United States-Mexican transboundary water resources management is presently experiencing significant reform resulting from long-term demographic processes in the border region and greater economic integration. The recently concluded North American Free Trade Agreement and supplementary environmental accord modify existing agreements and provide old institution with new mandates. Particularly affected is the International Boundary and Water Commission (IBWC), long the lead agency in binational water management. This essay reviews the development of the new water management regime against the two preceding phases of management reform and considers its implications for improved water management in the border region.  相似文献

Summary Although several different hypotheses have been proposed to explain the evolution of helping behavior, most are based on the assumption that helping enhances the reproductive success of recipient breeders. I tested this assumption by removal experiments in the cooperatively breeding Florida scrub jay (Aphelocoma c. coerulescens). This species lives in permanently territorial social units containing a single breeding pair and none to six nonbreeders, which are usually offspring of the breeding pair and which usually act as helpers by feeding the nestlings and fledglings produced by the breeding pair. Although experimental removals of non-breeders in 1987–1988 had no significant effect on breeder survival, egg production, or hatching success, experimental groups suffered higher rates of predation on nestlings (1987) and lower rates of fledgling survival (both years) than did unmanipulated controls. As a result, experimental groups produced an average of only 0.56 independent juveniles, compared to 1.62 young for controls. Analysis of the factors contributing to nestling and fledgling mortality indicates that helping behavior per se (i.e., the aid that nonbreeders provide to dependent young), not the mere presence of nonbreeders, was responsible for the greater reproductive success observed in control groups. Because survival rates of allofeeders (i.e., those nonbreeders that provisioned dependent young) were virtually identical to those of non-allofeeders, the costs of helping behavior in this species appear to be small. Furthermore, nonbreeders are more likely to provision dependent young within their social unit when those young are closely related. I therefore conclude that nonbreeders increase their indirect fitness by serving as helpers and that helping behavior in the Florida scrub jay is a trait that has current selective utility. It remains debatable, however, whether helping in this species is an adaptation that has been shaped by the process of natural selection.  相似文献

Summary Breeding males or females were removed from groups of the cooperatively breeding acorn woodpecker to study (1) competition among individuals from different groups to fill the breeding vancancies, (2) conflict between parents and offspring within groups over replacement of the removed bird, and (3) conflict between parents and offspring for breeding status. Intense fights (power struggles) among nonbreeders from other groups to fill the breeding vacancies developed after the removals. In groups containing only helpers of the opposite sex as the removed bird, replacement was rapid, but in groups containing helpers of the same sex as the removed bird replacement was delayed substantially. In these latter groups parent-offspring conflict developed: helpers could not breed because their parent of the opposite sex was present, and they attacked potential replacements, while their remaining parent advertised for a new mate by calling. Once replacement had occurred, dominance interactions between parents and offspring and among siblings appeared to prevent some individuals from breeding. We conclude that the potential for competition among close kin is high in cooperative species because breeding opportunities are limited.  相似文献

In order to investigate the oxygen tolerance capacity of upflow anaerobic solid-state(UASS)with anaerobic filter(AF) system, the effect of microaeration on thermophilic anaerobic digestion of maize straw was investigated under batch conditions and in the UASS with AF system. Aeration intensities of 0–431 m L O2/gvswere conducted as pretreatment under batch conditions. Aeration pretreatment obviously enhanced anaerobic digestion and an aeration intensity of 431 m L O2/gvsincreased the methane yield by 82.2%. Aeration intensities of 0–355 m L O2/gvswere conducted in the process liquor circulation of the UASS with AF system. Dissolved oxygen(DO) of UASS and AF reactors kept around 1.39 ±0.27 and 0.99 ± 0.38 mg/L, respectively. p H was relatively stable around 7.11 ± 0.04. Volatile fatty acids and soluble chemical oxygen demand concentration in UASS reactor were higher than those in AF reactor. Methane yield of the whole system was almost stable at 85 ± 7 m L/gvs as aeration intensity increased step by step. The UASS with AF system showed good oxygen tolerance capacity.  相似文献

/ This study evaluates the institutional capacity and performance of the Taipei Water Management Commission. The commission, which manages the Taipei Water Special Area-one of 95 such areas in Taiwan and the only one managed by a supervisory agency-has established a record of water conservation that suggests its utility as a model for managing other protected water resources areas in Taiwan. However, its present institutional structure limits its ability deliver on its mandate. Abstract: We examined the demographic consequences of road mortality in the cooperatively breeding Florida Scrub-Jay (Aphelocoma coerulescens ), a threatened species restricted to the oak scrub of peninsular Florida. Between May 1986 and July 1995 we monitored the survival and reproductive success of a color-banded population of jays along a two-lane highway at Archbold Biological Station. Annual mortality of breeding adults was 0.38 on road territories, significantly higher than the rate of 0.23 for breeders on nonroad territories. High mortality on road territories appeared to be a direct result of automobile traffic per se and not a consequence of road-induced changes in habitat characteristics. Mortality was especially high for immigrants without previous experience living along the road: in their first two years as breeders on road territories, naive immigrants experienced annual mortality of 0.50 and 0.45. From year 3 onward, however, annual mortality dropped to 0.29, not significantly different from the rate for birds on nonroad territories. This experience-dependent decline in road mortality could be caused either by surviving jays learning to avoid automobiles or by selective mortality operating through time (demographic heterogeneity). Proximity to the road had no effect on nesting success beyond its indirect effects on breeder experience and group size. Because the mortality of 30- to 90-day-old fledglings was significantly higher on road territories than on nonroad territories, however, breeder mortality greatly exceeded production of yearlings on road territories. Roadside territories therefore are sinks that can maintain populations of Florida Scrub-Jays only via immigration. Because Florida Scrub-Jays do not avoid roadside habitats and may even be attracted to them, road mortality presents a difficult challenge for the management and conservation of this threatened and declining species.  相似文献

To determine whether fundamental differences exist in the reproductive physiology of breeder and nonbreeder Florida scrub-jays (Aphelocoma coerulescens), we compared plasma levels of testosterone (T) and luteinizing hormone (LH) in males, and estradiol (E2) and LH in females. Although male breeders had higher overall T and larger testes, nonbreeders’ T paralleled that of breeders, and their testes were more than an order of magnitude larger than regressed testes. Breeder and nonbreeder males had equivalent baseline LH, and equivalent changes in LH following a gonadotropin-releasing hormone (cGnRH-I) challenge. The T, LH and GnRH challenge data indicate that nonbreeder males have functional hypothalamo-pituitary-gonadal (HPG) axes. We found no hormonal evidence of inbreeding suppression in males: nonbreeders that did not live with their mothers and those that did had similar T. Male nonbreeders that were exposed to E2-implanted females had higher T than did controls, suggesting that the lack of within-pair stimulation is a key factor in whether an individual delays breeding. Female nonbreeders had E2 titres equal to or higher than breeders and neither basal LH nor LH following GnRH challenge differed by breeding status. Nonbreeders’ ovarian follicles were smaller than breeders’, but were larger than they would be during the non-breeding season. These data suggest that nonbreeders were primed for breeding and were simply waiting for an opportunity or a required stimulus. Female nonbreeders that lived in a territory with an unrelated male breeder had significantly higher E2 than those that remained with their fathers. Similarly, nonbreeders that were captured away from their home territories had elevated E2. However, nonbreeders that lived with their fathers had E2 that was equivalent to breeding females, suggesting that inbreeding avoidance may not be the primary factor leading to delayed breeding in females. Since taking office 1 December 1988, Mexico's incumbent president, Carlos Salinas de Gortari, has introduced important innovations in environmental policy that distinguish his administration from those of his predecessors. Greater administrative continuity, improved regulatory capacity achieved through statutory change, focused priorities centering on pollution abatement in Mexico City, and an aggressive search for external financing for pollution control are hallmarks of Salinas' approach. The success of these environmental reforms depends heavily on economic recovery, however, and environmental policy still suffers from underfunding, bureaucratic fragmentation, and heavy reliance on voluntarist enforcement mechanisms. Recently, U.S. congressional debate on a proposed free trade agreement with Mexico has been a factor in spurring the Salinas government to take new antipollution and conservation measures. Mexico's growing environmental movement is also an important force behind the government's new responsiveness in environmental matters. The Salinas administration recognizes the issue's political salience and has sought to defuse environmental criticism using a large arsenal of resources at its disposal. Salinas' environmental policy strategy may thus be characterized as both proactive and reactive in nature. While the reforms are evidence that Mexico is beginning to take environmental matters more seriously, economic recovery and sustained environmental activism remain vital to further progress.  相似文献

Summary The acorn woodpecker is a cooperative breeder generally thought to breed promiscuously within groups, but alternative patterns of reproductive investment can be expected and remain to be examined. With this feature of mating system in mind, we studied the reproductive roles of individuals in a single group of this species in central coastal California over a three-year period. Particularly detailed observations were made in 1979, when the group consisted of two potentially breeding sibling males and a single breeding female. One male (298) contributed significantly more than 297 in virtually all aspects of nest and fledgling care. These include (1) feeding nestlings, (2) nest sanitation, (3) nocturnal incubation and brooding, (4) feeding fledglings, and (5) escorting fledglings. In the few observed and rarely occurring dominance interactions, 298 prevailed. These results suggest that 298 had a higher probability of fathering the group's two 1979 offspring than did his brother. Thus, the two males differed substantially in their parental roles within the group, and very likely in reproductive roles, also. At present stage of knowledge, monogamy in groups with one female and more than one potential reproductive male is no less likely than promiscuity. These findings are discussed with respect to the evolution of cooperative breeding in this species.  相似文献
