This article discusses creating a sustainably protective engineered and human management system in perpetuity for sites with long‐lived radiological and chemical hazards. This is essential at this time because the federal government is evaluating its property as assets and attempting to reduce its holdings, while seeking to assure that health and ecosystems are not put at risk. To assist those who have a stake in the remediation, management, and stewardship of these and analogous privately owned sites, this article discusses current end‐state planning by reviewing the federal government's accelerated efforts to reduce its footprint and how those efforts relate to sustainability. The article also provides a list of questions organized around six elements of risk management and primary, secondary, and tertiary disease and injury prevention. Throughout the article, the U.S. Department of Energy (DOE) is used as an example of an organization that seeks to reduce its footprint, manage its budget, and be a steward of the sites that it is responsible for. However, the approach and questions are appropriate for land controlled by the Department of Defense (DOD), the General Services Administration (GSA), and other public and private owners of sites with residual contamination. © 2005 Wiley Periodicals, Inc. 相似文献

The theory of neighbourhood decline due to pariah land uses: Regaining control of the downward cycle
Some neighbourhood environments have become dumping grounds for locally unwanted land uses (LULUs) that middle-class Americans do not want near their homes. LULUs may combine with other pariah land uses to collectively undermine the quality of the local environment, reduce investment, government services, the proportion of middle-income people and associated businesses. As important neighbourhood attributes are lost, illegal activities, derelict structures, trash-strewn lots and the concentration of poor and unhealthy people may increase. This paper describes the theory behind the impact of pariah land uses through examples of the downward spiral experienced by Camden, New Jersey and the south Bronx, New York. It then documents the experience of one community, Elizabethport, New Jersey, in reversing that downward spiral. Success in Elizabethport came from the synergistic activities of local, state and federal governments, community groups, and not-for-profit organizations as they struggled to regain control through local environmental management, rebuilding, and reducing crime. Social capital was also strengthened by using a local community health concern—that of childhood asthma. Efforts to reverse the downward spiral of urban decay from pariah land uses should be multi-faceted, spurred by local efforts that address local concerns. 相似文献

SUMMARY Sustainable development has become the conceptual framework within which societal, economic and environmental issues are addressed at every level around the world. In 1993, a United States-Canada assembly of more than 250 Great Lakes leaders was convened to evaluate the efficacy of creative processes under way in the Great Lakes Basin relative to sustainable development and to identify key success factors and process characteristics which are consistent with principles of sustainable development. A combination of eight criteria for effective project management (i.e. stakeholder involvement; leadership; information and interpretation; planning; human resource development; results and indicators; review and feedback; stakeholder satisfaction) and six principles of sustainable development (i.e. long-range planning and intergenerational responsibility; carrying capacity; anticipation and prevention; full cost accounting; integration of economic, social and environmental factors; efficiency, innovation and continuous improvement) were developed to evaluate and help improve decision-making processes. Such criteria and principles may be useful in improving decision-making processes in other parts of the world. 相似文献

While the redevelopment of brownfield sites has been the mainstay of public agencies and private developers, this paper argues that in order to promote just redevelopment that encourages participation and targets weak market sites, a community-based approach to brownfield redevelopment should be encouraged. Furthermore, this paper maintains that community development corporations (CDCs) could be the ideal agents to spur community development and address environmental justice concerns through their increased involvement in brownfield redevelopment projects. In order to promote these positions, we first describe this new approach, which focuses on building the capacity of CDCs to meaningfully participate in brownfield redevelopment. We then offer four proposals designed to increase this capacity. We conclude with a discussion of how community-based brownfield redevelopment connects to larger issues of democratic decision-making, environmental justice, and urban revitalisation. 相似文献

Assessing Ecological Resources for Remediation and Future Land Uses on Contaminated Lands 总被引:2,自引:0,他引:2
Increasingly, the public and governmental agencies are concerned about remediating and reclaiming contaminated sites. Understanding the ecological resources on-site and valuing those resources in terms of future uses is important for determining suitable future land uses. In this article, we suggest the major categories of natural resource information required by managers, policy makers, and the general public for making initial future land-use determinations. We then use a dataset of 25 Department of Energy (DOE) sites slated for remediation to explore whether such data are readily available and whether the data can be used to assess natural resource value. Although information is available for almost all sites on federally endangered and threatened species, this information is less available for state-listed species. Biodiversity information is available only for some sites for birds (N = 17), mammals (N = 15), reptiles (N = 14), amphibians (N = 13), and plants (N = 11) and is almost nonexistent for invertebrates (N = 2). Some information is available for invasive species (N = 9). The number of available habitats is directly related to total acres and nonindustrial acres. Biodiversity of birds, mammals, and reptiles (but not amphibians) is directly related to both total acres and total nonindustrial acres of sites. These data suggest that even over a wide geographical area (from eastern to western United States), biodiversity relates to habitat size and number of habitats available. We examined site‐specific advisory board (SSAB) minutes and local newspaper coverage of the Fernald, Hanford, Idaho, Oak Ridge, Rocky Flats, and Savannah River sites of the U.S. Department of Energy (US DOE) in order to determine the importance of risk‐related issues related to remediation and other forms of environmental management. About one‐third of SSAB issues were risk‐related, and these were disproportionately major issues at meetings. The media focused on risks associated with remediation and other forms of waste management. The analysis implies that contractors and government officials need to establish and maintain communications with advisory panels and accentuate these contacts well in advance of contemplated new actions. © 2008 Wiley Periodicals, Inc. 相似文献

An evaluation is made of brownfields redevelopment as a smart growth policy compared to purchase of land, restrictive growth policies, changing transportation patterns, promoting compact development designs on the metropolitan fringe, and regional government. In the US brownfields redevelopment has clear advantages with regard to environmental protection, moral imperative, and government and special interest reactions. Its rank with regard to economic feasibility, ability to respond to changes in technology, and public reaction are not clear. A great deal more research is needed, especially about the costs of brownfield redevelopment and public preferences for housing type and location to be certain about brownfields redevelopment as a viable smart growth option. 相似文献

When the cold war ended, the United States stopped developing,testing and building nuclear weapons at nearly all of its former nuclear weapon sites. The Department of Energy (DoE) began a massive environmental remediation programme, which includes engaging surrounding communities in a future land use planning process. Using the Savannah River site as an example, we show that this process faces large obstacles, especially a legacy of mistrust of the DoE and organizational limitations at the federal and local government scales. These hinder open dialogue about future land use. The authors suggest three planning principles for future land use planning and organizational issues that must be addressed before these can be fruitfully explored. 相似文献

A survey of 1351 people who lived within 50 miles of one of six US Department of Energy nuclear weapon sites showed that the vast majority of residents prefer strong public health surveillance and land use controls. The sample was stratified so that the same number of responses was obtained at each site. The strongest correlates of wanting the DOE to restrict on-site activities and maintain and expand its surveillance programs were worries about DOE activities on the site, as well as how those activities could damage the off-site environment. Notably, the exceptions, that is, those who demanded less from the DOE and were not particularly worried about the DOE's activities, tended to live near the site, many worked there or knew people who did, and had high socio-economic status, and trusted the DOE. The findings are mostly, but not entirely, consistent with expectations drawn from the risk perception and organizational trust literatures. The challenge is how to establish a stewardship program that represents a consensus among state and local government, community advisory boards and the public that remediation can go on at the same time that some waste is managed on-site until suitable technologies can be safely deployed, which at some sites means 100 years or in perpetuity. 相似文献

This research examines the perceptions of planners in communities around the largest US Department of Energy (DOE) nuclear weapons sites. Surveys and interviews revealed that planners are often unclear about DOE intentions, concerned about jobs and environmental contamination, and desire more involvement with future site use decisions. Planners' ratings of residents' trust of the DOE were also low, and low trust was most strongly associated with places where local officials have not been invited to future use meetings. Recommendations include improving coordination of on-site planning with local land use plans and increasing trust with a Federal-local government partnership that recognizes local concerns about the clean-up, closure and disposition of the sites. 相似文献
