Although the importance of understanding stakeholder beliefs regarding environmental policy has been noted by many authors, research focusing on the heterogeneity of stakeholder views is still very scarce and concentrated on a product-oriented definition of stakeholders. The aim of the present study is to address this gap by examining environmental policy beliefs of stakeholder groups engaged in protected area management. Questionnaires containing 73 five-point Likert scale items were administered to eight different stakeholder groups involved in the management of Greek protected areas. Items referred to core beliefs on environmental policy, namely, the value framework and sustainable development, and secondary beliefs, that is, beliefs on social consensus and ecotourism development. Our study used as a starting point respondent recruitment on the basis of a traditional product-centered approach. We investigated whether environmental policy beliefs can be used to effectively segregate stakeholders in well-defined segments, which override the product-oriented definition of stakeholders. Indeed, K-means clustering revealed an innovation-introduction and an implementation-charged sample segment. The instrument utilized in this research proved quite reliable and valid in measuring stakeholder environmental policy beliefs. Furthermore, the methodology implied that stakeholder groups differ in a significant number of belief-system elements. On the other hand, stakeholder groups were effectively distinguished on a small set of both core and secondary beliefs. Therefore, the instrument used can be an effective tool for determining and monitoring environmental policy beliefs of stakeholders in protected area management. This is of considerable importance in the Greek case, given the recent establishment of 27 administrative bodies of protected areas, all of which are required to incorporate public consultation into management practices.  相似文献

The present study analysed media discourse on a gold mining controversy in Greece. Social actors shaped a pro-mining and an anti-mining coalition. The “village of Gaul” was a discursive resource used to depict conflict and it could denote either “resistance,” for anti-mining advocates, or “anarchy,” for pro-mining advocates. The same actor could be found to perform both the role of a powerful majority as well as the role of a repressed minority, which engaged varying scales of reference. Discursive positioning allowed for a switching among majority and minority roles. Each camp attempted to transform incalculable hazards into calculable risks and this was accompanied by a discursive appropriation of the past and the future of the study area. Social divide seems to have advanced discursive positioning of coalitions in a spiral-logic of interactionist confrontation at the cost of losing any common ground. Implications for environmental communication and environmental governance are discussed.  相似文献

Established under the European Union (EU) Birds and Habitats Directives, Natura 2000 is one of the largest international networks of protected areas. With the spatial designation of sites by the EU member states almost finalized, the biggest challenge still lying ahead is the appropriate management of the sites. To evaluate the cross‐scale functioning of Natura 2000 implementation, we analyzed 242 questionnaires completed by conservation scientists involved in the implementation of Natura 2000 in 24 EU member states. Respondents identified 7 key drivers of the quality of Natura 2000 implementation. Ordered in decreasing evaluation score, these drivers included: network design, use of external resources, legal frame, scientific input, procedural frame, social input, and national or local policy. Overall, conservation scientists were moderately satisfied with the implementation of Natura 2000. Tree modeling revealed that poor application of results of environmental impact assessments (EIA) was considered a major constraint. The main strengths of the network included the substantial increase of scientific knowledge of the sites, the contribution of nongovernmental organizations, the adequate network design in terms of area and representativeness, and the adequacy of the EU legal frame. The main weaknesses of Natura 2000 were the lack of political will from local and national governments toward effective implementation; the negative attitude of local stakeholders; the lack of background knowledge of local stakeholders, which prevented well‐informed policy decisions; and the understaffing of Natura 2000 management authorities. Top suggestions to improve Natura 2000 implementation were increase public awareness, provide environmental education to local communities, involve high‐quality conservation experts, strengthen quality control of EIA studies, and establish a specific Natura 2000 fund. Coastal zones attract a large number of people and productive activities. This puts pressure on ecosystems and affects the organization of local economies, having an impact on social cohesion and coherence. The complexity of coastal socio-spatial systems and the fact that coastal zones, and, more particularly, islands that are considered vulnerable areas (that is, parameters: such as sea level rising, desertification, built-up areas excessive expansion etc) and important for the overall operation of the state imply the significance of a further study of the subject. The paper deals with the principal socio-spatial pressures on coastal zones and islands that are caused by unregulated urban growth. The incompetent spatial planning framework, the “loose” political system, related to urban growth, and the socio-economical characteristics are considered as the principal reasons for built-up areas excessive dispersion. Here, delineation of the coastal zone is proposed, using physico-geographical and man-made variables. Soil Sealing dataset is used to illustrate where built-up areas dispersion and basic metrics can be applied. Furthermore, an overview of the planning spatial framework is attempted, so that the particularities of urban growth can be interpreted.  相似文献

This article presents the findings of the first major visitor survey conducted at the Central Rhodope Mountain Complex, situated in northern Greece. The study area is one of a number of sites planned to become National Parks under a recent initiative of the Greek government. We used a logistic regression method to define significant predictors of visitors’ awareness and attitude toward park designation, as well as their willingness to pay a conditional entrance fee. Study findings demonstrated that the probability of being aware of the park designation initiative is higher for visitors who obtained information from travel agencies or media to make their destination choice, compared to visitors who resorted to word-of-mouth recommendations. Knowledge and attitudes toward animals living in the study area revealed a limited influence on visitors’ dispositions toward park designation. The results of this study call for action to implement education programs for National Park users. These programs should aim at rendering the environmental characteristics of the Central Rhodope Mountain Complex to be significant predictors of visitors’ dispositions toward the study area. This would favor its uniqueness as a destination, as well as contribute to its long-term economic sustainability.  相似文献

A relatively under-researched question is whether there is a possibility of influencing environmentally aware tourists regarding ecotourism at destinations that continue to develop under a pattern of mass 'seaside' tourism. Our objective was to assess the pro-environmental intentions of visitors at two small Greek islands, which are within a Natura 2000 site, specifically Paxoi and Antipaxoi. Intentions involved willingness to receive information about the protected area, willingness to accept pro-environmental limitations on recreational experience, and willingness-to-pay a conditional environmental conservation value added tax. In addition, we aimed to identify determinants of visitor pro-environmental intentions among visitor and visit characteristics, visitor satisfaction, and self-reported environmental knowledge, as well as anticipated outcomes of tourism development and suggestions for protected area management. We randomly collected 324 usable questionnaires during the summer season; 242 (74.69?%) by Greek visitors and 82 (25.31?%) by foreign visitors. Visitor satisfaction was quite high; however, visitors reported low levels of environmental knowledge. Our findings showed that the unique characteristics of the destination were not salient among visitors and that there is a lack of effective outreach campaigns, interpretation, and on-site environmental education programs. However, our study revealed high levels of visitor pro-environmental intentions that might support the promotion of ecotourism on the two islands. We provide recommendations based on determinants of visitor pro-environmental intentions, which might assist towards advancing visitor participation in environmental education projects, environmentally responsible behavior among visitors, and financial contribution to environmental conservation by visitors.  相似文献

Environmental education and financial support of nature conservation are considered among the primary components of the environmentalist dimension of ecotourism. The potential of environmental education calls for enhancing visitor environmental knowledge and prompting change of visitor behavior. The present study addressed the evaluation of the environmentalist dimension of ecotourism in the Dadia Forest Reserve. The first objective of the research was to study the influence of variables determined prior to the visit, namely, visitor and visit characteristics, visitor environmental information sources, visitor pro-environmental behavior, and visitation goals, on variables determined during the visit, that is, visitor participation in and satisfaction from ecotourism activities. The second objective was to study the effect of selected variables on visitor knowledge and behavior intentions. Visitor participation in and satisfaction from ecotourism activities were primarily controlled by visit characteristics. Levels of visitor knowledge were quite satisfactory; however, coherence among knowledge items was rather loose. On the other hand, behavior intention items revealed the highest possible degree of coherence, which should be attributed to the pervasive influence of visitor satisfaction from watching birds at the Bird Observatory within the Dadia Forest Reserve. Ecotourism activities, during which the main part of environmental knowledge was offered, exerted no effect on visitor knowledge; all the same, they significantly influenced visitor behavior intentions. Overall, visitor behavior intentions revealed a considerable potential of financing environmental protection and providing voluntary work in the frame of the environmental management of the Dadia Forest Reserve.  相似文献
