ABSTRACT: Historical flow records are used to estimate the regulatory low flows that serve a key function in setting discharge permit limits through the National Pollutant Discharge Elimination System, which provides a nationwide mechanism for protecting water quality. Use of historical records creates an implicit connection between water quality protection and climate variability. The longer the record, the more likely the low flow estimate will be based on a broad set of climate conditions, and thus provides adequate water quality protection in the future. Unfortunately, a long record often is not available at a specific location. This analysis examines the connection between climate variability and the variability of biologically based and hydrologically based low flow estimates at 176 sites from the Hydro‐Climatic Data Network, a collection of stream gages identified by the USGS as relatively free of anthropogenic influences. Results show that a record of 10 to 20 years is necessary for satisfactory estimates of regulatory low flows. Although it is possible to estimate a biologically based low flow from a record of less than 10 years, these estimates are highly uncertain and incorporate a bias that undermines water quality protection.  相似文献

We present a framework for evaluating and communicating effects of human activity on water quality in managed forests. The framework is based on the following processes: atmospheric deposition, weathering, accumulation, recirculation and flux. Impairments to water quality are characterized in terms of their extent, longevity and frequency. Impacts are communicated using a “traffic lights” metaphor for characterizing severity of water quality impairments arising from forestry and other anthropogenic pressures. The most serious impairments to water quality in managed boreal forests include (i) forestry activities causing excessive sediment mobilization and extirpation of aquatic species and (ii) other anthropogenic pressures caused by long-range transport of mercury and acidifying pollutants. The framework and tool presented here can help evaluate, summarize and communicate the most important issues in circumstances where land management and other anthropogenic pressures combine to impair water quality and may also assist in implementing the “polluter pays” principle.  相似文献

Freshwater fish move vertically and horizontally through the aquatic landscape for a variety of reasons, such as to find and exploit patchy resources or to locate essential habitats (e.g., for spawning). Inherent challenges exist with the assessment of fish populations because they are moving targets. We submit that quantifying and describing the spatial ecology of fish and their habitat is an important component of freshwater fishery assessment and management. With a growing number of tools available for studying the spatial ecology of fishes (e.g., telemetry, population genetics, hydroacoustics, otolith microchemistry, stable isotope analysis), new knowledge can now be generated and incorporated into biological assessment and fishery management. For example, knowing when, where, and how to deploy assessment gears is essential to inform, refine, or calibrate assessment protocols. Such information is also useful for quantifying or avoiding bycatch of imperiled species. Knowledge of habitat connectivity and usage can identify critically important migration corridors and habitats and can be used to improve our understanding of variables that influence spatial structuring of fish populations. Similarly, demographic processes are partly driven by the behavior of fish and mediated by environmental drivers. Information on these processes is critical to the development and application of realistic population dynamics models. Collectively, biological assessment, when informed by knowledge of spatial ecology, can provide managers with the ability to understand how and when fish and their habitats may be exposed to different threats. Naturally, this knowledge helps to better evaluate or develop strategies to protect the long-term viability of fishery production. Failure to understand the spatial ecology of fishes and to incorporate spatiotemporal data can bias population assessments and forecasts and potentially lead to ineffective or counterproductive management actions.  相似文献

Nitrogen (N) availability plays multiple roles in the boreal landscape, as a limiting nutrient to forest growth, determinant of terrestrial biodiversity, and agent of eutrophication in aquatic ecosystems. We review existing research on forest N dynamics in northern landscapes and address the effects of management and environmental change on internal cycling and export. Current research foci include resolving the nutritional importance of different N forms to trees and establishing how tree–mycorrhizal relationships influence N limitation. In addition, understanding how forest responses to external N inputs are mediated by above- and belowground ecosystem compartments remains an important challenge. Finally, forestry generates a mosaic of successional patches in managed forest landscapes, with differing levels of N input, biological demand, and hydrological loss. The balance among these processes influences the temporal patterns of stream water chemistry and the long-term viability of forest growth. Ultimately, managing forests to keep pace with increasing demands for biomass production, while minimizing environmental degradation, will require multi-scale and interdisciplinary perspectives on landscape N dynamics.  相似文献

The diamond cartel has remained effective in controlling diamond supplies and prices for a longer period than any other major minerals cartel in the twentieth century. This paper examines the diamond pipeline from mine to the jewellery market. Particular attention is given to the characteristics of diamonds and of the industry structure that make the long-term stability of the cartel possible. The strategies of De Beers Consolidated Diamond Mines in controlling rough gem supplies and prices are examined, and projections are made to 2000. The paper shows that in spite of a projected decrease in the share of total diamond production sold through the De Beers' cartel in the 1990s, the cartel is expected to continue effectively to control supplies and prices.  相似文献

Pharmaceuticals can enter the environment through disposal in toilets, sinks and general waste. In the UK, household medicines are correctly disposed of by returning them to a pharmacy. This study examined household patterns of medicine waste, storage and disposal practices via a cross-sectional survey with 663 UK adults. Multiple regression was used to explore the contribution of key variables on self-reported medicines disposal behaviour. Analysis demonstrated that age, information, awareness, probability, attitude and intention all predicted correct disposal behaviour. Results indicate that multiple factors influence different disposal destinations uniquely. Affect and age increase disposal in sink/toilet but reduce disposal in bin. Presence of children increase bin and sink/toilet disposal but decrease pharmacy returns. Awareness and received information on correct disposal reduce bin disposal and increase pharmacy returns. The results suggest people use different mental models for each destination with disposal in sink/toilets and bins considered quicker and safer in the presence of children or for those feeling anxious. It is important to understand the capability, opportunity and motivation people have to return medicines to the pharmacy in addition to raising awareness of correct medicine disposal.

Sea ice continues to decline across many regions of the Arctic, with remaining ice becoming increasingly younger and more dynamic. These changes alter the habitats of microbial life that live within the sea ice, which support healthy functioning of the marine ecosystem and provision of resources for human-consumption, in addition to influencing biogeochemical cycles (e.g. air–sea CO2 exchange). With the susceptibility of sea ice ecosystems to climate change, there is a pressing need to fill knowledge gaps surrounding sea ice habitats and their microbial communities. Of fundamental importance to this goal is the development of new methodologies that permit effective study of them. Epidemiological methods have an important role in the investigation of the postulated connection between exposure to aluminium and the development of Alzheimer's disease. We have examined the usefulness of existing data on prevalence and mortality as a resource for studying variations in the rate of the disease with time and geography. Unfortunately, methodological differences between prevalence surveys and errors and biases in mortality data are large. No reliable conclusions can be drawn from these data about geographical differences in rates of dementia in England and Wales nor about time trends in the disease.Aluminium salts are widely used in the UK for the treatment of drinking water. Residual aluminium concentrations vary more than ten fold between different parts of the country. We have estimated diagnostic rates of pre-senile Alzheimer's disease in seven geographical areas and examined the correlation between rates of Alzheimer's disease and water aluminium concentration.  相似文献

Short-term variability in stream water dissolved organic carbon (DOC) concentrations is controlled by hydrology, climate and atmospheric deposition. Using the Riparian flow-concentration Integration Model (RIM), we evaluated factors controlling stream water DOC in the Swedish Integrated Monitoring (IM) catchments by separating out hydrological effects on stream DOC dynamics. Model residuals were correlated with climate and deposition-related drivers. DOC was most strongly correlated to water flow in the northern catchment (Gammtratten). The southern Aneboda and Kindla catchments had pronounced seasonal DOC signals, which correlated weakly to flow. DOC concentrations at Gårdsjön increased, potentially in response to declining acid deposition. Soil temperature correlated strongly with model residuals at all sites. Incorporating soil temperature in RIM improved model performance substantially (20–62% lower median absolute error). According to the simulations, the RIM conceptualization of riparian processes explains between 36% (Kindla) and 61% (Aneboda) of the DOC dynamics at the IM sites.  相似文献
