Efficient environmental regulation requires empirical estimates of the benefits and costs of environmental standards and policies. In the last 25 years, economists have made considerable progress in developing methods for measuring environmental benefits and in providing empirical estimates of costs and benefits. This paper reviews this progress. It examines by category of benefit the advancements made in providing estimates that can be used in benefit-cost analyses and identifies areas where additional research is required.  相似文献

A thermal/optical carbon analyzer (TOA), normally used for quantification of organic carbon (OC) and elemental carbon (EC) in PM2.5 (fine particulate matter) speciation networks, was adapted to direct thermally evolved gases to an electron impact quadrupole mass spectrometer (QMS), creating a TOA-QMS. This approach produces spectra similar to those obtained by the Aerodyne aerosol mass spectrometer (AMS), but the ratios of the mass to charge (m/z) signals differ and must be remeasured using laboratory-generated standards. Linear relationships are found between TOA-QMS signals and ammonium (NH4+), nitrate (NO3?), and sulfate (SO42-) standards. For ambient samples, however, positive deviations are found for SO42-, compensated by negative deviations for NO3?, at higher concentrations. This indicates the utility of mixed-compound standards for calibration or separate calibration curves for low and high ion concentrations. The sum of the QMS signals across all m/z after removal of the NH4+, NO3?, and SO42- signals was highly correlated with the carbon content of oxalic acid (C?H?O?) standards. For ambient samples, the OC derived from the TOA-QMS method was the same as the OC derived from the standard IMPROVE_A TOA method. This method has the potential to reduce complexity and costs for speciation networks, especially for highly polluted urban areas such as those in Asia and Africa.

Implications: Ammonium, nitrate, and sulfate can be quantified by the same thermal evolution analysis applied to organic and elemental carbon. This holds the potential to replace multiple parallel filter samples and separate laboratory analyses with a single filter and a single analysis to account for a large portion of the PM2.5 mass concentration.  相似文献

Longleaf pine (Pinus palustris) savannas of the southeastern U.S. represent an archetype of a fire dependent ecosystem. They are known to have very short fire return intervals (∼1-3 years) that perpetuate understory plant diversity (up to 50 species m−2), support pine recruitment, and suppress fire sensitive hardwoods. Understanding the relationships that regulate longleaf and southern hardwoods is especially critical. With decreased fire frequency, insufficient intensity, or lack of underground competition, a woody mid-story rapidly develops, dominated by fire sensitive trees and shrubs that in-turn suppress more fire dependent species (including pine seedlings). This may occur in forest gaps, where pine-needle abundance is diminished, reducing fire spread potential. The interactions between longleaf pine, hardwoods, forest fuels, and fire frequency are complex and difficult to understand spatially. The objective of this study was to develop a spatially explicit longleaf pine-hardwood stochastic simulation model (LLM), incorporating tree demography, plant competition, and fuel and fire characteristics. Data from two longleaf pine study sites were used to develop and evaluate the model with the goal to incorporate simple site-specific calibration parameters for model versatility. Specific model components included pine seed masting, hardwood clonal sprouting, response to fire (re-sprouting, mortality), and tree density driven competition effects. LLM spatial outputs were consistent with observed forest gap dynamics associated with pine seedling establishment and hardwood encroachment. Changes in fire frequency (i.e., fire probability = 0.35-0.05) illustrated a shift in community structure from longleaf pine dominated to a hardwood dominated community. This approach to assessing model response may be useful in characterizing longleaf ecosystem resilience, especially at intermediate fire frequencies (e.g., 0.15) where the community may be sensitive to small changes in the fire regime. Height distributions and population densities were similar to in situ findings (field and LIDAR data) for both study sites. Height distributions output by the LLM illustrated fluctuations in population structure. The LLM was especially useful in determining knowledge gaps associated with fuel and fire heterogeneity, plant-plant interactions, population structure and its temporal fluctuations, and hardwood demography. This is the first known modeling work to simulate interactions between longleaf pine and hardwoods and provides a foundation for further studies on fire and forest management, especially in relation to ecological forestry practices, restoration, and site-specific applications.  相似文献

Under certain environmental statutes the EPA is required to balance costs and benefits in setting standards, whereas under others this is prohibited. This paper examines EPA regulatory decisions made under three statues, two of which require balancing and one of which does not. Using discrete choice models, we find that costs and benefits are significant explanatory variables for all three sets of decisions. This suggests that balancing occurred in each case; however, the value (implicit in these decisions) of avoiding a cancer case varies widely. We also find that a 1987 court ruling effectively curtailed whatever balancing occurred under the statute that prohibited it.  相似文献

A large number of radioactive and non-radioactive airborne constituents are being measured continually at our coastal air reference station located in northwestern Washington State. Important correlations have been observed between many of these materials. There are also apparent relationships between changing concentrations and meteorological parameters. Interesting fluctuations in the ozone levels with incoming clean air masses may help explain some of the high ozone levels observed by workers elsewhere. Positive correlations between certain known high altitude source region particulate radionuclides and ozone on a daily basis point to the upper level origin of the higher ozone concentrations observed at this site. This view is reinforced by the more usual negative correlations observed between general particulate levels at Quillayute and ozone concentrations when measured on a continuous monitoring basis.  相似文献

In this paper a catastrophe is an unforeseen event which reduces society's level of consumption to zero. Two types of catastrophe are analyzed. In one case catastrophe results in a temporary reduction in utility; in the other, catastrophe is irreversible and is tantamount to truncating the planning horizon. The first case characterizes certain types of pollution problems such as radioactive pollution produced by a nuclear power plant. An example of an irreversible catastrophe is the inadvertent depletion of a nonrenewable resource for which no substitute is available.  相似文献
