Local Agenda 21 (LA 21) may be regarded as one of the most enduring and possibly most effective outcomes of the 1992 Rio de Janeiro ‘Earth Summit’. In Europe alone, approximately 4000 cities, municipalities at regional and local level, and regional authorities are now engaged in a LA 21 process of some kind. This paper reports on the main findings of the recent Local Authorities' Self-Assessment of Local Agenda 21 (LASALA) project, which conducted a Europe-wide research programme into the European LA 21 initiative. The research demonstrates the significant levels of commit ment to the LA 21 process amongst European local government, and some notable achievements in sustainable development policies within a very short space of time. Although there is still a long way to go, the LASALA research indicates that LA 21 is an effective policy vehicle for encouraging and supporting sustainable development initiatives at the local level in Europe.  相似文献

Abstract:   Landscape-level assessments of biodiversity strive to guide land-use planning and conservation activities by providing information about areas of high biodiversity value and low protection status. I developed a methodology to assess the level of threat to conservation of biodiversity to help guide conservation action. This method incorporates socioeconomic indicators of risk, including developed and roaded areas, and measures the proportion of conservation lands affected by developed areas. In addition, I developed a metric called conservation potential to measure the degree of fragmentation of patches caused by development. As an illustration I applied this methodology to Colorado (U.S.A.). Protection levels were determined by examining land ownership, resulting in protected lands (status levels 1 and 2) and unprotected lands (status levels 3 and 4). Areas were considered threatened (at risk) if a land-cover patch had >20% roaded area, >15% developed area, or was highly fragmented. Although 24 of 43 natural land-cover types were unprotected (49% of the state), 9 additional types were threatened. Combining conservation-status protection levels with patterns of threat targets the geographic area where conservation action is needed, provides a way to determine where so-called protected areas are at risk, and allows conservation strategies to be better refined.  相似文献

Abstract:  The Great Barrier Reef Marine Park, an area almost the size of Japan, has a new network of no-take areas that significantly improves the protection of biodiversity. The new marine park zoning implements, in a quantitative manner, many of the theoretical design principles discussed in the literature. For example, the new network of no-take areas has at least 20% protection per "bioregion," minimum levels of protection for all known habitats and special or unique features, and minimum sizes for no-take areas of at least 10 or 20 km across at the smallest diameter. Overall, more than 33% of the Great Barrier Reef Marine Park is now in no-take areas (previously 4.5%). The steps taken leading to this outcome were to clarify to the interested public why the existing level of protection was inadequate; detail the conservation objectives of establishing new no-take areas; work with relevant and independent experts to define, and contribute to, the best scientific process to deliver on the objectives; describe the biodiversity (e.g., map bioregions); define operational principles needed to achieve the objectives; invite community input on all of the above; gather and layer the data gathered in round-table discussions; report the degree of achievement of principles for various options of no-take areas; and determine how to address negative impacts. Some of the key success factors in this case have global relevance and include focusing initial communication on the problem to be addressed; applying the precautionary principle; using independent experts; facilitating input to decision making; conducting extensive and participatory consultation; having an existing marine park that encompassed much of the ecosystem; having legislative power under federal law; developing high-level support; ensuring agency priority and ownership; and being able to address the issue of displaced fishers.  相似文献

The rapid growth of rural enterprises has transformed the Chinese countryside. Although rural industrialisation has resulted in increased financial well-being, it has also contributed to decreased environmental quality. While China has strong environmental protection laws, this paper will demonstrate that they are not being effectively implemented in a rural region in Zhejiang Province. This is due to a number of social, political, and economic barriers that prevent agencies from effectively enforcing environmental policies and regulatory mechanisms. This paper investigates the implementation of China's environmental policies through a case study in Yuhang County, Zhejiang Province. It demonstrates that the implementation of environmental impact assessment, discharge fees, and limited time treatment is limited by inadequate technology, low finances, limited human resources, poor public environmental awareness, faulty data, inferior agency reports, organizational conflict, relations based on guanxi, and low discharge fee prices.  相似文献

Abstract:  Unsustainable hunting of wildlife for food is often a more immediate and significant threat to the conservation of biological diversity in tropical forests than deforestation. Why people eat wildlife is debated. Some may eat bushmeat because they can afford it; others may eat it because it is familiar, traditional, confers prestige, tastes good, or adds variety. We completed a survey of 1208 rural and urban households in Gabon, Africa, in 2002–2003 to estimate the effect of wealth and prices on the consumption of wildlife and other sources of animal protein. Consumption of bushmeat, fish, chicken, and livestock increased with increasing household wealth, and as the price of these commodities rose, consumption declined. Although the prices of substitutes for bushmeat did not significantly, in statistical terms, influence bushmeat consumption, as the price of wildlife increased and its consumption fell, the consumption of fish rose, indicating that fish and bushmeat were dietary substitutes. Our results suggest that policy makers can use economic levers such as taxation or supply reduction through better law enforcement to change demand for wildlife. These measures will help to regulate unsustainable exploitation and reduce the risk of irreversible loss of large-bodied and slow-reproducing wildlife species. If policy makers focus solely on reducing the unsustainable consumption of wildlife, they may see adverse impacts on the exploitation of fish. Furthermore, policy makers must ensure that raising household wealth through development assistance does not result in undesirable impacts on the conservation status of wildlife and fish.  相似文献

Effective conservation of biological diversity on private lands will require changes in land‐use policy and development practice. Conservation development (CD) is an alternative form of residential development in which homes are built on smaller lots and clustered together and the remainder of the property is permanently protected for conservation purposes. We assessed the degree to which CD is permitted and encouraged by local land‐use regulations in 414 counties in the western United States. Thirty‐two percent of local planning jurisdictions have adopted CD ordinances, mostly within the past 10 years. CD ordinances were adopted in counties with human population densities that were 3.0 times greater and in counties with 2.5 times more land use at urban, suburban, and exurban densities than counties without CD ordinances. Despite strong economic incentives for CD (e.g., density bonuses, which allow for a mean of 66% more homes to be built per subdivision area), several issues may limit the effectiveness of CD for biological diversity conservation. Although most CD ordinances required a greater proportion of the site area be protected than in a typical residential development, just 13% (n = 17) of the ordinances required an ecological site analysis to identify and map features that should be protected. Few CD ordinances provided guidelines regarding the design and configuration of the protected lands, including specifying a minimum size for protected land parcels or encouraging contiguity with other protected lands within or near to the site. Eight percent (n =11) of CD ordinances encouraged consultation with a biological expert or compliance with a conservation plan. We recommend that conservation scientists help to improve the effectiveness of CD by educating planning staff and government officials regarding biological diversity conservation, volunteering for their local planning boards, or consulting on development reviews. Abstract: Many of the skills and resources associated with botanic gardens and arboreta, including plant taxonomy, horticulture, and seed bank management, are fundamental to ecological restoration efforts, yet few of the world's botanic gardens are involved in the science or practice of restoration. Thus, we examined the potential role of botanic gardens in these emerging fields. We believe a reorientation of certain existing institutional strengths, such as plant‐based research and knowledge transfer, would enable many more botanic gardens worldwide to provide effective science‐based support to restoration efforts. We recommend botanic gardens widen research to include ecosystems as well as species, increase involvement in practical restoration projects and training practitioners, and serve as information hubs for data archiving and exchange.  相似文献

Businesses, governments, and financial institutions are increasingly adopting a policy of no net loss of biodiversity for development activities. The goal of no net loss is intended to help relieve tension between conservation and development by enabling economic gains to be achieved without concomitant biodiversity losses. biodiversity offsets represent a necessary component of a much broader mitigation strategy for achieving no net loss following prior application of avoidance, minimization, and remediation measures. However, doubts have been raised about the appropriate use of biodiversity offsets. We examined what no net loss means as a desirable conservation outcome and reviewed the conditions that determine whether, and under what circumstances, biodiversity offsets can help achieve such a goal. We propose a conceptual framework to substitute the often ad hoc approaches evident in many biodiversity offset initiatives. The relevance of biodiversity offsets to no net loss rests on 2 fundamental premises. First, offsets are rarely adequate for achieving no net loss of biodiversity alone. Second, some development effects may be too difficult or risky, or even impossible, to offset. To help to deliver no net loss through biodiversity offsets, biodiversity gains must be comparable to losses, be in addition to conservation gains that may have occurred in absence of the offset, and be lasting and protected from risk of failure. Adherence to these conditions requires consideration of the wider landscape context of development and offset activities, timing of offset delivery, measurement of biodiversity, accounting procedures and rule sets used to calculate biodiversity losses and gains and guide offset design, and approaches to managing risk. Adoption of this framework will strengthen the potential for offsets to provide an ecologically defensible mechanism that can help reconcile conservation and development. Infectious Diseases and Extinction Risk in Wild Mammals   总被引:3,自引:0,他引:3  
Abstract:  Parasite-driven declines in wildlife have become increasingly common and can pose significant risks to natural populations. We used the IUCN Red List of Threatened and Endangered Species and compiled data on hosts threatened by infectious disease and their parasites to better understand the role of infectious disease in contemporary host extinctions. The majority of mammal species considered threatened by parasites were either carnivores or artiodactyls, two clades that include the majority of domesticated animals. Parasites affecting host threat status were predominantly viruses and bacteria that infect a wide range of host species, including domesticated animals. Counter to our predictions, parasites transmitted by close contact were more likely to cause extinction risk than those transmitted by other routes. Mammal species threatened by parasites were not better studied for infectious diseases than other threatened mammals and did not have more parasites or differ in four key traits demonstrated to affect parasite species richness in other comparative studies. Our findings underscore the need for better information concerning the distribution and impacts of infectious diseases in populations of endangered mammals. In addition, our results suggest that evolutionary similarity to domesticated animals may be a key factor associated with parasite-mediated declines; thus, efforts to limit contact between domesticated hosts and wildlife could reduce extinction risk.  相似文献

Abstract: Conservation of private land through conservation easements, development agreements, and clustered housing has increased greatly as have criticisms of the laws, public programs, and incentives that motivate landowners to use them. Rapid land‐use change at the urban–rural interface in Larimer County, Colorado, has given rise to programs that provide a variety of land‐conservation options for landowners. As of January 2005, roughly 60% of Larimer County was publicly owned, and 3% or 16,200 ha was privately owned with some form of protection. We used document analysis, a landowner survey, targeted interviews, and a landscape‐level spatial analysis to analyze the patterns, quantities, and qualities of private land conservation. We created a jurisdiction‐specific typology of desired benefits from local government‐planning documents to help evaluate conservation parcels. Most easements and other conservation documents used general terms and did not describe the site‐specific values of the land being conserved. Landowners were able to describe some benefits not included in parcel‐specific documents, and our spatial analysis revealed parcel‐specific and cumulative conservation benefits such as the amount of buffering, infill, connectivity, protected agricultural land, riparian protection, and other benefits not referenced by either documents or landowners. Conservation benefits provided by a parcel varied depending on its geographic location, the specific institution such as a land trust or open space program that a landowner worked with, and the conservation mechanism used, such as voluntary easement or residential clustering requirements. The methods we used provide a template for jurisdictions wishing to undertake a similar analysis. Our findings may assist other jurisdictions and institutions interested in improving how land‐conservation benefits are described; justify and inform future investments in private land conservation; assist local governments and other institutions with the assessment of program effectiveness; and be useful for conservation planners who wish to become more involved in on‐the‐ground implementation of conservation actions.  相似文献
