Objective: This study aligns to the body of research dedicated to estimating the underreporting of road crash injuries and adds the perspective of understanding individual and crash factors contributing to the decision to report a crash to the police, the hospital, or both.

Method: This study focuses on road crash injuries that occurred in the province of Funen, Denmark, between 2003 and 2007 and were registered in the police, the hospital, or both authorities. Underreporting rates are computed with the capture–recapture method, and the probability for road crash injuries in police records to appear in hospital records (and vice versa) is estimated with joint binary logit models.

Results: The capture–recapture analysis shows high underreporting rates of road crash injuries in Denmark and the growth of underreporting not only with the decrease in injury severity but also with the involvement of cyclists (reporting rates of about 14% for serious injuries and 7% for slight injuries) and motorcyclists (reporting rates of about 35% for serious injuries and 10% for slight injuries). Model estimates show that the likelihood of appearing in both data sets is positively related to helmet and seat belt use, number of motor vehicles involved, alcohol involvement, higher speed limit, and females being injured.

Conclusions: This study adds significantly to the literature about underreporting by recognizing that understanding the heterogeneity in the reporting rate of road crashes may lead to devising policy measures aimed at increasing the reporting rate by targeting specific road user groups (e.g., males, young road users) or specific situational factors (e.g., slight injuries, arm injuries, leg injuries, weekend).  相似文献

We conducted a study of the institutional barriers to introducing urine source separation in the urban area of Kunming, China. On the basis of a stakeholder analysis, we constructed stakeholder diagrams showing the relative importance of decision-making power and (positive) interest in the topic. A hypothetical decision-making process for the urban case was derived based on a successful pilot project in a periurban area. All our results were evaluated by the stakeholders. We concluded that although a number of primary stakeholders have a large interest in testing urine source separation also in an urban context, most of the key stakeholders would be reluctant to this idea. However, the success in the periurban area showed that even a single, well-received pilot project can trigger the process of broad dissemination of new technologies. Whereas the institutional setting for such a pilot project is favorable in Kunming, a major challenge will be to adapt the technology to the demands of an urban population. Methodologically, we developed an approach to corroborate a stakeholder analysis with the perception of the stakeholders themselves. This is important not only in order to validate the analysis but also to bridge the theoretical gap between stakeholder analysis and stakeholder involvement. We also show that in disagreement with the assumption of most policy theories, local stakeholders consider informal decision pathways to be of great importance in actual policy-making.  相似文献

Urine source separation (NoMix technology) followed by processing the concentrated nutrient solution has the potential to become a cost-efficient alternative to conventional end-of-pipe nutrient elimination. A choice of processing technologies can only be made for specific scenarios, and there is currently no methodology for analyzing generic situations. In setting up a formalized decision-support methodology (based on STEEPLED analysis), we discuss how to create such generic scenarios, how to couple them with process engineering objectives, how to define the technology requirements, and finally how to produce a realistic subset of technology alternatives. The methodology is tested in five real scenarios. We also touch on the criteria for a final choice of technology taking into account large uncertainties about the performance of real technologies. We conclude that technology development is one of the most important requirements for implementing urine source separation in practice. There is an urgent need to develop cost-efficient processing technologies that satisfy the requirements of stakeholders.  相似文献

Five sorption materials were studied with a focus on polishing pretreated stormwater: crushed limestone, shell-sand, zeolite, and two granulates of olivine. These materials are commercially available at comparatively low cost and have been subjected to a minimum of modification from their natural states. The sorbents were tested for phosphorus, arsenic, cadmium, chromium, copper, nickel, lead, and zinc at concentration and conditions relevant for typical stormwater. The materials were tested for sorption capacity and kinetics. Desorption was tested under neutral and alkaline conditions and in the presence of chloride. For most sorbent/sorbate combinations, significant sorption occurred within the first minutes of contact between sorbent and sorbate. Treatment to the low microgram per liter range could be achieved by contact times of less than 1 hour. The study indicated that sorption filters can be designed for long life expectancy at comparatively low cost by applying the materials tested.  相似文献
