/ The success of the Toxics Release Inventory (TRI) stands in stark contrast to most other environmental regulations in the United States. Between its inception in 1988 and 1995, releases of chemicals listed on the TRI have declined by 45%. We argue the TRI has achieved this regulatory success by creating a mechanism of "populist maxi-min regulation." This style of regulation differs from traditional command-and-control in several ways. First, the majorrole of public agencies is not to set and enforce standards, but to establish an information-rich context for private citizens, interest groups, and firms to solve environmental problems. Second, environmental "standards" are not determined by expert analysis of acceptable risk, but are effectively set at the levels informed citizens will accept. Third, firms adopt pollution prevention and abatement measures in response to a dynamic range of public pressures rather than to formalized agency standards or governmental sanction. Finally, public pressure ruthlessly focuses on the worst polluters-maximum attention to minimum performers-to induce them to adopt more effective environmental practices. TRI has inadvertently set in motion this alternative style of regulation that has, in turn, dramatically reduced toxics emissions in the United States. By properly understanding the mechanisms that drive TRI's accomplishments, more intentional public policy designs can expand the system of populist maxi-min regulation and achieve even more rapid toxics reduction.  相似文献

The paper summarises the results of the studies on retrieval of heavy metal ions in solution by ferritisation and its potential application in waste-water treatment. The optimum procedure for ferritisation of heavy metal ions in solution has been evolved with respect to pH, concentration of Fe2+, rate and time of aeration and temperature. The recommended procedure consists of controlled aeration of the solution containing heavy metal ions and ferrous ions at pH 9.5-10.5 at about 50 degrees C, until the black, granular, magnetic ferrite separates out. The metal ferrites can also be formed, even without heating or forced aeration, by ageing the mixed metal hydroxide precipitate at pH 10 to 11. The metal ferrites formed have been characterised by X-ray diffractometry. The laboratory-scope experiments conducted with synthetic heavy metal solutions as well as actual wastewater from a tanning industry showed that heavy metal ions can be effectively removed from solution to sub-ppm levels. The metal ferrites thus recovered may find commercial application as microwave absorbers, catalysts, metal scavengers, etc. This technique seems to have potential application in simultaneous, one step removal of different heavy metal ions from industrial wastewaters.  相似文献

Risk perceptions and attitudes toward animals often explain tolerance for wildlife and management preferences. However, little is understood about how these relationships vary across different geographic regions and stakeholder groups. To address this gap in knowledge, we compared differences in acceptance capacity, risk perceptions, perceived enjoyment from outdoor cats, and experiences with outdoor cats among 3 groups (general public, conservation community, and animal‐welfare community) in Hawaii and Florida, two states with large conservation challenges. We combined independently collected data from Florida and Hawaii, to determine how perception of the risks presented by outdoor cats, group membership, and state of residence influenced people's tolerance for outdoor cats. Florida respondents were significantly more tolerant of outdoor cats and less concerned about cat‐related risks than Hawaii respondents (p < 0.05). In both states, animal‐welfare group members reported greater enjoyment seeing cats and perceived a smaller increase in the cat population and lower levels of risk than other groups (p < 0.05). All groups exhibited similar relationships between acceptance capacity and enjoyment and the perceived increase in the cat population. Our results suggest public tolerance for cats varied due to the influence of local or geographical concerns, but that strongly held beliefs, risk perceptions, and feelings about cats explained more of the variance in stakeholder tolerance.  相似文献

Abstract: A rich theory has been developed to explain the evolution of populations at equilibrium conditions of gene flow, inbreeding, and selection. There are, however, few empirical examples of the effects of gene flow into recently isolated, small populations under nonequilibrium conditions, such as are expected following population fragmentation. We studied the effects of inbreeding and gene flow in small, experimental populations of the mustard Brassica campestris ( rapa ). Replicate populations of five individuals randomly mated in a growth room received treatments of 0, 1, or 2.5 migrants each generation. Plants from the sixth experimental generation were planted in an outdoor common garden to evaluate the effects of the treatments on fitness and the distribution of phenotypic variation. Regression of six fitness components on inbreeding coefficients indicated a negative effect of inbreeding on fitness for five of these components. The 0-migrant treatment had significantly lower fitness than the migrant treatments for four of six fitness components, but fitness did not differ between the 1-migrant and 2.5-migrant treatments. Phenotypic divergence among populations decreased with an increased number of migrants. These data provide empirical evidence of the beneficial fitness effects of a small number of migrants for recently fragmented populations.  相似文献

Citizen science initiatives encourage volunteer participants to collect and interpret data and contribute to formal scientific projects. The growth of virtual citizen science (VCS), facilitated through websites and mobile applications since the mid‐2000s, has been driven by a combination of software innovations and mobile technologies, growing scientific data flows without commensurate increases in resources to handle them, and the desire of internet‐connected participants to contribute to collective outputs. However, the increasing availability of internet‐based activities requires individual VCS projects to compete for the attention of volunteers and promote their long‐term retention. We examined program and platform design principles that might allow VCS initiatives to compete more effectively for volunteers, increase productivity of project participants, and retain contributors over time. We surveyed key personnel engaged in managing a sample of VCS projects to identify the principles and practices they pursued for these purposes and led a team in a heuristic evaluation of volunteer engagement, website or application usability, and participant retention. We received 40 completed survey responses (33% response rate) and completed a heuristic evaluation of 20 VCS program sites. The majority of the VCS programs focused on scientific outcomes, whereas the educational and social benefits of program participation, variables that are consistently ranked as important for volunteer engagement and retention, were incidental. Evaluators indicated usability, across most of the VCS program sites, was higher and less variable than the ratings for participant engagement and retention. In the context of growing competition for the attention of internet volunteers, increased attention to the motivations of virtual citizen scientists may help VCS programs sustain the necessary engagement and retention of their volunteers.  相似文献

Food Community Networks as Leverage for Social Embeddedness   总被引:1,自引:0,他引:1  
Social embeddedness, defined as the interaction of economic activities and social behavior, is used in this study as a conceptual tool to describe the growing phenomenon of food community networks (FCNs). The aim in this paper was to map the system of relations which the FCNs develop both inside and outside the network and, from the number of relations, it was inferred the influence of each FCN upon the formation of new socially embedded economic realities. A particular form of FCN was taken under consideration: solidarity purchase groups (SPGs). Performed with the aid of social network analysis on a sample of SPGs in Sicily (a region in southern Italy), the study allowed us to identify a relational (internal) social embeddedness, in which groups of consumers and farmers are directly influenced by reciprocal interactions, giving rise to more or less numerous links of reciprocity and trust depending on the number of interactions. It was also identified a structural (external) social embeddedness, generated by the nature of relations that the SPGs undertake with the various social actors. From the results of our analysis it emerges that SPGs lie at the intersection of many social realities, influencing them and in turn being influenced by such realities. We highlight the major role played by consumer and environmental associations in affecting the phenomenon of social embeddedness.  相似文献

In recent years, volatile fatty acid (VFA) production through anaerobic fermentation of sewage sludge, instead of methane production, has been regarded as a high-value and promising roadmap for sludge stabilization and resource recovery. This review first presents the effects of some essential factors that influence VFA production and composition. In the second part, we present an extensive analysis of conventional pretreatment and co-fermentation strategies ultimately addressed to improving VFA production and composition. Also, the effectiveness of these approaches is summarized in terms of sludge degradation, hydrolysis rate, and VFA production and composition. According to published studies, it is concluded that some pretreatments such as alkaline and thermal pretreatment are the most effective ways to enhance VFA production from sewage sludge. The possible reasons for the improvement of VFA production by different methods are also discussed. Finally, this review also highlights several current technical challenges and opportunities in VFA production with spectrum control, and further related research is proposed.  相似文献

This paper analyzes the Massachusetts Toxics Use Reduction Act (TURA), evaluating what TURA has achieved, how it has been implemented, how it motivates firms to change and how its underlying principles might be strengthened to better support innovation for toxics use reduction. Through this analysis recent debates are engaged about the potentials and limitations of using regulation to promote innovation for the environment. The analysis here shows that TURA is distinct from existing regulatory programmes in how it requires firms to self‐evaluate and plan for process improvements, supports implementation through technical assistance and focuses on pollution prevention rather than control. Mandatory planning, new mechanisms of accountability and improved processes of learning have all been critical to TURA's success in motivating firms to innovate for the environment. Taken together, these factors have supported incremental innovations in industry that may point the way toward policies to support even greater environmental improvements.  相似文献

Summary Postcopulatory mate guarding in crustaceans traditionally has been viewed as a behavioral mechanism that prevents predation on the soft post-molt female. This study tests the effects of sexual selection and predation on the postcopulatory guarding durations of male stone crabs, Menippe mercenaria, M. adina, and their hybrid. Male stone crabs were held with a pre-molt female, and either another adult male stone crab, an intermolt female, or a male blue crab, which corresponded to intermale competition, control, and predation treatments, respectively. The mating behavior of the heterosexual pair was recorded with a time lapse video system and the durations of copulation and postcopulatory guarding were measured. Males guarded longer in the intermale competition treatment than either the control or predation treatments. In the competition treatment, agonistic encounters occurred between the males at the den containing the female and several mate takeovers occurred. Females survived the predation treatment in trials in which the guarding durations were the longest, whereas females were eaten by the blue crab in trials with the shortest guarding durations. Sexual selection appears to be important in maintaining postcopulatory mate guarding in stone crabs.  相似文献
