The aim of this paper is to assess how policy goals in relation to the promotion of green growth, energy security, pollution control and greenhouse gas (GHG) emissions reductions have been aligned in policies that have been implemented in selected countries during the last decades as a basis for discussing how a multi objective policy paradigm can contribute to future climate change mitigation. The paper includes country case studies from Brazil, Canada, China, the European Union (EU), India, Japan, Mexico, Nigeria, South Africa, South Korea and the United States covering renewable energy options, industry, transportation, the residential sector and cross-sectoral policies. These countries and regions together contribute more than two thirds of global GHG emissions. The paper finds that policies that are nationally driven and that have multiple objectives, including climate-change mitigation, have been widely applied for decades in both developing countries and industrialised countries. Many of these policies have a long history, and adjustments have taken place based on experience and cost effectiveness concerns. Various energy and climate-change policy goals have worked together in these countries, and in practice a mix of policies reflecting specific priorities and contexts have been pursued. In this way, climate-change mitigation has been aligned with other policy objectives and integrated into broader policy packages, though in many cases specific attention has not been given to the achievement of large GHG emission reductions. Based on these experiences with policy implementation, the paper highlights a number of key coordination and design issues that are pertinent to the successful joint implementation of several energy and climate-change policy goals.  相似文献

Urban horticulture, defined as plant production activities that are conducted in a city or suburb that produce horticultural plants that are wholly or partially edible, and which are economically viable, has the potential to reduce CO2 emissions caused by the transportation of produce. Moreover, to increase productivity in limited areas and use limited resources effectively, closed or semi-closed systems (i.e., greenhouses) are considered more advantageous than open systems (i.e., fields) from which resources can easily escape into the surrounding environment. In this paper the significance of urban horticulture in reducing CO2 emissions in the transportation process is discussed with reference to simple case studies. In the context of building or rebuilding greenhouses suitable for urban horticulture, the present situation regarding resource inputs and outputs in greenhouses is compared to that in open fields. The reduction of resource inputs and outputs in greenhouse production is also discussed.  相似文献

The color of wood ash is normally white, but black color ash was observed when seawater-soaked wood was combusted. In order to check the conditions for generation of black ash, we examined both ashing temperatures from 500 to 800 °C and seawater salt densities for wood soaking. As seawater salt densities rose, the ash color got black at ashing temperatures of 500 and 700 °C. The colors of the ash were analyzed by a spectrophotometer, and color space L* a* b* was measured. The L* value and wood ash yield showed a negative correlation when the ashing temperature was at 600 °C. Salt concentration in wood (SC) was practicably estimated from the L* value (R 2 = 0.51) by the approximation formula [SC (%) = 11.82e?0.038L*]. By scanning electron microscope (SEM) observation, black ash of 600 °C was fully covered by translucent material. It was composed of Na, Mg and Cl by energy dispersive X-ray spectroscopy analysis, and seemed to be crystallized seawater salt. Washed black ash was also observed by SEM, translucent seawater salt was removed and the wood tissue was observed. Black ash was found to be carbonized wood tissue residue, and it was generated when seawater salt exists with a woody biomass.  相似文献

Residential water use is gradually becoming the focus in China‘s municipal water supply planning and management in recent years. Little is known, however, about the residential water use in modem China due to the transition of economy and enhancement of management on water conservation. In order to better understand the characteristics of residential water use in North China, a model for identifying the determinants of residential water use was established and analyzed by using panel data and cross-section data methodologies. Then Taiyuan city, the capital city of Shanxi Province in Northern China was selected as a case study. Both the analyses and field investigation indicate that the relatively slow increase of residential water use in recent years may result from the implementation of strict laws and regulations on water conservation. And through the investigation,first-hand information about water consumption pattern, water reuse/conservation, people‘s attitude toward water quantity and quality, etc. have been obtained.  相似文献

Objective: A cyclist assumes various cyclic postures of the lower extremities while pushing the pedals in a rotary motion while pedaling. In order to protect cyclists in collisions, it is necessary to understand what influence these postures have on the global kinematics and injuries of the cyclist.

Method: Finite element (FE) analyses using models of a cyclist, bicycle, and car were conducted. In the simulations, the Total Human Model of Safety (THUMS) occupant model was employed as a cyclist, and the simulation was set up such that the cyclist was hit from its side by a car. Three representative postures of the lower extremities of the cyclist were examined, and the kinematics and injury risk of the cyclist were compared to those obtained by a pedestrian FE model. The risk of a lower extremity injury was assessed based on the knee shear displacement and the tibia bending moment.

Results: When the knee position of the cyclist was higher than the hood leading edge, the hood leading edge contacted the leg of the cyclist, and the pelvis slid over the hood top and the wrap-around distance (WAD) of the cyclist's head was large. The knee was shear loaded by the hood leading edge, and the anterior cruciate ligament (ACL) ruptured. The tibia bending moment was less than the injury threshold. When the cyclist's knee position was lower than the hood leading edge, the hood leading edge contacted the thigh of the cyclist, and the cyclist rotated with the femur as the pivot point about the hood leading edge. In this case, the head impact location of the cyclist against the car was comparable to that of the pedestrian collision. The knee shear displacement and the tibia bending moment were less than the injury thresholds.

Conclusion: The knee height of the cyclist relative to the hood leading edge affected the global kinematics and the head impact location against the car. The loading mode of the lower extremities was also dependent on the initial positions of the lower extremities relative to the car structures. In the foot up and front posture, the knee was loaded in a lateral shear direction by the hood leading edge and as a result the ACL ruptured. The bicycle frame and the struck-side lower extremity interacted and could influence the loadings on lower extremities.  相似文献

The paper describes a model for projecting the ELV population in 31 province-level regions of China in 2015, 2017, and 2020 under three scenarios, and compares the projection results with the current distribution and capacity of qualified ELV processors in China. Historical data on the population, GDP and vehicle scrap rates are combined to model ELVs. The development in vehicle ownership is modeled by a dynamic Gompertz function. We acquire a model for the changing trend of the vehicle scrap rate as motorization improves, using Japanese historical data of over 60 years. We recalculate the parameters of the model using Chinese historical data collected over a decade when applying the model to China. The paper not only presents a baseline projection of the ELV population in province-level regions of China at different levels of motorization, but also identifies the gap between the future requirements and the current situation of ELV treatment in China.  相似文献

China has large regional disparities in carbon dioxide CO2 emissions with economic development among its 31 provincial mainland regions. This paper investigates these disparities in CO2 emission patterns and identifies the factors underlying the differences. Results show that the 30 study China's mainland provinces (Tibet not included) can be divided into seven groups with three typical CO2 emission patterns. Index decomposition results indicate that changes in economic development, the industrial sector, and technology contribute far more to increased CO2 emissions than do population, energy structure, and other sectors. Close inspection reveals that different industry structures and technology contribute greatly to the differences observed in CO2 emissions between provinces with similar economic output. This study highlights the importance of region-specific industrial structure adjustment policies, especially for regions transitioning to heavy industry and for those still in the primary stages of industrialization. The potential application of a domestic carbon emissions trading system, to encourage regional investment in updated technology, is also discussed.  相似文献
