Biodiversity conservation has undergone a profound change in philosophy, policies and management approaches over the last forty years. The traditional top–down approach to nature protection has been widely criticized for failing to include critical social elements in management practices, and is being gradually replaced by a slew of participatory strategies under the rubric of bottom-up conservation. The new approach recognizes local communities as key partners in wildlife management and seeks their participation in social development and biodiversity conservation. However, every social context is different in its structure and functions, and in the way social groups respond to calls for participation. In order to gain a better understanding of the approach and the barriers encountered in its implementation, a questionnaire survey of 188 households was employed in the communities of the Upper Mustang extension of Annapurna Conservation Area (ACA) in Nepal. The study provides a comparative analysis of community participation and its barriers between Non-Tourist (NT) and Tourist (TV) villages. The results revealed important differences between the two groups in terms of their participation in community programs, barriers to participation, and perception of benefits from participation. Owing to their distinct spatial, demographic and attitudinal differences, the two village groups have their own sets of needs, values and motivation factors which cannot be generalized and treated as such. The research clearly identifies the need for the conservation agency to be creative in devising strategies and initiatives appropriate to specific social groups so as to optimize their input in participatory conservation.  相似文献

Cadmium accumulation in Allium schoenoprasum L. grown in an aqueous medium   总被引:1,自引:0,他引:1  
The ability of Allium schoenoprasum L. (chives) to accumulate and tolerate cadmium in aqueous Hoagland medium at 50microM and 250microM was tested under continuous growth or several successive harvests of shoots. After 28 days of continuous growth, chives accumulated the metal up to 0.2% and 0.5% of its dry weight, when grown in 50microM and 250microM, respectively. In experiments that the leaves were successively harvested every 16 days, there were no obvious stress symptoms after six harvests during a period of 96 days at 50microM Cd. At 250microM, after 64 days and four harvests, inhibition of growth occurred. In each treatment, a total of 1.2g kg(-1) DW and 2.4g kg(-1) DW was accumulated in the leaves, respectively. Total SH compounds concentration in leaf was found significantly higher by 3 and 7.4 times in plants treated with Cd at 50microM and 250microM in comparison to the control, respectively, while no difference in the concentration of glutathione (GSH+GSSG) was found. Thus, it is assumed that sulphur-containing compounds, yet unknown, are involved in defensive mechanisms against heavy metals in chives. The results presented, point to chives phytoremediation potential, but also on the potential risk in accumulation of heavy metals in a commonly edible plant.  相似文献

More than 1.5 million people live in the Kathmandu valley. The valley is facing an extreme shortage of water supply. At the same time the demand is escalating rapidly. To address this issue of scarcity of water, the government of Nepal has proposed a project of inter-basin transfer of water from Melamchi River located 40 km north-east of the Kathmandu valley. The project will cover two districts and three municipalities and will potentially have significant impacts on the environment. In accordance with the Environmental Protection Regulation of Nepal (1997), the Melamchi Water Supply Project (MWSP) has undergone an EIA during the feasibility study stage of the proposed project. The recommendations contained in the EIA were integrated into the project design for implementation in 2006. This paper summarizes the background of MWSP, the environmental concerns described in the EIA and the status of Environmental Management Plan (EMP) developed to address environmental compliance and other issues involving participation and support of the local people. This paper also provides some lessons to learn on the modalities of addressing the demands and grievances of the local people concerning environmental management.  相似文献

The forests of Nepal, which in the past were at least nominally under the direct control of the state, are today increasingly entrusted to local people in the name of community forestry (CF). CF is considered a successful endeavour in managing forest resources, conserving biodiversity and supplying people with basic economic needs. In order to assess to what extent the two goals of biodiversity conservation and meeting economic needs of people have been integrated through CF, four community forestry user groups (CFUGs) were studied in the Mid-hills ecological zone. Based on a participatory survey and a critical review of the statutes and operational plans of these CFUGs, it was found that integration of biodiversity conservation was still insufficient, and that improvements in the policy and management regimes of CF are necessary to achieve a balance between biodiversity conservation and economic use of the forest resources.  相似文献

ABSTRACT

Nepal is in the process of formulating its forest policies at the provincial level . Various community-managed forests have been designed in the past by the Nepal government to decentralize the forest for its sustainable management practice. This study facilitates the process of identifying appropriate forest management options in two of the provinces, namely Provinces Three and Gandaki. Four forest management options – passive, active, scientific and multiple – were identified following the existing management practices. For the evaluation of the overall performance of the options, a framework with three criteria, 10 indicators and 28 verifiers were designed. The framework followed the green economy perspective considering the improvement of the forest conditions, economic and social well-being, and low carbon emission. The Analytical Hierarchy Process was used to prioritize the best management option and analyse trade-offs to guide future decision-making and reduce the risk of unwanted consequences. Our results show that the elicitation of preferences for the evaluation criteria varied by stakeholder groups. Their preference was largely guided by improving the forest resource condition and economic well-being. Foresters prefer scientific and active forest management, policymakers prefer multiple-use forest management and scientific management, whereas community forest user groups prefer active forest management. We argue that a scientific management approach may contribute better to economic aspects, although it may often compromise the other aspects. The multiple forest management option seems to be the best for green economy considering ecological, economic and social consequences.  相似文献
