GOAL, SCOPE AND BACKGROUND: This paper uses two case studies of U.S. Department of Energy nuclear weapons complex installations to illustrate the integration of expedited site characterization (ESC) and multimedia modeling in the remedial action decision making process. CONCEPTUAL SITE MODELS, MULTIMEDIA MODELS, AND EXPEDITED SITE CHARACTERIZATION: Conceptual site models outline assumptions about contaminates and the spatial/temporal distribution of potential receptors. Multimedia models simulate contaminant transport and fate through multiple environmental media, estimate potential human exposure via specific exposure pathways, and estimate the risk of cancer and non-cancer health outcomes. ESC relies on using monitoring data to quantify the key components of an initial conceptual site model that is modified iteratively using the multimedia model. CASE STUDIES: Two case studies are presented that used the ESC approach: Los Alamos National Laboratory (LANL) and Pantex. LANL released radionuclides, metals, and organic compounds, into canyons surrounding the facility. The Pantex Plant has past waste management operations which included burning chemical wastes in unlined pits, burying wastes in unlined landfills, and discharging plant wastewaters into on-site surface waters. CONCLUSIONS: The case studies indicate that using multimedia models with the ESC approach can inform assessors about what, where, and how much site characterization data needs to be collected to reduce the uncertainty associated with risk assessment. Lowering the degree of uncertainty reduces the time and cost associated with assessing potential risk and increases the confidence that decision makers have in the assessments performed.  相似文献

The United States currently is engaged in a complex,multi-billion dollar effort to cleanup a legacy ofboth privately- and federally-owned hazardous wastesites. Decisions regarding the best approach forremediation of these sites often are based on theanalysis of potential risks to human health and theenvironment. A cornerstone of such analysis is thefrequent use of computerized multimedia environmentaltransport models, to evaluate the large quantities ofinformation necessary to understand the present andfuture implications of contamination at a site. Onebarrier to wide-spread use of this analyticalprocedure is the view that results obtained usingcomputer models are highly dependent on user input,and therefore, subject to manipulation. It is widelyrecognized that for decisions to be both credible andimplementable, the public must have confidence in boththe scientific basis for judgments involved and thedecision processes employed (NRC, 1983). Our purposein this article is to overview the difficultiesassociated with application of multimedia models toreal world problems and the contribution these modelscan make to technically sound estimates of exposure and risk.  相似文献

Assessment of the vulnerability and expected socioeconomic losses over the Nile delta coast due to the impact of sea level rise is carried out in details. Impacts of sea level rise over the Governorates of Alexandria and Port Said in particular, are evaluated quantitatively. Analysis of the results at Alexandria Governorate indicate that, if no action is taken, an area of about 30% of the city will be lost due to inundation. Almost 2 million people will have to abandon their homeland; 195,000 jobs will be lost and an economic loss of over $3.5 Billion is expected over the next century. At Port Said Governorate results indicate that beach areas are most severely affected (hence tourism), followed by urban areas. The agriculture sector is the least affected sector. It is estimated that the economic loss is over $ 2.0 Billion for 0.50 m SLR and may exceed $ 4.4 Billion for 1.25 m SLR. Options and costs of adaptation are analyzed and presented. Multi-criteria and decision matrix approaches, based on questionnaire surveys are carried out to identify priorities for the two cases. Analysis of these techniques of two options; the current policy (hard protection measures on some vulnerable areas) and no action (stopping these activities) have the lowest scores. Beach nourishment and integrated coastal zone management (ICZM) have the highest scores, however ICZM has high cost measures. The most cost-effective option is the land-use change, however with relatively very high cost measure. It is recommended that an ICZM approach be adopted since it provides a reasonable trade off between costs and cost effectiveness.  相似文献

This analysis presents results based on a five-yearstudy recently supported by the Louisiana Departmentof Transportation and Development (DOTD) in which theacute toxicity, fate and effect of herbicide mixtureson human health and the environment were assessed. Three sites were routinely sprayed by DOTD to killweeds along the roadsides. Two herbicide mixtures wereused, 2,4-D and Roundup, and Garlon 3A and Roundup.Water, vegetation, soil and sediment samples werecollected quarterly for three years and were analyzedfor pesticide content to study the fate and impact ofherbicides in the environment. Results indicate acorrelation between soil type, herbicide type, andpersistence of the herbicide in the environment. Usingthe correlations found in these data, spatial analysisidentified areas where herbicide use may potentiallycause surface water and sediment contamination, basedon soil composition/properties, type of herbicideapplied, and proximity of water bodies to sprayed areas.  相似文献
