stakeholder science needs with delivering actionable science. However, not all efforts to address science needs deliver actionable science, suggesting that the synonymous use of these two constructs (delivering actionable science and addressing science needs) is not trivial. This can be the case when such needs are conveyed by people who neglect decision makers responsible for articulating a priority management concern and for specifying how the anticipated scientific information will aid the decision-making process. We argue that the actors responsible for articulating these science needs and the process used to identify them are decisive factors in the ability to deliver actionable science, stressing the importance of examining the provenance and the determination of science needs. Guided by a desire to enhance communication and cross-literacy between scientists and decision makers, we identified categories of actors who may inappropriately declare science needs (e.g., applied scientists with and without regulatory affiliation, external influencers, reluctant decision makers, agents in place of decision makers, and boundary organization representatives). We also emphasize the importance of, and general approach to, undertaking needs assessments or gap analyses as a means to identify priority science needs. We conclude that basic stipulations to legitimize actionable science, such as the declaration of decisions of interest that motivate science needs and using a robust process to identify priority information gaps, are not always satisfied and require verification. To alleviate these shortcomings, we formulated practical suggestions for consideration by applied scientists, decision makers, research funding entities, and boundary organizations to help foster conditions that lead to science output being truly actionable. 相似文献

Despite long-standing knowledge of the benefits of riparian buffers for mitigating nonpoint source pollution, many streams are unprotected by buffers. Even landowners who understand ecological values of buffers mow riparian vegetation to the streambank. Do trends in rural riparian conditions reflect the development of riparian forest science? What motivates residential riparian management actions? Using high-resolution orthoimagery, we quantified riparian conditions and trends between 1998 and 2015 in the rural upper Little Tennessee River basin in Macon County, North Carolina and explored how landowners view riparian zone management and riparian restoration programs. Buffer composition in 2015 was as follows: no buffer (32.5%), narrow (19.3%), forested (26.7%), shrub (7.2%), and intermediate (7.0%). Relative to 1998, the greatest decrease occurred in the no buffer class (−17.7%, 46 km) and the largest increases occurred in the shrub (+72.5%, 20 km) and narrow (12.6%, 14 km) classes. Forested buffer marginally increased. Semi-structured interview data suggest that landowners prioritize recreational and scenic aspects of riparian buffers over ecological functions such as filtration and bank stabilization. Riparian restoration programs might be made more enticing to non-adopters if outreach language appealed to landowner priorities, design elements demonstrated intentional management, and program managers highlighted areas where ecological goals and landowner values align. 相似文献

Sectorial approach for monitoring heavy metal pollution in rivers has failed to report realistic pollution status and associated ecological and human health risks. The increasing spread of heavy metals from different sources and emerging risks to human and environmental health call for reexamining heavy metal pollution monitoring frameworks. Also, the sources, spread, and load of heavy metals in the environment have changed significantly over time, requiring consequent modification in the monitoring frameworks. Therefore, studies on heavy metal monitoring in rivers conducted in the last decade were evaluated for experimental designs, research frameworks, and data presentations. Most studies (∼99%) (i) lacked inclusiveness of all environmental compartments; (ii) focused on “one pollutant – one/two compartment” or sometimes “one pollutant – one compartment – one effect” approach; and (iii) remained “data-rich but information poor.” An ecological approach with integrative system thinking is proposed to develop a holistic approach for monitoring river pollution. It is visualized that heavy metal monitoring, risk analyses, and water management must incorporate tracking pollutants in different environmental compartments of a river (water, sediment, and floodplain/bank soil) and consider correlating it with riverbank land use. The systems-based pollution monitoring and assessment studies will reveal the critical factors that drive heavy metals pollutant movement in ecosystems and associated potential risks to the environment, wildlife, and humans. Also, water quality and pollution indexing tools would help better communicate complex pollution data and associated risks among all stakeholders. 利用2006—2017年我国30个省级行政单位的面板数据,采用空间计量模型对财政分权与环境污染之间的关系进行实证分析,并通过效应分解分别计算出财政收入分权和财政支出分权对环境污染的直接效应、空间溢出效应和总效应。模型估计的结果表明:①财政收入分权与财政支出分权通过直接效应和空间溢出效应两种途径对环境污染产生显著影响,但收入分权与支出分权对环境污染的空间效应具有异质性。②财政收入分权对环境污染具有显著的负向直接效应和负向空间溢出效应,影响系数分别为-5.429和-17.572。提高财政收入分权度不仅有利于减轻本省份环境污染,也对邻近省份的环境污染起到抑制作用。而财政支出分权对环境污染具有显著的负向直接效应和正向的空间溢出效应,影响程度分别为-3.345和1.173。提高财政支出分权虽然有利于减少本省份污染的排放,但在一定程度上引起省际的污染外溢效应,提高邻近省份的污染程度。③从总效应来看,财政收入分权和财政支出分权对环境污染均呈现出显著的负向相关性,影响程度分别为-23.001和-2.172。提高财政分权可降低环境污染水平,有利于环境质量提升。④通过构建不同空间权重矩阵,检验模型的稳健性,结果表明模型估计是稳健可靠的。根据分析结论,可能的启示与建议有:①合理划分中央政府和地方政府之间的财政事权和支出责任,在提高财政支出分权度的同时提高地方政府财政收入分权度,充分发挥地方政府环境治理的积极性和主动性。②继续加大生态环境保护力度,完善绿色经济考核机制,引导地方政府加大对污染治理和环境改善的支出水平及效率。 相似文献

Energy, cost, and environmental concerns play a vital role in understanding governing parameters of distributor design in falling film evaporators. Distributor design is a hidden parameter in many experimental papers. The uniform distribution of liquid refrigerant over the tube bundle mostly depends on two-phase liquid refrigerant and vapor refrigerant. This work conducted experiments with two distribution systems with and without separation of liquid-vapor refrigerant after expansion valve for the same evaporator capacity with R134a as a refrigerant. Results reveal that; separating vapor refrigerant has a positive impact on the approach of the evaporator with an open system distributor arrangement. The highest delta T and lowest practice are found at a heat flux of 13.97 kW/m2 with an available system distributor compared to a closed system with a heat flux of 14.25 kW/m2. The open system arrangement in the distributor is the novel parameter for distributor design, ensuring uniform distribution with minimum pressure drop and dry suction. An open system distributor has an average 16.1% capacity increase over a closed system. The experimental analysis helps to understand different parameters for the design of distributors in falling film evaporators for uniform distribution. 相似文献

为研究锂离子电池灭火方案,基于火探管灭火技术同时利用新型清洁灭火剂Novec 1230,组装成火探管灭火系统。在灭火测试平台上以功率为200 W的电热管作为外热源引发单电池或电池模组热失控,通过改变火探管的布置位置,记录相应的灭火行为以及灭火效率,并对实验结果进行了分析。研究结果表明,当火探管灭火系统直接布置在电池正上方时,在起火后的5.6s内控制火情;随着灭火剂用量增加可以显著降低体系温度,防止电池复燃以及连锁热失控现象发生;火探管有效覆盖区域外的失控电池作为热源将继续加热临近电池,引发连锁热失控,造成灭火系统失效;根据电池热失控后的燃烧行为以及传热行为,提出相应的火探管灭火系统复合方案。 相似文献

The rapid development and increase of antibiotic resistance are global phenomena resulting from the extensive use of antibiotics in human clinics and animal feeding operations. Antibiotics can promote the occurrence of antibiotic resistance genes (ARGs), which can be transferred horizontally to humans and animals through water and the food chain. In this study, the presence and abundance of ARGs in livestock waste was monitored by quantitative PCR. A diverse set of bacteria and tetracycline resistance genes encoding ribosomal protection proteins (RPPs) from three livestock farms and a river were analyzed through denaturing gradient gel electrophoresis (DGGE). The abundance of sul(I) was 103 to 105 orders of magnitude higher than that of sul(II). Among 11 tet-ARGs, the most abundant was tet(O). The results regarding bacterial diversity indicated that the presence of antibiotics might have an evident impact on bacterial diversity at every site, particularly at the investigated swine producer. The effect of livestock waste on the bacterial diversity of soil was stronger than that of water. Furthermore, a sequencing analysis showed that tet(M) exhibited two genotypes, while the other RPPs-encoding genes exhibited at least three genotypes. 水环境系统脆弱性是水资源利用与生态环境研究的热点问题,通过研究水环境系统的内在机理,综合考虑影响水环境系统脆弱性的资源、环境、经济、社会等因素,借助驱动力-压力-状态-影响-响应-管理(DPSIRM)框架构建水环境系统脆弱性评价指标体系。在此基础上,构建基于变权灰色云模型的评价方法,对2004~2014年江苏省水环境系统脆弱性进行评价。结果表明:2004~2014年水环境系统脆弱性指数由47.056提高到63.210,脆弱性等级由“重度脆弱”演化为“中度脆弱”,并长期维持在“中度脆弱的”等级,2014年出现了向“轻度脆弱”状态转变的趋势。分析各个子系统对水环境系统脆弱性影响程度可知,影响子系统和响应子系统对江苏省水环境脆弱性系统的影响程度逐年增加;而压力子系统和管理子系统对水环境系统脆弱性的影响程度逐年下降;其它子系统对水环境系统脆弱性的影响维持在一定水平小幅度波动。 相似文献

储罐配管在温差作用下产生热位移会导致管壁产生热应力,未采用柔性连接的配管由于热应力集中作用可能发生破漏。针对与石油化工储罐非柔性连接的配管的安全问题,应用ANSYS有限元分析软件模拟计算石化企业典型配管的热应力分布;根据不同类型配管的分析结果,提出了工程技术与管理方面的针对性安全措施。研究结果表明:温差效应对石化储罐配管热应力影响显著,随内外温差的增加,配管应力集中的区域增大,最大热应力值增大;补偿措施能够改善配管的柔性,降低配管应力;约束载荷限制配管热膨胀从而增大配管应力;三通管是多根配管接合的区域,这种复杂管道交汇处会形成明显应力集中。研究结果对于提高石油化工非柔性连接配管安全性有一定的指导意义。 相似文献
