Abstract:  Conservation efforts are only as sustainable as the social and political context within which they take place. The weakening or collapse of sociopolitical frameworks during wartime can lead to habitat destruction and the erosion of conservation policies, but in some cases, may also confer ecological benefits through altered settlement patterns and reduced resource exploitation. Over 90% of the major armed conflicts between 1950 and 2000 occurred within countries containing biodiversity hotspots, and more than 80% took place directly within hotspot areas. Less than one-third of the 34 recognized hotspots escaped significant conflict during this period, and most suffered repeated episodes of violence. This pattern was remarkably consistent over these 5 decades. Evidence from the war-torn Eastern Afromontane hotspot suggests that biodiversity conservation is improved when international nongovernmental organizations support local protected area staff and remain engaged throughout the conflict. With biodiversity hotspots concentrated in politically volatile regions, the conservation community must maintain continuous involvement during periods of war, and biodiversity conservation should be incorporated into military, reconstruction, and humanitarian programs in the world's conflict zones.  相似文献

Abstract:  In conservation ecology there is an urgent need for indicators that can be used to predict the risk of extinction of populations. Identifying extinction-prone populations has been difficult because few data sets on the demographic characteristics of the final stage to extinction are available and because of problems in separating out stochastic effects from changes in the expected dynamics. We documented the demographic changes that occurred during the period prior to extinction of a small island population of House Sparrows ( Passer domesticus ) after the end of permanent human settlement. A mark-recapture analysis revealed that this decline to extinction was mainly due to increased mortality after closure of the last farm that resulted in a negative long-term-specific growth rate. No change occurred in either the structural composition (breeding sex ratio and age distribution) of the population or in female recruitment. No male, however, recruits were produced on the island after the farm closure. Based on a simple, stochastic, density-dependent model we constructed a population prediction interval (PPI) to estimate the time to extinction. The 95% PPI slightly overestimated the time to extinction with large uncertainty in predictions, especially due to the influence of demographic stochasticity and parameter drift. Our results strongly emphasize the importance of access to data on temporal variation that can be used to parameterize simple population models that allow estimation of critical parameters for credible prediction of time to extinction.  相似文献

Abstract: Because habitat loss due to urbanization is a primary threat to biodiversity, and land‐use decisions in urbanizing areas are mainly made at the local level, land‐use planning by municipal planning departments has a potentially important—but largely unrealized—role in conserving biodiversity. To understand planners’ perspectives on the factors that facilitate and impede biodiversity conservation in local planning, we interviewed directors of 17 municipal planning departments in the greater Seattle (Washington, U.S.A.) area and compared responses of planners from similar‐sized jurisdictions that were “high” and “low performing” with respect to incorporation of biodiversity conservation in local planning. Planners from low‐performing jurisdictions regarded mandates from higher governmental levels as the primary drivers of biodiversity conservation, whereas those from high‐performing jurisdictions regarded community values as the main drivers, although they also indicated that mandates were important. Biodiversity conservation was associated with presence of local conservation flagship elements (e.g., salmonids) and human‐centered benefits of biodiversity conservation (e.g., quality of life). Planners from high‐ and low‐performing jurisdictions favored different planning mechanisms for biodiversity conservation, perhaps reflecting differences in funding and staffing. High performers reported more collaborations with other entities on biodiversity issues. Planners’ comments indicated that the term biodiversity may be problematic in the context of local planning. The action most planners recommended to increase biodiversity conservation in local planning was public education. These results suggest that to advance biodiversity conservation in local land‐use planning, conservation biologists should investigate and educate the public about local conservation flagships and human benefits of local biodiversity, work to raise ecological literacy and explain biodiversity more effectively to the public, and promote collaboration on biodiversity conservation among jurisdictions and inclusion of biodiversity specialists in planning departments.  相似文献

Abstract:  The U.S. Fish and Wildlife Service's recent recovery plan for one of the most carefully watched threatened species worldwide, the Northern Spotted Owl (Strix occidentalis caurina), recommended a major departure in conservation strategies in the northwestern United States. Due to concern about fire, the plan would switch from a reserve to a no-reserve strategy in up to 52% of the owl's range. Fuel treatments (e.g., thinning) at regular intervals also would occur on up to 65–70% of dry forests in this area. Estimations of fire risk, however, were based on less than a decade of data and an anecdotal assessment of a single, large fire. We found that decadal data are inherently too short, given infrequent large fires, to accurately predict fire risk and trends. Rates of high-severity fire, based on remote-sensing data, are far lower than reported in the plan and in comparison with the rate of old-forest recruitment. In addition, over a 22-year period, there has been no increase in the proportion of high-severity fire. Our findings refute the key conclusions of the plan that are the basis for major changes in conservation strategies for the Spotted Owl. The best available science is needed to address these strategies in an adaptive-management framework. From the standpoint of fire risk, there appears to be ample time for research on fire and proposed treatment effects on Spotted Owls before designing extensive management actions or eliminating reserves.  相似文献
