Port Phillip Bay (PPB) is a large (1,930 km2), temperate embayment in southern Victoria, Australia. Extensive bay-wide surveys of PPB have occurred since 1840. In 1995/1996 the Commonwealth Scientific and Industrial Research Organization (CSIRO) Centre for Research on Introduced Marine Pests (CRIMP) undertook an intensive evaluation of the region with the aims of developing a comprehensive species list of native and introduced biota and contrasting previous bay-wide assessments with a current field survey in order to detect new incursions and discern alterations to native communities. Two methods were used to meet these aims: a re-evaluation of regional museum collections and published research in PPB to identify and determine the timing of introductions; and field surveys for benthic (infauna, epifauna and encrusting) organisms between September 1995 to March 1996. One hundred and sixty introduced (99) and cryptogenic (61) species were identified representing over 13% of the recorded species of PPB. As expected, the majority of these are concentrated around the shipping ports of Geelong and Melbourne. Invasions within PPB appear to be increasing, possibly due to an increase in modern shipping traffic and an increase in aquaculture (historically associated with incidental introductions); however the records of extensive biological surveys suggest that this may, in part, be an artefact of sampling effort. In contrast to Northern Hemisphere studies, PPB (and Southern Hemisphere introductions in general) have significantly different suites of successfully invading taxa. This paper examines the use of on-board global positioning system (GPS) data recorders as a method to collect field data on the movements of solid waste collection vehicles at transfer stations. The movements of five waste collection vehicles using four different transfer facilities were compared over a period of 1 year. The spatial data were analyzed using geofences to determine the amount of time each truck spent on each of four activities: queuing for access to the weigh scale, sitting on the weigh scale, queuing for access to the tipping floor, and unloading waste. The study found that queuing delays can be identified and measured using GPS data. The average time at a facility for all trucks was 16.4min per visit, with a standard deviation of 14.3min. Time at the facility ranged between 2 and 111min per visit and the distribution of time at the facility was positively skewed. Multi-compartment vehicles (co-collection and recycling trucks) spent significantly more time at unloading facilities. There were also significant differences in the length and the location of the queues at different facilities. At one facility, the longest delays were encountered while waiting for the weigh scale, at two facilities trucks experienced delays in obtaining access to the tipping floor, while at the fourth facility no significant delays developed.  相似文献

Surveys of water recreational activities were conducted in the Peel-Harvey estuary. Channels used by recreationists to gain information about water quality, the perception of water quality and resulting behaviour were investigated. This study showed that personal perception, local knowledge and history, absence of warnings and residency were major factors contributing to risk perception and behaviour in this recreational community. Management strategies should take this information into account to achieve maximal outcomes.  相似文献

This paper demonstrates the potential for induced preference experiments to test previously unverified explanations of observed behavior in contingent valuation surveys. The NOAA Panel on Contingent Valuation called for experimental evidence on potential biases in the double referendum format. We test Carson, Groves, and Machina's (Incentives and informational properties of preference questions, Plenary address to the European Association of Resource and Environmental Economists, Oslo, Norway, June 1999) simple cost uncertainty and weighted averaging explanations of inconsistent responses to follow-up offers in such double referenda against a baseline of certainty and truthful preference revelation. The results find evidence to support the Weighted Average hypothesis. Results regarding the cost uncertainty hypothesis are more ambiguous and merit further investigation.  相似文献

The Countryside and Rights of Way Act 2000 places a duty on highways and national park authorities to establish local access forums (LAFs), to advise on the improvement of public access to land for the purposes of open air recreation and enjoyment. This paper examines these proposals in the context of recent academic and political debates about deliberative democracy, and empirical research on the nature and practice of existing access liaison groups and forums. While demonstrating that the proposed LAFs are consistent with contemporary constructs of participative, if not deliberative democracy, the paper argues that most existing groups and forums fall short of this ideal, in a number of significant respects. The paper proceeds to discuss the extent to which the draft regulations for LAFs in England and Wales address these issues, and concludes by questioning the extent to which such consultative arrangements can contribute to new forms of local governance.  相似文献
