This paper discusses the perceived impacts of weather-related extreme events on different social groups in New Delhi, India. Using network statistics and scenario analysis with the Fuzzy Cognitive Mapping as part of a vulnerability analysis, the investigation provides quantitative and qualitative measures to compare impacts and adaptation strategies for different social groups. Impacts of rain events and heat waves are considered and differ across groups. Rain events affect the lower income classes more, while heat waves are the bigger burden for higher income classes. Overall, the strength of perceived impacts is larger for lower income classes, directly threatening their daily incomes. Urban managers have no immediate feedback on their livelihood, but often refer to health issues. The strongest effect on ameliorating burdens is investments in schemes to ease traffic, e.g., by improving the sewage and drainage infrastructure paired with other supply side measures to enable transport of goods for lower income classes during rain. During heat events, improving the water supply situation would reduce burden for all, while constant electricity supply is an effective means in reducing burden for the higher income classes in particular. Our analysis suggests that improvements in the water supply and sewage infrastructure would be the most suitable first step to initiate a well-planned adaptation strategy for all social groups.  相似文献

A new modelling approach to urban sprawl dynamics is introduced which allows representing qualitative knowledge on relations between moving actor populations and properties of locations. The results of this Qualitative Attractiveness Migration (QuAM) Model are scenario-like sets of possible future developments of the urban system, much in contrast to quantitative forecasts gained by traditional modelling approaches. QuAM models allow for the interaction between internal dynamics and external influences. The application of the new approach is exemplified by the case of urban sprawl in Leipzig since 1990. It was possible to reproduce the observed qualitative development and to calculate future scenarios. The scenario runs project a new wave of middle class driven residential sprawl and suggest implications for sprawl reducing policy interventions.  相似文献

This paper identifies the literature that deals with adaptation to climate change in the transport sector. It presents a systematic review of the adaptations suggested in the literature. Although it is frequently claimed that this socially and economically important sector is particularly vulnerable to climate change, there is comparatively little research into its adaptation. The 63 sources we found are analysed following an action framework of adaptation. This distinguishes different adaptational functions and means of adaptation. By an open coding procedure, a total of 245 adaptations are found and classified. The paper shows a broad diversity of interdependent actors to be relevant—ranging from transportation providers to public and private actors and households. Crucial actors are hybrid in terms of being public or private. A substantial share of the identified adaptations follows a top-down adaptation policy pattern where a public or hybrid operator initiates action that affects private actors. Most of the exceptions from this pattern are technical or engineering measures. Identified adaptations mostly require institutional means, followed by technical means, and knowledge. Generally, knowledge on adapting transport to climate change is still in a stage of infancy. The existing literature either focuses on overly general adaptations, or on detailed technical measures. Further research is needed on the actual implementation of adaptation, and on more precise institutional instruments that fill the gap between too vague and too site-specific adaptations.  相似文献

Mapping social vulnerability is a prominent way to identify regions in which the lack of capacity to cope with the impacts of weather extremes is nested in the social setting, aiding climate change adaptation for vulnerable residents, neighborhoods, or localities. Calculating social vulnerability usually involves the construction of a composite index, for which several construction methods have been suggested. However, thorough investigation of results across methods or applied weighting of vulnerability factors is largely missing. This study investigates the outcome of the variable addition—both with and without weighting of single vulnerability factors—and the variable reduction approach/model on social vulnerability indices calculated for New York City. Weighting is based on scientific assessment reports on climate change impacts in New York City. Additionally, the study calculates the outcome on social vulnerability when using either area-based (person/km2) or population-based (%) input data. The study reveals remarkable differences between indices particularly when using different methods but also when using different metrics as input data. The variable addition model has deductive advantages, whereas the variable reduction model is useful when the strength of factors of social vulnerability is unknown. The use of area-based data seems preferable to population-based data when differences are taken as a measure of credibility and quality. Results are important for all forms of vulnerability mapping using index construction techniques.
