What Is a Good Public Participation Process? Five Perspectives from the Public   总被引:12,自引:1,他引:11  
It is now widely accepted that members of the public should be involved in environmental decision-making. This has inspired many to search for principles that characterize good public participation processes. In this paper we report on a study that identifies discourses about what defines a good process. Our case study was a forest planning process in northern New England and New York. We employed Q methodology to learn how participants characterize a good process differently, by selecting, defining, and privileging different principles. Five discourses, or perspectives, about good process emerged from our study. One perspective emphasizes that a good process acquires and maintains popular legitimacy. A second sees a good process as one that facilitates an ideological discussion. A third focuses on the fairness of the process. A fourth perspective conceptualizes participatory processes as a power struggle—in this instance a power play between local landowning interests and outsiders. A fifth perspective highlights the need for leadership and compromise. Dramatic differences among these views suggest an important challenge for those responsible for designing and carrying out public participation processes. Conflicts may emerge about process designs because people disagree about what is good in specific contexts.  相似文献

Abstract:  It is widely agreed that in many parts of the world some bumblebee ( Bombus ) species have declined, and that this has often been driven by land-use changes that cause reductions in the abundance of food plants. There is much less agreement about how changes in food plants affect some bumblebee species more than others. We sought to identify which species' characteristics are generally associated with the relative winners and losers by comparing the 3 independent bumblebee faunas from parts of Britain, Canada, and China. Using available survey data, we assessed species characteristics, including competition with congeners, climatic specialization, proximity to climatic range edge, food specialization, phenology, body size, and range size. Results of our meta-analysis of correlations showed support for the hypotheses that decline susceptibility is generally greater for species that have greater climatic specialization, for species in areas where they occur closest to the edges of their climatic ranges, and for species that have queens that become active later in the year. The latter characteristic may render a species at a particular disadvantage when they have long colony cycles if there are losses of food plants in mid to late colony development.  相似文献

实验研究了磺胺甲恶唑和甲氧苄氨嘧啶连续暴露于自然光下72 h,在pH值为4.0、7.0、9.0水体中的光降解行为,同时考察了黑暗条件下对照样品在不同pH条件下的稳定性.实验表明,光强、光照时间、水体pH都直接影响到磺胺甲恶唑的去除率.在自然光照环境下,不同pH溶液中的磺胺甲恶唑均易发生光降解,而黑暗对照样品去除率较小.甲氧苄氨嘧啶则比较稳定,几乎未发生降解,但黑暗对照样品在pH值为4.0和7.0的溶液中,与起始浓度相比,去除率大于10%,这可能主要与该药物在不同pH溶液中的离子形态及光照过程中的温度波动有关.  相似文献

Trophy hunting can provide economic incentives to conserve wild species, but it can also involve risk when rare species are hunted. The anthropogenic Allee effect (AAE) is a conceptual model that seeks to explain how rarity may spread the seeds of further endangerment. The AAE model has increasingly been invoked in the context of trophy hunting, increasing concerns that such hunting may undermine rather than enhance conservation efforts. We question the appropriateness of uncritically applying the AAE model to trophy hunting for 4 reasons. First, the AAE assumes an open‐access resource, which is a poor characterization of most trophy‐hunting programs and obscures the potential for state, communal, or private‐property use rights to generate positive incentives for conservation. Second, study results that show the price of hunting increases as the rarity of the animal increases are insufficient to indicate the presence of AAE. Third, AAE ignores the existence of biological and behavioral factors operating in most trophy‐hunting contexts that tend to regulate the effect of hunting. We argue that site‐specific data, rather than aggregated hunting statistics, are required to demonstrate that patterns of unsustainable exploitation can be well explained by an AAE model. Instead, we suggest that conservation managers seeking to investigate and identify constraints that limit the potential conservation role of trophy hunting, should focus on the critical governance characteristics that shape the potential conservation role of trophy hunting, such as corruption, insecure property rights, and inadequate sharing of benefits with local people. The allocation of land to biological diversity conservation competes with other land uses and the needs of society for development, food, and extraction of natural resources. Trade‐offs between biological diversity conservation and alternative land uses are unavoidable, given the realities of limited conservation resources and the competing demands of society. We developed a conservation‐planning assessment for the South African province of KwaZulu‐Natal, which forms the central component of the Maputaland–Pondoland–Albany biological diversity hotspot. Our objective was to enhance biological diversity protection while promoting sustainable development and providing spatial guidance in the resolution of potential policy conflicts over priority areas for conservation at risk of transformation. The conservation‐planning assessment combined spatial‐distribution models for 646 conservation features, spatial economic‐return models for 28 alternative land uses, and spatial maps for 4 threats. Nature‐based tourism businesses were competitive with other land uses and could provide revenues of >US$60 million/year to local stakeholders and simultaneously help meeting conservation goals for almost half the conservation features in the planning region. Accounting for opportunity costs substantially decreased conflicts between biological diversity, agricultural use, commercial forestry, and mining. Accounting for economic benefits arising from conservation and reducing potential policy conflicts with alternative plans for development can provide opportunities for successful strategies that combine conservation and sustainable development and facilitate conservation action. Sport hunting is often proposed as a tool to support the conservation of large carnivores. However, it is challenging to provide tangible economic benefits from this activity as an incentive for local people to conserve carnivores. We assessed economic gains from sport hunting and poaching of leopards (Panthera pardus), costs of leopard depredation of livestock, and attitudes of people toward leopards in Niassa National Reserve, Mozambique. We sent questionnaires to hunting concessionaires (n = 8) to investigate the economic value of and the relative importance of leopards relative to other key trophy‐hunted species. We asked villagers (n = 158) the number of and prices for leopards poached in the reserve and the number of goats depredated by leopard. Leopards were the mainstay of the hunting industry; a single animal was worth approximately U.S.$24,000. Most safari revenues are retained at national and international levels, but poached leopard are illegally traded locally for small amounts ($83). Leopards depredated 11 goats over 2 years in 2 of 4 surveyed villages resulting in losses of $440 to 6 households. People in these households had negative attitudes toward leopards. Although leopard sport hunting generates larger gross revenues than poaching, illegal hunting provides higher economic benefits for households involved in the activity. Sport‐hunting revenues did not compensate for the economic losses of livestock at the household level. On the basis of our results, we propose that poaching be reduced by increasing the costs of apprehension and that the economic benefits from leopard sport hunting be used to improve community livelihoods and provide incentives not to poach. Abstract: Often abundance of rare species cannot be estimated with conventional design‐based methods, so we illustrate with a population of blue whales (Balaenoptera musculus) a spatial model‐based method to estimate abundance. We analyzed data from line‐transect surveys of blue whales off the coast of Chile, where the population was hunted to low levels. Field protocols allowed deviation from planned track lines to collect identification photographs and tissue samples for genetic analyses, which resulted in an ad hoc sampling design with increased effort in areas of higher densities. Thus, we used spatial modeling methods to estimate abundance. Spatial models are increasingly being used to analyze data from surveys of marine, aquatic, and terrestrial species, but estimation of uncertainty from such models is often problematic. We developed a new, broadly applicable variance estimator that showed there were likely 303 whales (95% CI 176–625) in the study area. The survey did not span the whales' entire range, so this is a minimum estimate. We estimated current minimum abundance relative to pre‐exploitation abundance (i.e., status) with a population dynamics model that incorporated our minimum abundance estimate, likely population growth rates from a meta‐analysis of rates of increase in large baleen whales, and two alternative assumptions about historic catches. From this model, we estimated that the population was at a minimum of 9.5% (95% CI 4.9–18.0%) of pre‐exploitation levels in 1998 under one catch assumption and 7.2% (CI 3.7–13.7%) of pre‐exploitation levels under the other. Thus, although Chilean blue whales are probably still at a small fraction of pre‐exploitation abundance, even these minimum abundance estimates demonstrate that their status is better than that of Antarctic blue whales, which are still <1% of pre‐exploitation population size. We anticipate our methods will be broadly applicable in aquatic and terrestrial surveys for rarely encountered species, especially when the surveys are intended to maximize encounter rates and estimate abundance.  相似文献

Preventing groundwater contamination is vastly cheaper than remediation. Recognizing this, attention in water and land management agencies in North America increasingly turn to groundwater protection. Local agencies, such as municipalities and watershed management districts, are vital to successful groundwater protection, but they face daunting challenges. In the United States, senior governments have recognized these challenges and provide considerable support for local agencies. In Ontario, Canada, local agencies are, to a much greater extent, on their own. The aims in this paper are to analyze factors that shape local capacity for groundwater protection, focusing on Ontario, and to recommend avenues for capacity building. Interrelationships among five dimensions of capacity (technical, financial, institutional, social, and political) are explored through an analysis of three smaller Ontario communities: City of Guelph (population 93,400), Town of Orangeville (population 22,188), and Town of Erin (population 11,000). Size clearly influences capacity for groundwater protection. However, other considerations unrelated to size appear to be as important. These other factors include the ability to form horizontal and vertical linkages with external agencies, political leadership and commitment, and citizen involvement. Thus, smaller communities in Ontario (and other jurisdictions with limited senior government support) would do well to focus on these areas at the same time as they develop their technical, financial, and institutional capacity.  相似文献
