As part of a programme to characterize floating anthropogenic debris in the aquatic environment, the US Environmental Protection Agency (EPA) conducted 18 field surveys in the harbours of major metropolitan cities of the east, west, and Gulf coasts of the United States and the Mid-Atlantic Bight. the surveys were designed to provide information on the types, relative amounts, and distributions of aquatic debris in different geographic regions of the United States. Neuston nets (0.33 mm mesh) were used to collect surface debris during outgoing tides on two or three consecutive days in selected areas of each city. After each net tow, the debris, which ranged in size from small resin pellets to large plastic sheeting pieces, was identified, categorized, and counted. the data are being used to qualitatively characterize aquatic debris in coastal metropolitan areas, to examine potential regional variations, and to tentatively identify potential sources.  相似文献

Fisheries management is the practice of analyzing and selecting options to maintain or alter the structure, dynamics, and interaction of habitat, aquatic biota, and man to achieve human goals and objectives. The theory of fisheries management is: managers or decision makers attempt to maximize renewable `output' from an aquatic resource by choosing from among a set of decision options and applying a set of actions that generate an array of outputs. Outputs may be defined as a tangible catch, a fishing experience, an existence value, or anything else produced or supported by renewable aquatic resources. Overall output is always a mix of tangible and intangible elements. However defined, management goals and objectives are essential components of fisheries management or any other field of renewable natural resource management. Reaching consensus on management goals and objectives has never been a simple task. Beyond the broad and often conflicting goals of an agency, managers must decide who should set specific management objectives — agency personnel, the public, or a combination of the two. Historically, rhetoric aside, fisheries managers in North America nearly always have consulted with professionals in governmental roles to set management objectives. In a strongly pluralistic society, this often resulted in protracted political and legal conflict. Increasingly, there are calls for use of risk assessment to help solve such ecological policy and management problems commonly encountered in fisheries management. The basic concepts of ecological risk assessment may be simple, but the jargon and details are not. Risk assessment (and similar analytical tools) is a concept that has evoked strong reactions whenever it has been used. In spite of the difficulties of defining problems and setting management objectives for complex ecological policy questions, use of risk assessment to help solve ecological problems is widely supported. Ecological risk assessment will be most useful (and objective) in political deliberations when the policy debate revolves around largely technical concerns. To the extent that risk assessment forces policy debate and disagreement toward fundamental differences rather than superficial ones, it will be useful in decision making.  相似文献

ABSTRACT: Water quality variables were sampled over 109 weeks along Coweeta Creek, a fifth-order stream located in the Appalachian mountains of western North Carolina. The purpose of this study was to observe any changes in water quality, over a range of flow conditions, with concomitant downstream changes in the mix of landuses. Variables sampled include pH, HCO32?, conductivity, NO3??-N, NH4+-N, PO43?-P, C1?-, Na, K, Ca2+, Mg2+, SO42?, 5iO2, turbidity, temperature, dissolved oxygen, total and fecal coliform, and focal streptococcus. Landcover/landuse was interpreted from 1:20,000 aerial photographs and entered in a GIS, along with information on total and paved road length, building location and density, catchment boundaries, hydrography, and slope. Linear regressions were performed to relate basin and near-stream landscape variables to water quality. Consistent, cumulative, downstream changes in water quality variables were observed along Coweeta Creek, concomitant with downstream, human-caused changes in landuse. Furthermore, larger downstream changes in water quality variables were observed during stormflow when compared to baseflow, suggesting cumulative impacts due to landscape alteration under study conditions were much greater during storm events. Although most water quality regulations, legislation, and sampling are promulgated for baseflow conditions, this work indicates they should also consider the cumulative impacts of physical, chemical, and biological water quality during stormflow.  相似文献

This is a case study that describes a survey of anglers that was used to assist in modifying fishing regulations for indigenous trout in the Snake River, Wyoming. A mail survey of anglers who purchased 1991 Wyoming fishing licenses in the two counties adjacent to the Snake River was conducted during fall 1992. Differences in angler preferences were noted between anglers who purchased licenses in two adjacent counties with different socioeconomic structures, as well as between residents and nonresidents in each county. Anglers who purchased licenses in Teton County, where there is extensive tourism and immigration by relatively wealthy residents, tended to be more specialized and less harvest oriented. Anglers in Lincoln County, which is largely agricultural and has substantially less tourism and immigration of residents, tended to fish in many different ways and indicated more desire to harvest fish. Anglers from the two counties segregated themselves; those from Teton County primarily used the upstream portion of the study reach, and those from Lincoln County primarily used a short downstream portion of the reach. Modification of fishing regulations to reduce harvest of spawning-size cutthroat trout in the Snake River probably was acceptable to most anglers due to spatial segregation and their attitudes toward harvest.The unit is jointly supported by the University of Wyoming, the Wyoming Game and Fish Department, and the National Biological Survey.  相似文献

Municipal solid wastes generated each year contain potentially useful and recyclable materials for composites. Simultaneously, interest is high for the use of natural fibers, such as flax (Linum usitatissimum L.), in composites thus providing cost and environmental benefits. To investigate the utility of these materials, composites containing flax fibers with recycled high density polyethylene (HDPE) were created and compared with similar products made with wood pulp, glass, and carbon fibers. Flax was either enzyme- or dew-retted to observe composite property differences between diverse levels of enzyme formulations and retting techniques. Coupling agents would strengthen binding between fibers and HDPE but in this study fibers were not modified in anyway to observe mechanical property differences between natural fiber composites. Composites with flax fibers from various retting methods, i.e., dew- vs. enzyme-retting, behaved differently; dew-retted fiber composites resulted in both lower strength and percent elongation. The lowest level of enzyme-retting and the most economical process produces composites that do not appear to differ from the highest level of enzyme-retting. Flax fibers improved the modulus of elasticity over wood pulp and HDPE alone and were less dense than glass or carbon fiber composites. Likely, differences in surface properties of the various flax fibers, while poorly defined and requiring further research, caused various interactions with the resin that influenced composite properties.  相似文献

The current study used Mintzberg's (1983) conceptualization of political will and political skill to evaluate the predictors and consequences of political behavior at work. As elements of political will, we hypothesized that need for achievement and intrinsic motivation would predict the use of political behavior at work. Furthermore, we argued that political skill would moderate the relationship between political behavior and emotional labor. Data gathered from employees (N = 193) representing a wide array of organizations substantiated the proposed relationships. Specifically, need for achievement and intrinsic motivation were positively associated with political behavior. In turn, those opting to employ political behavior at work experienced a higher degree of emotional labor, but this relationship was found to operate differently at low and high levels of political skill. Specifically, emotional labor was a consequence of political behavior for those low in political skill, but emotional labor reactions from political behavior were neutralized for individuals high in political skill. Carbon monoxide (CO) exposures were measured inside a motor vehicle during 88 standardized drives on a major urban arterial highway, El Camino Real (traffic volume of 30,500-45,000 vehicles per day), over a 13-1/2 month period. On each trip (lasting between 31 and 61 minutes), the test vehicle drove the same 5.9-mile segment of roadway in both directions, for a total of 11.8 miles, passing through 20 intersections with traffic lights (10 in each direction) in three California cities (Menlo Park, Palo Alto, and Los Altos). Earlier tests showed that the test vehicle was free of CO intrusion. For the 88 trips, the mean CO concentration was 9.8 ppm, with a standard deviation of 5.8 ppm. Of nine covariates that were examined to explain the variability in the mean CO exposures observed on the 88 trips (ambient CO at two fixed stations, atmospheric stability, seasonal trend function, time of day, average surrounding vehicle count, trip duration, proportion of time stopped at lights, and instrument type), a fairly strong seasonal trend was found. A model consisting of only a single measure of traffic volume and a seasonal trend component had substantial predictive power (R2 = 0.68); by contrast, the ambient CO levels, although partially correlated with average exposures, contributed comparatively little predictive power to the model. The CO exposures experienced while drivers waited at the red lights at an intersection ranged from 6.8 to 14.9 ppm and differed considerably from intersection to intersection. A model also was developed to relate the short-term variability of exposures to averaging time for trip times ranging from 1 to 20 minutes using a variogram approach to deal with the serial autocorrelation. This study shows: (1) the mass balance equation can relate exterior CO concentrations as a function of time to interior CO concentrations; (2) CO exposures on urban arterial highways vary seasonally; (3) momentary CO exposures experienced behind red lights vary with the intersection; and (4) an averaging time model can simulate exposures during short trips (20 minutes or less) on urban arterial highways.  相似文献
