The invasion of natural ecosystems by alien plants is a serious environmental problem that threatens the sustainable use of benefits derived from such ecosytems. Most past studies in this field have focussed on the history, ecology and management of invasive alien species, and little work has been done on the economic aspects and consequences of invasions. This paper reviews what is known of the economic consequences of alien plant invasions in South Africa. These economic arguments have been used to successfully launch the largest environmental management programme in Africa.Ten million hectares of South Africa has been invaded by 180 alien species, but their impacts are not fully understood, although they are undoubtedly significant. The indications are that the total costs of these impacts are substantial. Selected studies show that invasions have reduced the value of fynbos ecosystems by over US$ 11.75 billion; that the total cost of invasion would be about US$ 3.2 billion on the Agulhas Plain alone; that the net present cost of invasion by black wattles amounts to US$ 1.4 billion; that invasions by red water fern have cost US$ 58 million; and that the cost to clear the alien plant invasions in South Africa is around US$ 1.2 billion. These few examples indicate that the economic consequences of invasions are huge.One of the unique aspects of invasive plant control programmes in South Africa has been the ability to leverage further benefits (mainly through employment) for the expensive control programmes from the government's poverty relief budget. This has made it possible to allocate substantial funding to a programme that would otherwise have struggled to obtain significant support. Biological control of invasive species also offers considerable benefits, but is often the subject of debate. We believe that, at least in the case of many invasive alien plant species in South Africa, biological control offers one of the best, and most cost-effective, interventions for addressing the problem.  相似文献

The creation of mine settlements became a common practice between 1950 and 1980. These mining towns were seen as places of permanent settlement. This permanency, together with the privatisation of mine‐owned houses (mid‐1980s) increased place attachment. Mine decline thus brought with it some form of social disruption. Whereas mining companies in Australia have attempted to minimise the social disruption caused by mine closure by introducing fly‐in‐fly‐out arrangements, the post‐apartheid housing policy in South Africa has focused on asset building in mining areas. We completed 180 interviews with representatives of households. The survey formed part of a panel survey and further included a control group and 15 qualitative interviews. Our results indicate that though members of the mining community have housing units that are larger than those of the control group, incomes are lower in the mining community, real income is in decline, smaller numbers of household members are contributing to income, self‐assessments of wealth are characterised by lower ratings, household assets increase at a slower pace, and there is a stronger preference to continue to reside in the area. All of the above serves to illustrate the consequences of the asset‐based strategies embedded in South African housing policy. The social disruption associated with mine closure further tends to lock households into locations, and thus inhibits mobility.  相似文献

Energy budgets are proposed for four teleost and two elasmobranch species as well as for the main icthyofauna groups for a surf-zone ecosystem. The ecology of surf-zone fishes of eastern Cape beaches, Algoa Bay South Africa, is reviewed. Using the equationC=F+U+R d +R R +B, the following general energy budgets were derived for fishes: teleosts – 100=10+4+21+23+42; elasmobranchs – 100=11+2+16+24+48; whereC: food consumption;F: faeces;U: nonfaecal excretion;R d : apparent specific dynamic action;R R : routine metabolism;B: growth. These show that most of the energy consumed is used in metabolism (R d +R R ) and growth (B) whereas excretion (U) only accounts for a small portion. The energy budgets developed are within ranges recorded for other species. The main feeding groups of surf-zone icthyofauna are the southern mulletLiza richardsonii, the sandsharkRhinobatos annulatus, benthic feeders, zooplankton feeders, omnivorous and piscivorous fish with biomass values of 1000, 1000, 3000, 2400, 400 and 400 kJ m–1, respectively; and annual consumption budgets of 22107, 13725, 65710, 65476, 9758 and 8517 kJ m–1 yr–1, respectively.L. richardsonii feeds mainly on surf diatoms, consuming 0.5% of total diatom production. Zooplankton production supplies 91%, and macrobenthic production 9%, of the energy needs of other non-piscivorous carnivorous fishes. Piscivorous fishes consume 30% of the available fish production. Nonfaecal-energy production (8229 kJ m–1 yr–1) is utilised by surf diatoms, and faecal-energy production (30 341 kJ m–1 yr–1), is returned to the detritus pool to be utilised by the microbial loop in surf-waters. Our current knowledge of surf-zone energetics indicates that fishes are important predators. This study confirms the concept that the ecosystem generates adequate food for the fish assemblage. Fishes recycle energy, as excretory products, via the detritus pool and surf-diatoms, while fishes moving across the outer boundary of the surf-zone export energy from the system. There is increasing international pressure to ensure that mining development is aligned with local and national development objectives. In South Africa, legislation requires mining companies to produce Social and Labour Plans, which are aimed at addressing local developmental concerns. Against the background of the new mining legislation in South Africa, this paper evaluates attempts to address mine downscaling in the Free State Goldfields over the past two decades. The analysis shows that despite an improved legislative environment, the outcomes in respect of integrated planning are disappointing, owing mainly to a lack of trust and government incapacity to enact the new legislation. It is argued that legislative changes and a national response in respect of mine downscaling are required.  相似文献

Twenty-two cases of cystic hygromas were diagnosed prenatally at Eastern Virginia Medical School and followed through the neonatal period. Our series was combined with 131 cases which have been described in the literature. Karyotypes were obtained in 110 fetuses and 80 (72·7 per cent) were abnormal. Fifty-one were not terminated: 30 with abnormal and 21 with normal karyotypes. There were no neonatal survivors in the group with abnormal karyotypes. There were five survivors in the 21 with normal karyotypes but only 2/21 without severe medical complications. Combining our series with those previously reported in the literature would suggest only a 2–3 per cent rate of intact survivors when fetal cystic hygromas are diagnosed in utero. This information should be helpful when counselling patients whose pregnancies carry this diagnosis.  相似文献

Oxygen consumption studies were undertaken with 3 mullet species to determine b, the exponent of w, as well as a, as indices of metabolic rate in the equation M=aw bwhere M=metabolic rate, a=the intensity of metabolism, W=body weight, and b=the exponent of w. This was done under 5 experimental temperatures (13°, 18°, 23°, 28°, 33°C) for Mugil cephalus and Liza dumerili at 1 and at 35 S, and for L. richardsoni at 35S only. Mean b values were approximately 0.85. The a values depended on temperature, and increased according to Van't Hoff's law except for L. dumerili (1 S) and L. richardsoni (35 S) for a temperature increase from 23° to 28°C. It was found that handling had a profound influence on metabolic rate and led to considerably increased consumption rates during the first 8 h after introduction into the respiration chambers. Fasting in L. dumerili resulted in a total drop of 27% in oxygen consumption over a period of 6 days, of which 10% occurred over the first 24 h. Oxygen consumption displayed diurnal rhythms during the 6 day period, with lowest consumption rates at midday and midnight and highest just after sunrise and sunset.  相似文献

Lists of invasive alien species (IAS) are essential for preventing, controlling, and reporting on the state of biological invasions. However, these lists suffer from a range of errors, with serious consequences for their use in science, policy, and management. Here we (1) collated and classified errors in IAS listing using a taxonomy of uncertainty; and (2) estimated the size of these errors using data from a completed listing exercise, with the purpose of better understanding, communicating, and dealing with them. Ten errors were identified. Most result from a lack of knowledge or measurement error (epistemic uncertainty), although two were a result of context dependence and vagueness (linguistic uncertainty). Estimates of the size of the effects of these errors were substantial in a number of cases and unknown in others. Most errors, and those with the largest estimated effect, result in underestimates of IAS numbers. However, there are a number of errors where the size and direction of the effect remains poorly understood. The effect of differences in opinion between specialists is potentially large, particularly for data-poor taxa and regions, and does not have a clearly directional or consistent effect on the size and composition of IAS lists. Five tactics emerged as important for reducing uncertainty in IAS lists, and while uncertainty will never be removed entirely, these approaches will significantly improve the transparency, repeatability, and comparability of IAS lists. Understanding the errors and uncertainties that occur during the process of listing invasive species, as well as the potential size and nature of their effects on IAS lists, is key to improving the value of these lists for governments, management agencies, and conservationists. Such understanding is increasingly important given positive trends in biological invasion and the associated risks to biodiversity and biosecurity.  相似文献
