The threat of sea-level rise and climate change means that coastal managers are being increasingly asked to make long-term assessments of potential coastal impacts and responses. In the UK, shoreline management planning (for flood and erosion hazards) and spatial planning now takes a 100 year perspective. An integrated framework across a wide range of physical and social issues is required for the assessment of coastal impacts and consequently for making sound management decisions. This paper provides an overview of the development of the ‘Tyndall Coastal Simulator’ including the underlying philosophy that is being followed. The Simulator is based on a series of linked climate models (CM) within a nested framework which recognises three spatial scales: (i) the global (GCM) scale; (ii) the regional scale and (iii) the Simulator Domain (a physiographic unit, such as a coastal sub-cell). Within the nesting, the larger scale provides the boundary conditions for the smaller scale. The models feed into each other and describe a range of relevant processes: sea level, tides, surges, waves, sediment transport and coastal morphology. Different climate scenarios, as well as the range of uncertainty, are being explored. Communication of results is a major issue and the Simulator includes a dedicated GIS-based user interface that allows a wide range of queries of model outputs. The paper demonstrates the possibility of developing an integrated framework that is multi-scale and capable of linking various models in order to simulate complex coastal processes and consequently allowing long-term assessments that are useful for setting future management plans.  相似文献

A growing body of literature argues that subjective factors can more accurately explain individual adaptation to climate change than objective measurers of adaptive capacity. Recent studies have shown that personal belief in climate change and affect are much better in explaining climate awareness and action than income, education or gender. This study focuses on the process of individual adaptation to climate change. It assesses and compares the influence of cognitive, experiential and structural factors on individuals’ views and intentions regarding climate change adaptation. Data from this study comes from a survey with 836 forest owners in Sweden. Ordinal and binary logistic regression was used to test hypotheses about the different factors. Results show that cognitive factors—namely personal level of trust in climate science, belief in the salience of climate change and risk assessment—are the only statistically significant factors that can directly explain individuals’ intention to adapt to climate change and their sense of urgency. Findings also suggest that structural or socio-demographic factors do not have a statistically significant influence on adaptation decision-making among Swedish forest owners. The study also offers valuable insights for communication interventions to promote adaptation. Findings strongly suggest that communication interventions should focus more strongly on building trust and addressing stakeholders’ individual needs and experiences.

In environmental policy, good governance is pertinent when inclusive decision making is recurrently associated with effective outcomes. This paper explores the European Union's good governance principles and the extent to which these have been adopted in the Rural Development Policy in Scotland. For the programme period 2007–2013 Scotland's Rural Priorities scheme has moved towards decentralisation by introducing regional decision-making committees. This study assesses the impact of this scheme on multi-level stakeholder relationships and the implications on policy outcomes. To do so, the study adopts a mixed method approach, applying a stakeholder mapping technique, to quantify perceptions of influence and interest and triangulate with data from in-depth semi-structured interviews. Results indicate that the attempts to widen decision making has resulted in a number of stakeholders perceiving themselves as less empowered. This analytical approach can provide the baseline against which governance improvements can be measured in the formulation of future policies.  相似文献
