This meta-analysis of both published and unpublished studies assesses factors believed to influence adoption of agricultural Best Management Practices in the United States. Using an established statistical technique to summarize the adoption literature in the United States, we identified the following variables as having the largest impact on adoption: access to and quality of information, financial capacity, and being connected to agency or local networks of farmers or watershed groups. This study shows that various approaches to data collection affect the results and comparability of adoption studies. In particular, environmental awareness and farmer attitudes have been inconsistently used and measured across the literature. This meta-analysis concludes with suggestions regarding the future direction of adoption studies, along with guidelines for how data should be presented to enhance the adoption of conservation practices and guide research.  相似文献

We examined the behavior of individual mature female Mediterranean fruit flies (medflies), Ceratitis capitata (Wiedemann), transferred from a holding cage without fruit to a clean host kumquat fruit already occupied by another medfly female engaged in ovipositional behavior. A significantly greater proportion of transferred (=test) ovipositionally naive females initiated ovipositor boring into a fruit in the presence than in the absence of an occupying medfly. Moreover, test females commenced boring significantly sooner in the presence than in the absence of another medfly. Interestingly, similar results occurred when a test medfly was transferred to a kumquat occupied by an ovipositing female oriental fruit fly, Bactrocera dorsalis Hendel. In contrast, there was no enhancement of propensity to bore when a test medfly was transferred to a kumquat occupied by a female Biosteres arisanus (Sonan), a parasitoid attacking medfly eggs. The principal proximate stimulus giving rise to the higher tendency to oviposit of a test medfly in the presence of an occupying medfly or oriental fruit fly appeared to be wing-waving by the occupant during an encounter. We consider our findings to be good evidence of socially facilitated ovipositional behavior in ovipositionally naive medflies, and suggest that such females may benefit from acquisition of a cue demonstrating the acceptability of a host for oviposition. Benton County, in north-central Indiana, USA has successfully sited more than 500 turbines. To understand Benton County’s acceptance of wind farms, a holistic case study was conducted that included a document review, a survey of local residents and interviews with key stakeholders. Survey questionnaires were sent to 750 residents asking questions about attitudes toward the wind farms, perceived benefits and impacts from the wind farms, environmental attitudes, and demographic information. Key stakeholders were also interviewed for a deeper understanding of the historical timeline and community acceptance of the wind farm development. While there is limited opposition to the turbines, on the whole the community presents a front of acceptance. Financial, rather than environmental, benefits are the main reason for the acceptance. Although significant in other case studies, transparency and participation do not play a large role in Benton County’s acceptance. Most residents are not concerned with either visual impacts or noise from the wind turbines. More concrete benefits to the community, such as reduced energy bills for county residents, could help to extend acceptance even further within the community. Although there are concerns about the acceptance of wind farms and the impacts of those farms on local residents in both peer-reviewed literature and popular media, we found little evidence of those concerns in Benton County. Instead, we found Benton County to be a community largely accepting of wind farms.  相似文献

Targeting of agricultural conservation practices to cost‐effective locations has long been of interest to watershed managers, yet its implementation cannot succeed without meaningful engagement of agricultural producers who are decision makers on the lands they farm. In this study, we engaged 14 west‐central Indiana producers and landowners in an adaptive targeting experiment. Interviews carried out prior to targeting provided rich spatial information on existing conservation practices as well as producers' preferences for future conservation projects. We targeted six of the most accepted conservation practices using the Soil and Water Assessment Tool and spatial optimization using a genetic algorithm approach. Fairly optimal conservation scenarios were possible with even the most limiting constraints of farmer‐accepted practices. We presented in follow‐up interviews a total of 176 conservation practice recommendations on 103 farm fields to 10 farmers whose lands were targeted for conservation. Primary findings indicated producers were interested in the project, were open to hearing recommendations about their lands, and expressed a high likelihood of adopting 35% of targeted recommendations. Farmers generally viewed the interview process and presentation of results quite favorably, and the interviews were found to build trust and make the targeting process more acceptable to them.  相似文献

Conservation policy in agricultural systems in the United States relies primarily on voluntary action by farmers. Federal conservation programs, including the Environmental Quality Incentives Program, offer incentives, both financial and technical, to farmers in exchange for adoption of conservation practices. Understanding motivations for (as well as barriers to) participation in voluntary programs is important for the design of future policy and effective outreach. While a significant literature has explored motivations and barriers to conservation practice adoption and participation in single programs, few studies in the U.S. context have explored general participation by farmers in one place and time. A mixed-methods research approach was utilized to explore farmer participation in all U.S. Farm Bill programs in Indiana. Current and past program engagement was high, with nearly half of survey respondents reporting participation in at least one program. Most participants had experience with the Conservation Reserve Program, with much lower participation rates in other programs. Most interview participants who had experience in programs were motivated by the environmental benefits of practices, with incentives primarily serving to reduce the financial and technical barriers to practice adoption. The current policy arrangement, which offers multiple policy approaches to conservation, offers farmers with different needs and motivations a menu of options. However, evidence suggests that the complexity of the system may be a barrier that prevents participation by farmers with scarce time or resources. Outreach efforts should focus on increasing awareness of program options, while future policy must balance flexibility of programs with complexity.  相似文献

Watershed managers have largely embraced targeting of agricultural conservation as a way to manage strategically non-point source pollution from agricultural lands. However, while targeting of particular watersheds is not uncommon, targeting farms and fields within a specific watershed has lagged. In this work, we employed a qualitative approach, using farmer interviews in west-central Indiana to better understand their views on targeting. Interviews focused on adoption of conservation practices on farmers’ lands and identified their views on targeting, disproportionality, and monetary incentives. Results show consistent support for the targeting approach, despite dramatic differences in farmers’ views of land stewardship, in their views about disproportionality of water quality impacts, and in their trust in conservation programming. While the theoretical concept of targeting was palatable to all participants, many raised concerns about its practical implementation, pointing to the need for flexibility when applying targeting solutions and revealing misgivings about the government agencies that perform targeting.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00508.x Abstract: In a traditional paired watershed study, watersheds are selected to be as similar as possible so that conclusions may be drawn about the performance of Best Management Practices. We have extended the paired watershed concept to examine the effectiveness of watershed management programs by adding comparative criteria for social characteristics. For four different 8 or 11/12 digit hydrologic unit code (HUC) watersheds in the Midwest, we have piloted a systematic method for selecting paired subwatersheds. First, we developed a list of 11 key variables. Next, a factor analysis was conducted to determine the underlying structure of the 11 input variables. Finally, in each of the four watersheds, potential paired subwatersheds (all 14 digit HUCs) were selected using the factors in a cluster analysis. Informal interviews were then held with key informants in each watershed to provide qualitative assessments of criteria that could impact the comparability of the subwatersheds. This method for selecting paired watersheds should be helpful for other researchers to test the effectiveness of watershed management programs focused on behavior change.  相似文献
