Current international research focuses on topics like sustainable development, regional planning, environmental decision making and implementation, biodiversity conservation plus a number of other relevant issues, especially at times of economic crisis as today. Economic growth and environmental protection can go hand in hand, provided that decision makers develop and use tools and insights targeting in the implementation of successful and robust long term policies. This paper was developed in the framework of a European research project and implements a Multicriteria Mathematical Programming model that optimises the sustainable management of agricultural regions taking in account the available resources (land, labour, capital) and environmental parameters (agrochemicals, water consumption). The model achieves the optimum farm plan in the area combining different criteria to a utility function under a set of constraints and the spatial integration of the vulnerability maps of the regions into the model enables the regional authorities to design policies for the optimal agricultural development and the groundwater protection from the agricultural land uses. Furthermore, the model is used to simulate different scenarios and policies by the local stakeholders, due to changes on different social, economic and environmental parameters. In this way the decision makers can achieve alternative farm plans and agricultural land uses as well as to estimate economic, social and environmental impacts of different policies. The model has been applied to an agricultural region in Northern Greece and proved to be a valuable tool in the implementation of environmental policies and actions, especially in agricultural regions in a delicate balance as the study area.  相似文献

ABSTRACT

This article describes an effort to re-examine the scientific bases of the existing, more than two decades-old U.S. Environmental Protection Agency (EPA) policy on volatile organic compound reactivity in light of recent scientific knowledge and understanding. The existing policy allows “negligibly reactive” organic emissions, that is, emissions with ambient ozone production potential lower than that of ethane, to be exempted from all ozone regulations. It relies on use of kOH and incremental reactivity data for determining whether an organic compound is negligibly reactive. Recent scientific evidence suggests that (1) exempting the negligibly reactive organic emissions from all regulations is unjustifiable, (2) the choice of ethane as the benchmark organic species for distinguishing reactive from negligibly reactive organics may be inappropriate, (3) the assumptions and methods used for classifying organic compounds as “reactive” and “negligibly reactive” should be reconsidered, and (4) the volatility factor should be considered, more appropriately, in much the same way as the reactivity factor.  相似文献

An evaluation of coastal landscape of pine forest in Greece by summer visitors of various nationalities was carried out. The visual preferences for a set of landscape, represented in photographs, expressed by these various nationality groups were compared. The subjects used in this research came from Greece, Germany, Italy, France, Great Britain, Austria, Yugoslavia, and Scandinavian countries. The findings show that there is an agreement over the basic preference, but, nevertheless, there are differences of opinion between the nationality groups that might be attributed to cultural influences and the effect of being familiar with their own environments. Since coastal landscape plays an important role in the tourist industry, these findings could be very useful to policy-making agencies.  相似文献

Photochemical air pollution is known to be caused largely by automotive emissions such as hydrocarbons and oxygenated hydrocarbon derivatives. Unlike the hydrocarbons, the contribution of the oxygenates has been virtually unexplored, mainly because of lack of appropriate analytical methods. The objective of this study was to identify and estimate the levels of oxygenated hydrocarbon derivatives in exhaust from simple hydrocarbon fuels. This information is expected to yield ultimately estimates of the relative levels of various classes of oxygenates in exhaust from full-boiling-range gasolines. Identification and measurement of oxygenates in exhaust from the simplified fuels were accomplished using gas chromatography in conjunction with time-of-flight mass spectrometry. The analytical procedure involved concentration of the exhaust organics, followed by a two-stage chromatographic separation of the resultant mixture of oxygenates and hydrocarbons. Identified oxygenates in exhaust from nine test fuels included saturated and unsaturated aldehydes, ketones, and alcohols, as well as ethers, esters, and nitroalkanes; analytical data on organic acids were inconclusive. Of the identified noncarbonyl oxygenates, phenols, cyclic ethers and nitromethane appear to be relatively the most abundant.  相似文献

The concentrations of trace metals and polycyclic aromatic hydrocarbons (PAHs) adsorbed to total suspended particulate (TSP) and finer fractions of airborne particulate matter (PM) were determined from a site in the centre of Athens (Greece), which is characterized by heavy local traffic and is densely populated, during the winter and summer periods in 2003-2004. Also, we collected and analyzed samples of diesel and gasoline exhaust particles from local vehicles (buses, taxis and private cars) and from chimney exhaust of residential central heating appliances. A seasonal effect was observed for the size distribution of aerosol mass, with a shift to larger fine fractions in winter. The most commonly detected trace metals in the TSP and PM fractions were Fe, Pb, Zn, Cu, Cr, V, Ni and Cd and their concentrations were similar to levels observed in heavily polluted urban areas from local traffic and other anthropogenic emissions. Analysis of 16 PAHs bound to PM showed that they are mostly traffic related. In general, the fine particulate PAHs concentrations were higher than coarse particles. The most common PAHs in PM(10.2) and PM(2.1) were pyrene, phenanthrene, acenapthylene and fluoranthene, which are associated with diesel and gasoline exhaust particles. The results of this study underlined the importance of local emission sources, especially vehicular traffic, central heating and other local anthropogenic emissions. Compared with other big cities, Athens has much higher levels of airborne particles, especially of the finer fractions PM(10) and PM(2.5), correlated with traffic-related air pollution.  相似文献

GOAL, SCOPE AND BACKGROUND: Over the last decade Greece has become a leading country in the EU as concerns the cage farming of seabream and seabass. A strong debate has risen, however, about the environmental impacts of aquacultures in the coastal areas. The present paper deals with this problem and it is based on measurements of physico-chemical parameters in the water column, particulate matter and sediments in the area of Astakos Gulf, a coastal embayment in western Greece where three big fish farms are currently operating. METHODS: Water samples were collected by using Hydro-Bios sampling bottles, whereas a prototype sediment trap was installed under a fish cage for the collection of particulate matter. Temperature, dissolved oxygen, pH and salinity were measured in situ using portable equipment. Nutrients were determined by standard spectrophotometric methods. Trace metals were determined by Atomic Absorption Spectrometry. Dissolved organic carbon was determined by a Shimadzu 5000A carbon analyzer, whereas organic carbon in sediments was determined titrimetrically. RESULTS AND DISCUSSION: No clear eutrophication incidents have been identified, although the water column near the fish farms was enriched in nutrients and organic carbon. A sludge 'blanket' covers considerable parts of the seabed and is enriched in colloidal organic carbon and trace metals (Cd, Cu, Fe and Zn) that come from unused fish food. The biodegradation of this sludge leads to the development of anoxic conditions followed by the formation of undesirable gases, precipitation or remobilization of metals and the extinction of benthic fauna. CONCLUSION: The operation of fish farms at the coastal area of Astakos Gulf, and probably in similar Mediterranean gulfs, affects the marine environment, particularly in the vicinity of the cages. The most significant influence concerns the near-bottom water layer. The environmental impacts depend on the amount of food given to fishes, the mode of feeding, the fish density in cages, the annual production and the years of unit operation. The hydrology and the geomorphology of the area are also critical factors for its environmental quality. RECOMMENDATION AND OUTLOOK: The success of the fish-farming sector in the Mediterranean is accompanied by environmental and, in some extents, by social and marketing problems. These problems, derived from the rapid development of fish farming, can be solved only through an integrated management, using methods such as environmental impact assessment, risk assessment, economic evaluation, vulnerability assessments, resource accounting, cost-benefit analysis and outcome-based monitoring.  相似文献

The inorganic chemical species in Maresh and Luda Yana rivers affected by the Cu– Mo Asarel-Medet mine, Bulgaria were determined during a low-flow and a high-flow period. The mining activities, the weathering and the oxidation processes strongly influenced the physicochemical processes in the whole water system. The main pollution source was a small lake receiving the acid effluents of the mining activities. High levels of SO4 2???, Cu, Mg, Al, Mn and Fe were determined at the mining polluted and affected stations. Cu2?+? and CuCO3 0 species (1:1) were present in the reference waters and Cu2?+? and CuSO4 0 species (1:1) in the polluted and affected waters; Cu2?+? species was dominating downstream. Me2?+? followed by $\rm{MeSO}_{4}^{\kern3pt{0}}$ (Me = Mn, Zn, Cd and Pb), $\rm{PbCO}_{3}^{\kern3pt{0}}$ and $\rm{PbHCO}_{3}^{\kern3pt{+}}$ species as well as $\rm{Fe(OH)}_{2}^{\kern3pt{+}}$ , $\rm{Al(OH)}_{4}^{\kern3pt{-}}$ , $\rm{Al(OH)}_{2}^{\kern3pt{+}}$ , $\rm{Al(OH)}_{3}^{\kern3pt{0}}$ were prevailing in the system. $\rm{MeSO}_{4}^{\kern3pt{+}}$ and $\rm{Me(SO}_{4})_{2}^{\kern3pt{-}}$ (Me = Fe, Al), $\rm{Me(SO}_{4})_{2}^{\kern3pt{2-}}$ (Me = Zn, Cd and Pb), $\rm{Me(SO}_{4})_{3}^{\kern3pt{4-}}$ (Me = Zn, Cd) and $\rm{Cd(SO}_{4})_{4}^{\kern3pt{6-}}$ species polluted and affected waters. The major elements K and Na were mainly Me?+? species, whereas Ca and Mg were Me2?+? and $\rm{MeSO}_{4}^{\kern3pt{0}}$ species in different ratios. The concentration of concentration of $\rm{NO}_{2}^{\kern3pt{-}}$ , $\rm{NO}_{3}^{\kern3pt{-}}$ and $\rm{NH}_{4}^{\kern3pt{+}}$ species as well as complex phosphorous species such as H2 $\rm{PO}_{4}^{\kern3pt{-}}$ , $\rm{FeHPO}_{4}^{\kern3pt{+}}$ , $\rm{HPO}_{4}^{\kern4pt{2-}}$ , $\rm{CaPO}_{4}^{\kern3pt{-}}$ , $\rm{CaHPO}_{4}^{\kern3pt{0}}$ and $\rm{MgHPO}_{4}^{\kern3pt{0}}$ were also calculated. The trace element concentrations decreased downstream due to dilution, sorption processes and precipitation, but the percentage of free metal species, which are more toxic, increased. An exception was iron and aluminum of which the dominant hydroxy colloidal and sulphate species were easily incorporated into the suspended phase.  相似文献

Abstract

As stated in 40 CFR 58, Appendix G (2000), statistical linear regression models can be applied to relate PM2.5 continuous monitoring (CM) measurements with federal reference method (FRM) measurements, collocated or otherwise, for the purpose of reporting the air quality index (AQI). The CM measurements can then be transformed via the model to remove any bias relative to FRM measurements. The resulting FRM-like modeled measurements may be used to provide more timely reporting of a metropolitan statistical area’s (MSA’s) AQI.1 Of considerable importance is the quality of the model used to relate the CM and FRM measurements. The use of a poor model could result in misleading AQI reporting in the form of incorrectly claiming either good or bad air quality.

This paper describes a measure of adequacy for deciding whether a statistical linear regression model that relates FRM and continuous PM2.5 measurements is sufficient for use in AQI reporting. The approach is the U.S. Environmental Protection Agency’s (EPA’s) data quality objectives (DQO) process, a seven-step strategic planning approach to determine the most appropriate data type, quality, quantity, and synthesis for a given activity.2 The chosen measure of model adequacy is r2, the square of the correlation coefficient between FRM measurements and their modeled counterparts. The paper concludes by developing regression models that meet this desired level of adequacy for the MSAs of Greensboro/Winston-Salem/High Point, NC; and Davenport/Moline/Rock Island, IA/IL. In both cases, a log transformation of the data appeared most appropriate. For the data from the Greens-boro/Winston-Salem/High Point MSA, a simple linear regression model of the FRM and CM measurements had an r2 of 0.96, based on 227 paired observations. For the data from the Davenport/Moline/Rock Island MSA, due to seasonal differences between CM and FRM measurements, the simple linear regression model had to be expanded to include a temperature dependency, resulting in an r2 of 0.86, based on 214 paired observations.  相似文献

At an early stage of the rising fracking controversy in Germany, ExxonMobil initiated a rather large and costly company dialogue to defuse public concerns over fracking. To shed light on the public implications of private participation, this study analyses how this so-called InfoDialog attempted to reach this goal, and what the consequences were. For this purpose, an interpretive analytical perspective that employs concepts of conflict and participation analysis is adopted. Following this perspective, several design features of the InfoDialog and their implications for the framing of the fracking issue are reconstructed. This provides the ground for analysing the roles that the InfoDialog could play in coping with the fracking controversy. Finally, the dialogue's embeddedness in the context of the emerging fracking debate in Germany is examined. The analysis suggests that the InfoDialog could not defuse the public controversy over fracking by scientization. However, as a forerunner in the emerging politics of expertise, it has supported a particular framing of the public controversy. These insights provoke further critical questions about the implications of privately organized participation arrangements regarding public controversies.  相似文献
