A GIS/Simulation Framework for Assessing Change in Water Yield over Large Spatial Scales 总被引:1,自引:0,他引:1
Recent legislation to initiate vegetation management in the Central Sierra hydrologic region of California includes a focus
on corresponding changes in water yield. This served as the impetus for developing a combined geographic information system
(GIS) and simulation assessment framework. Using the existing vegetation density condition, together with proposed rules for
thinning to reduce fire risk, a set of simulation model inputs were generated for examining the impact of the thinning scenario
on water yield. The approach allows results to be expressed as the mean and standard deviation of change in water yield for
each 1-km2 map cell that is thinned. Values for groups of cells are aggregated for typical watershed units using area-weighted averaging.
Wet, dry, and average precipitation years were simulated over a large region. Where snow plays an important role in hydrologic
processes, the simulated change in water yield was less than 0.5% of expected annual runoff for a typical watershed. Such
small changes would be undetectable in the field using conventional stream flow analysis. These results suggest that use of
water yield increases to help justify forest-thinning activities or offset their cost will be difficult. 相似文献

Abstract: Conservation easements are one of the primary tools for conserving biodiversity on private land. Despite their increasing use, little quantitative data are available on what species and habitats conservation easements aim to protect, how much structural development they allow, or what types of land use they commonly permit. To address these knowledge gaps, we surveyed staff responsible for 119 conservation easements established by the largest nonprofit easement holder, The Nature Conservancy, between 1985 and 2004. Most easements (80%) aimed to provide core habitat to protect species or communities on-site, and nearly all were designed to reduce development. Conservation easements also allowed for a wide range of private uses, which may result in additional fragmentation and habitat disturbance. Some residential or commercial use, new structures, or subdivision of the property were permitted on 85% of sampled conservation easements. Over half (56%) allowed some additional buildings, of which 60% restricted structure size or building area. Working landscape easements with ranching, forestry, or farming made up nearly half (46%) of the easement properties sampled and were more likely than easements without these uses to be designated as buffers to enhance biodiversity in the surrounding area. Our results demonstrate the need for clear restrictions on building and subdivision in easements, research on the compatibility of private uses on easement land, and greater public understanding of the trade-offs implicit in the use of conservation easements for biodiversity conservation. 相似文献

Voting systems aggregate preferences efficiently and are often used for deciding conservation priorities. Desirable characteristics of voting systems include transitivity, completeness, and Pareto optimality, among others. Voting systems that are common and potentially useful for environmental decision making include simple majority, approval, and preferential voting. Unfortunately, no voting system can guarantee an outcome, while also satisfying a range of very reasonable performance criteria. Furthermore, voting methods may be manipulated by decision makers and strategic voters if they have knowledge of the voting patterns and alliances of others in the voting populations. The difficult properties of voting systems arise in routine decision making when there are multiple criteria and management alternatives. Because each method has flaws, we do not endorse one method. Instead, we urge organizers to be transparent about the properties of proposed voting systems and to offer participants the opportunity to approve the voting system as part of the ground rules for operation of a group. The WTC disaster provided an opportunity to look for ways to prevent morbidity among occupants of high-rise buildings during fires. This paper first describes the overall morbidity resulting from the explosion and fire, and second, presents the results of a case-control study carried out to identify risk factors for smoke-related morbidity. The main ones include: increased age, presence of a pre-existing cardio-pulmonary condition, entrapment in a lift and prolonged evacuation time. Study results point to the importance of the following safety systems during high-rise building fires: smoke-control systems with separate emergency power sources; lift-cars, lift-car position-monitoring systems, and lift-car communication systems with separate emergency power sources; two-way emergency communication systems on all floors and in stairwells; stairwells with emergency lighting and designed for the rapid egress of crowds; evacuation systems/equipment to assist in the evacuation of vulnerable people (elderly, infirm). In recent years there has been a startling rise in the issuance of fish consumption advisories. Unfortunately, compliance
by the public is often low. Low compliance can be due to a number of factors, including confusion over the meaning of advisories,
conflicting advisories issued by different agencies, controversies involving health benefits versus the risks from consuming
fish, and an unwillingness to act on the advisories because of personal beliefs. In some places, such as along the Savannah
River, one state (South Carolina) had issued a consumption advisory while the other (Georgia) had not, although at present,
both states now issue consumption advisories for the Savannah River. Herein we report on the development of a fish fact sheet
to address the confusing and conflicting information available to the public about consuming fish from the Savannah River.
The process involved interviewing fishers to ascertain fishing and consumption patterns, evaluating contaminant levels and
exposure pathways, discussing common grounds for the provision of information, and consensus-building among different regulatory
agencies (US Environmental Protection Agency, South Carolina Department of Health and Environmental Control, Georgia Department
of Natural Resources) and the Department of Energy. Consensus, a key ingredient in solving many different types of “commons”
problems, was aided by an outside organization, the Consortium for Risk Evaluation with Stakeholder Participation (CRESP).
The initial role for CRESP was to offer scientific data as a basis for groups with different assumptions about risks to reach
agreement on a regulatory response action. The process was an example of how credible science can be used to implement management
and policies and provide a basis for consensus-building on difficult risk communication issues. The paper provides several
lessons for improving the risk process from stakeholder conflicts, through risk assessment, to risk management. It also suggests
that consensus-building and risk communication are continuing processes that involve assimilation of new information on contaminants
and food-chain processes, state and federal law, public policy, and public response. 相似文献

Cleveland and Shore (1992) suggested that four perceptual age measures could be grouped into person-oriented and context-oriented factors. This study examined longitudinal data from their same sample, and tested three propositions related to the distinctiveness and usefulness of the age measures. Confirmatory factor analyses showed that the factor structure proposed by Cleveland and Shore was invariant over time, and that new multi-item scales measuring two types of age loaded on appropriate factors. As hypothesized, context-oriented measures showed less temporal stability than person-oriented measures, and the temporal relationships among person-oriented measures were more easily explained in terms of a strict simplex structure than was the case for context-oriented measures. Perceptual age measures accounted for variance in self-ratings and managers' ratings of employee health, self-ratings of retirement intentions, and managers' ratings of promotability not accounted for by chronological age. © 1997 John Wiley & Sons, Ltd. 相似文献
