ABSTRACT: Game-theoretic models are developed for describing and analyzing the inspection and enforcement process, especially as it relates to environmental laws and regulations in North America. Based on these models, systems using irrevocable control orders can be compared to those relying on court determination of guilt and punishment. The cost-effectiveness of environmental enforcement can be systematically assessed in terms of factors such as the private gains for violators, the costs of inspection, penalties, and the social value of deterring violations. The policy implications of the analysis, especially with reference to environmental protection, are emphasized.  相似文献

For over a century there have been continual efforts to incorporate nature into urban planning. These efforts (i.e., urban reconciliation) aim to manage and create habitats that support biodiversity within cities. Given that species select habitat at different spatial scales, understanding the scale at which urban species respond to their environment is critical to the success of urban reconciliation efforts. We assessed species–habitat relationships for common bat species at 50‐m, 500‐m, and 1 km spatial scales in the Chicago (U.S.A.) metropolitan area and predicted bat activity across the greater Chicago region. Habitat characteristics across all measured scales were important predictors of silver‐haired bat (Lasionycteris noctivagans) and eastern red bat (Lasiurus borealis) activity, and big brown bat (Eptesicus fuscus) activity was significantly lower at urban sites relative to rural sites. Open vegetation had a negative effect on silver‐haired bat activity at the 50‐m scale but a positive effect at the 500‐m scale, indicating potential shifts in the relative importance of some habitat characteristics at different scales. These results demonstrate that localized effects may be constrained by broader spatial patterns. Our findings highlight the importance of considering scale in urban reconciliation efforts and our landscape predictions provide information that can help prioritize urban conservation work.  相似文献

Abstract: A systematic technique is proposed for assisting in the design and implementation of policy and addressing the need to minimize or resolve disputes that may arise in the enforcement of regulations. The Graph Model for Conflict Resolution is a methodology that facilitates the modeling and analysis of interactive multiple participant-multiple objective decision problems. In the problems considered here, decision makers and policy planners engaged in capacity building typically have different viewpoints over appropriate ways of developing options and enforcing policy choices. Incompatible understandings of resource potentials and limits, and disparities in utilization of these resources, exasperate stakeholders and make the capacity building process counterproductive and even conducive to conflict. A systematic conflict resolution technique is invaluable to policy makers and practitioners in defusing confrontations and reaching out for consensus among participants. In support of current approaches to policy planning and regulation, the Graph Model provides accurate predictions and strategic insights into shortand long-term opportunities in multiple participant-multiple objective decision situations. A conflict among the government of Canada, the Mi'kmaq First Nation, and commercial fishermen over the sharing of a natural resource in New Brunswick, Canada, is used to illustrate the advantages of this technique in practical problems.  相似文献

The Sydenham River in southwestern Ontario is located in the Mixedwood Plains Ecozone, which supports the greatest diversity of flora and fauna in Canada. The river historically supported a rich aquatic community that included 80 fishes and 34 species of freshwater mussels. Fourteen aquatic species native to the river (8 fishes, 5 mussels and 1 turtle) have been designated as endangered, threatened, or of special concern by the Committee on the Status of Species at Risk in Canada (COSEWIC). A multi-agency Recovery Team was formed in 1999 to ensure the continued survival of these and other rare species in the river. The Sydenham River Recovery Team is the first in Canada to adopt an ecosystem approach to recovery planning for aquatic species. Information on land use patterns, water quality trends, the physical condition of the river, and the distributions of aquatic species at risk was synthesized to gain an understanding of the overall health of the river and its major anthropogenic stresses. Seven of the species at risk have declined in distribution or abundance, and three may be extirpated. The main threat to fishes and mussels is heavy loadings of sediment, nutrients, and possibly pesticides to the river via tile drainage and overland runoff from agricultural lands. A strategy that incorporates four overall approaches (management, stewardship, research and monitoring, and awareness and outreach) was developed to recover and protect this globally significant freshwater ecosystem.  相似文献

A study of the potential negative consequences of adding phosphate (P)-based fertilizers as amendments to immobilize lead (Pb) in contaminated soils was conducted. Lead-contaminated firing range soils also contained elevated concentrations of antimony (Sb), a common Pb hardening agent, and some arsenic (As) of unknown (possibly background) origin. After amending the soils with triple superphosphate, a relatively soluble P source, column leaching experiments revealed elevated concentrations of Sb, As, and Pb in the leachate, reflecting an initial spike in soluble Pb and a particularly dramatic increase in Sb and As mobility. Minimal As, Sb, and Pb leaching was observed during column tests performed on non-amended control soils. In vitro extractions tests were performed to assess changes in Pb, As, and Sb bioaccessibility on P amendment. Lead bioaccessibility was systematically lowered with increasing P dosage, but there was much less of an effect on As and Sb bioaccessibility than on mobility. Our results indicate that although P amendments may aid in lowering the bioaccessibility of soil-bound Pb, it may also produce an initial increase in Pb mobility and a significant release of Sb and As from the soil, dramatically increasing their mobility and to a lesser extent their bioavailability.  相似文献

ABSTRACT: A new screening approach is applied to a large‐scale multiple criteria water management problem to remove actions that cannot possibly be in the best subset. An inherent advantage of the approach is its ability to identify inferior actions by examining them individually, rather than within subsets. In a case study involving the selection of actions to address high water levels in the Great Lakes‐St. Lawrence Basin, two statistical indicators, the mode and the mean, are used to aggregate the opinions of experts and representatives of interest groups on the impacts of actions according to various criteria. Application of the screening approach shows that some of the proposed actions can be removed as they can never be in the optimal subset, thereby reducing the size of the problem.  相似文献

The shellfish aquaculture industry (SAI) has operated in Baynes Sound, British Columbia (BC) since the early 1900s. Recognizing the economic potential of the area, the industry has requested additional farming opportunities. However, Baynes Sound upland residents and many other stakeholders have expressed concerns that SAI activities are having a negative impact on the environment, quality of life, and other nonaquaculture resource uses in the area. In order to address these issues, the Action Plan was initiated by a BC government interagency project team in November 2001. To assist in assessing the strategic aspects of this conflict, the decision support system GMCR II is employed here to apply a new methodology, the graph model for conflict resolution, to systematically analyze the ongoing conflict over shellfish aquaculture development in Baynes Sound within a social, economic, and environmental framework. Valuable insights are procured to guide decision-makers toward sustainability of the shellfish industry.  相似文献
