This paper explores the positive aspects of collaboration in natural resources. Its purpose was to investigate participants' overall attitudes about keys to successful collaboration. The sample for the study consisted of 671 participants involved in 30 collaborative initiatives (CI) with the Forest Service. Using a mailed questionnaire, this study profiled the collaborative initiatives investigating purpose, problems addressed, groups involved, and years in existence. Respondents were queried on their overall perspectives on keys to successful collaboration. A total of more than 300 comments was collected from respondents and six categories emerged: development, information exchange, organizational support, personal communication, relationships/team building, and accomplishments. Continued research will need to explore the short- and long-term impacts of collaboration in natural resources.  相似文献

We sent out a targeted questionnaire to organizations and private individuals across the UK that have expressed an interest in squirrel management and conservation. Respondents were asked to evaluate shooting, trapping, poisoning and immunocontraception (IMC), according to their perceived efficacy, cost efficiency, and whether they were considered to be humane. The majority of both professionals and enthusiasts indicated support for grey squirrel control to help conserve red squirrels and to reduce economic damage to timber crops. Respondents\' comparative evaluations of current forms of control showed that trapping is the most acceptable method. When IMC is compared with the other methods, it was considered to be more humane and acceptable. In contrast, poisoning was seen as humane or acceptable by the fewest respondents. Furthermore, poisoning elicited the greatest difference in opinion between the professional and enthusiast groups. This difference (34\%) may be interpreted partly as concern over the type of death that results from poisoning and partly as due to the possibility of poisoning nontarget species. Our findings indicate a need for more public information regarding secondary poisoning hazards to other species and their predators. Interest and concern about squirrel control correlated with the overlap between contemporary areas of distribution of the two species. It is these areas where consultation and education programs about control methods should be targeted. This research indicates that there would be support for grey squirrel control using IMC from both lay and professional interest groups. It demonstrates the existence of a sound basis for constructive dialog that can lead to the design and implementation of acceptable and efficient control strategies.  相似文献

Public agencies sometimes seek outside guidance when capacity to achieve their mission is limited. Through a cooperative agreement and collaborations with the U.S. National Park Service (NPS), we developed recommendations for a conservation program for migratory species. Although NPS manages ~36 million hectares of land and water in 401 units, there is no centralized program to conserve wild animals reliant on NPS units that also migrate hundreds to thousands of kilometers beyond parks. Migrations are imperiled by habitat destruction, unsustainable harvest, climate change, and other impediments. A successful program to counter these challenges requires public support, national and international outreach, and flourishing migrant populations. We recommended two initial steps. First, in the short term, launch or build on a suite of projects for high‐profile migratory species that can serve as proof to demonstrate the centrality of NPS units to conservation at different scales. Second, over the longer term, build new capacity to conserve migratory species. Capacity building will entail increasing the limited knowledge among park staff about how and where species or populations migrate, conditions that enable migration, and identifying species’ needs and resolving them both within and beyond parks. Building capacity will also require ensuring that park superintendents and staff at all levels support conservation beyond statutory borders. Until additional diverse stakeholders and a broader American public realize what can be lost and do more to protect it and engage more with land management agencies to implement actions that facilitate conservation, long distance migrations are increasingly likely to become phenomena of the past. Abstract:  In large parts of North America and Europe, deer overabundance threatens forest plant diversity. Few researchers have examined its effects on invertebrate assemblages. In a natural experiment on Haida Gwaii (British Columbia, Canada), where Sitka black-tailed deer ( Odocoileus hemionus sitkensis ) were introduced, we compared islands with no deer, with deer for fewer than 20 years, and with deer for more than 50 years. We sampled invertebrates in three habitat categories: forest edge vegetation below the browse line, forest interior vegetation below the browse line, and forest interior litter. In forest edge vegetation, invertebrate abundance and species density decreased with increasing length of browsing history. In forest interior vegetation, decrease was significant only on islands with more than 50 years of browsing. Insect abundance in the vegetation decreased eightfold and species density sixfold on islands browsed for more than 50 years compared with islands without deer. Primary consumers were most affected. Invertebrates from the litter showed little or no variation related to browsing history. We attributed the difference between vegetation-dwelling and litter-dwelling invertebrates to differences in the effect of browsing on their habitat. In the layer below the browse line deer progressively removed the habitat. The extent of litter habitat was not affected, but its quality changed. We recommend more attention be given to the effect of overabundant ungulates on forest invertebrate conservation with a focus on edge and understory vegetation in addition to litter habitat.  相似文献

Abstract:  Many wide-ranging mammal species have experienced significant declines over the last 200 years; restoring these species will require long-term, large-scale recovery efforts. We highlight 5 attributes of a recent range-wide vision-setting exercise for ecological recovery of the North American bison ( Bison bison ) that are broadly applicable to other species and restoration targets. The result of the exercise, the "Vermejo Statement" on bison restoration, is explicitly (1) large scale, (2) long term, (3) inclusive, (4) fulfilling of different values, and (5) ambitious. It reads, in part, "Over the next century, the ecological recovery of the North American bison will occur when multiple large herds move freely across extensive landscapes within all major habitats of their historic range, interacting in ecologically significant ways with the fullest possible set of other native species, and inspiring, sustaining and connecting human cultures." We refined the vision into a scorecard that illustrates how individual bison herds can contribute to the vision. We also developed a set of maps and analyzed the current and potential future distributions of bison on the basis of expert assessment. Although more than 500,000 bison exist in North America today, we estimated they occupy <1% of their historical range and in no place express the full range of ecological and social values of previous times. By formulating an inclusive, affirmative, and specific vision through consultation with a wide range of stakeholders, we hope to provide a foundation for conservation of bison, and other wide-ranging species, over the next 100 years.  相似文献

Private‐sector financial and legal transactions have long been used to protect terrestrial habitats and working landscapes, but less commonly to address critical threats in marine environments. Transferrable and marketable fishing privileges, including permits and quotas, make it possible to use private‐sector transactions as conservation strategies to address some fishery management issues. Abating the effects of bottom trawling on the seafloor and bycatch and discard associated with the practice has proven challenging. On the Central Coast of California, The Nature Conservancy (TNC), Environmental Defense Fund, local fishers and local, state, and federal authorities worked collaboratively to protect large areas of the seafloor from bottom trawling for groundfish while addressing economic impacts of trawl closures. Contingent on the adoption of trawl‐closure areas by a federal regulatory agency, TNC used private funds to purchase federal groundfish trawl permits and vessels from willing sellers. Trawl‐closure areas were designed collaboratively by combining regional biological diversity and fisheries data with local fishers’ knowledge. The private transactional strategy was designed to remedy some deficiencies in previous federal buyouts, to mitigate economic impacts from trawl closures, and to carefully align with a public regulatory process to protect “essential fish habitat” under the Magnuson‐Stevens Fishery Conservation and Management Act. This collaborative effort protected 1.5 million ha (3.8 million acres) of seafloor, reduced trawl effort in the area by 50%, and set a precedent for collaborative partnerships between conservation and fishing interests. This is the first time a large conservation organization has taken an ownership position in a fishery and demonstrates how nongovernmental organizations can invest in fisheries to improve environmental and economic performance.
