Community evacuation following a chlorine release, Mississippi 总被引:1,自引:0,他引:1
On 7th September 1986, four miles north of Collins, Mississippi, a train transporting chlorine derailed. Two cars ruptured and gas escaped. As a result, 100 families were evacuated. To study the evacuation process, we conducted person-to-person interviews with sixty-two families staying in the evacuation center. Only 52.5% of the families received their first directive to evacuate directly from police or other officials. Delays in evacuating tended to be shorter when people were warned by the police and were told the reason for evacuating. Lack of personal transportation and preexisting health problems resulted in delays in evacuation. Concerns about evacuation included fear of looting, lack of a place to go, lack of transportation, difficulty in moving with children and elderly persons, and the need to take care of pets. One third of the interviewees reported feeling panic. Community evacuation procedures would be improved if: (1) officials contact all households directly; (2) the warning message addresses people's concerns; and (3) transportation is provided. 相似文献

On 11 August 1985, a large inadvertent release occurred from a chemical manufacturing plant in Institute, West Virginia. The emission was related to overheating of a storage tank that contained chemicals for the production of aldicarb, a cholinesterase inhibiting pesticide. As a result of this emission, 136 persons were treated in five local emergency rooms, 29 of whom were hospitalized for one or more days, mostly for observation. No fatalities resulted. Interviews with treated persons and non-treated community residents confirmed that the health effects were transient and compatible with exposure to irritating vapors rather than with exposure to methyl isocyanate (a chemical used in the process) or to aldicarb. Only 5% of the treated persons and 5% of the community residents surveyed were adequately warned of the emission by the plant siren. Because persons in the nearby community are potentially vulnerable to chemical injury, we recommend the development of an improved warning system, a formal evacuation procedure, and other measures to limit exposure of persons in this area in the event of a future release. 相似文献

Taking Wonderland—a simple model of demographic, economic and environmental interactions—as our artificial world, we illustrate the use of geometric singular perturbation theory in environmental demoeconomics. The theory of slow-fast dynamics helps us to gain new insights into the system's behaviour and enables one to reduce the inherent unpredictability of a “natural catastrophe” in Wonderland. Circulating placental [human chorionic gonadotrophin (hCG), Schwangerschafts protein 1 (SP1), pregnancy-associated plasma protein A (PAPP-A), decidual (pregnancy protein) 12 (PP12), and fetal alphafetoprotein (AFP)] proteins were measured immediately before and within 1 h in 18 women undergoing diagnostic chorionic villus sampling (CVS) in the first trimester. An elevation of serum AFP levels was consistently seen, while fluctuations in excess of 10 per cent of the pre-CVS levels of SP1 and PP12 were seen in the majority of patients. Fluctuations in hCG and PAPP-A were consistently less than 10 per cent of pre-CVS values. Post-CVS changes in levels were not apparently associated with any feature of the technique, the pregnancy, or its outcome (one missed abortion). As feto-maternal haemorrhage is a common event, anti-D should be offered to rhesus-negative women undergoing CVS. In the prediction of subsequent miscarriage, only hCG and PAPP-A measurements should be considered. 相似文献

ABSTRACT: A meandering stream channel was simulated in the Hydraulics Laboratory at Colorado State University and a series of tests was conducted using four types of vegetation to evaluate the potential effects of vegetation on sediment deposition and retention in a stream channel. The data collected included average flow velocity, flow depth, length of vegetation, density of vegetation, cross-sectional area of the vegetative stem, wetted perimeter of the vegetative stem, and injection and flushing time. The findings indicated that the vegetation could retain from 30 to 70 percent of the deposited sediments. The ability of vegetation to entrap and retain sediment is related to the length and cross-sectional area of the vegetation. The variables describing the flow and the vegetative properties were combined to form a predictive parameter, the sedimentation factor (Sd) that can be compared with the amount of sediment entrapped by vegetation in a stream system. Eight stormwater user fees (SUFs) were applied to the City of Roanoke and the Town of Blacksburg, Virginia, to determine the effect each has on how land use type impacts the sources of revenue. Roanoke is larger and includes more industrial areas, but less multifamily impervious areas than Blacksburg, which translates differently in the SUFs. Residential parcels comprise the highest percentage of the revenue in all eight SUFs in Blacksburg and four in Roanoke. For both municipalities, two specific SUFs consistently comprised the highest percentage burden for residential homeowners while three other SUFs demonstrated the highest burden for commercial parcels. Open space parcels contain little impervious area, yet account for up to 27% of the revenue in the Blacksburg Area fee structure. Industrial parcels comprise more revenue in Roanoke, averaging 10.1‐4.5% in Blacksburg. Fee types that are easier to administer (e.g., Flat fees) may not fully represent the stormwater contribution from the parcels. Several factors, such as municipality location and population, are thought to influence trends among stormwater utilities (SWUs); however, no analysis of the relationship between these factors and SWU characteristics has been performed. This article corroborates hypothesized relationships and identifies trends and patterns in the establishment, funding mechanism, and magnitude of SWUs by analyzing location, population density, home value, and year of establishment for a comprehensive national SWU database with data for 1,490 SWUs. The equivalent residential unit (ERU), a SWU that charges based on impervious area, was the most prevalent funding mechanism in all National Oceanic and Atmospheric Administration Climate Regions of the United States except the West and West‐North‐Central. The ERU was also found in larger cities with high population densities, whereas the Flat Fee, a SWU that charges a single rate for all properties, was found in smaller towns. Higher home values were correlated with higher monthly fees for 28% of the municipalities analyzed. The residential equivalence factor, a SWU that charges based on runoff produced, was popular in municipalities with higher home values, whereas the Flat Fee was popular in municipalities with lower home values. The number of SWUs established increased with Phase I municipal separate stormwater and sewer system (MS4) permit and Phase II small MS4 permit deadlines. Cities throughout the world are key sites for energy sustainability activities. However, analysis of such efforts to date has focused on a sub-set of atypical cities: early adopters and/or world cities. This article undertakes a case-study analysis for an ordinary city, Philadelphia, PA in order to assess the extent to which prior research provides adequate policy explanation for ordinary cities and to gain empirical insight on two under-researched aspects: policy actors, and the policy-making and implementation sites (action sites) for urban energy sustainability. Overall, the types of policy drivers, modes of governance, and enabling factors and barriers in the Philadelphia case fit with prior studies. Focusing on actors and action sites, however, offers insight on the city’s relative policy-making approach based on “non-controversy”, the key role of third-sector actors in both policy-making and implementation, and the diversification of action sites through external-level policy-making operationalised locally nevertheless at the expense of reduced control by urban actors. These findings lead to recommendations for urban energy sustainability research and practice. 相似文献
