The United Nations' Monitoring and Reporting Mechanism is charged with documenting six grave violations against children in a time of conflict, including attacks on schools. Many of these incidents, however, remain unreported across the globe. This study explores whether or not a local knowledge base of education and child protection actors in North and South Kivu Provinces, Democratic Republic of the Congo, and in Mogadishu, Somalia, could contribute to a more complete record of attacks on education in those areas. Hundreds of semi‐structured interviews were conducted with key informants across the three settings, and in total 432 attacks on education were documented. Purposive samples of these reports were verified and a large majority was confirmed. Local non‐governmental organisations and education institutions were most knowledgeable about these incidents, but most never reported them to a monitoring authority. The study concludes that attack surveillance and response were largely insufficient, and recommends investing in mechanisms that utilise local knowledge to address these shortcomings. 相似文献
Measuring progress toward international biodiversity targets requires robust information on the conservation status of species, which the International Union for Conservation of Nature (IUCN) Red List of Threatened Species provides. However, data and capacity are lacking for most hyperdiverse groups, such as invertebrates, plants, and fungi, particularly in megadiverse or high-endemism regions. Conservation policies and biodiversity strategies aimed at halting biodiversity loss by 2020 need to be adapted to tackle these information shortfalls after 2020. We devised an 8-point strategy to close existing data gaps by reviving explorative field research on the distribution, abundance, and ecology of species; linking taxonomic research more closely with conservation; improving global biodiversity databases by making the submission of spatially explicit data mandatory for scientific publications; developing a global spatial database on threats to biodiversity to facilitate IUCN Red List assessments; automating preassessments by integrating distribution data and spatial threat data; building capacity in taxonomy, ecology, and biodiversity monitoring in countries with high species richness or endemism; creating species monitoring programs for lesser-known taxa; and developing sufficient funding mechanisms to reduce reliance on voluntary efforts. Implementing these strategies in the post-2020 biodiversity framework will help to overcome the lack of capacity and data regarding the conservation status of biodiversity. Human perception of risks related to economic damages caused by nearby wildlife can be transmitted through social networks. Understanding how sharing risk information within a human community alters the spatial dynamics of human-wildlife interactions has important implications for the design and implementation of effective conservation actions. We developed an agent-based model that simulates farmer livelihood decisions and activities in an agricultural landscape shared with a population of a generic wildlife species (wildlife-human interactions in shared landscapes [WHISL]). In the model, based on risk perception and economic information, farmers decide how much labor to allocate to farming and whether and where to exclude wildlife from their farms (e.g., through fencing, trenches, or vegetation thinning). In scenarios where the risk perception of farmers was strongly influenced by other farmers, exclusion of wildlife was widespread, resulting in decreased quality of wildlife habitat and frequency of wildlife damages across the landscape. When economic losses from encounters with wildlife were high, perception of risk increased and led to highly synchronous behaviors by farmers in space and time. Interactions between wildlife and farmers sometimes led to a spillover effect of wildlife damage displaced from socially and spatially connected communities to less connected neighboring farms. The WHISL model is a useful conservation-planning tool because it provides a test bed for theories and predictions about human-wildlife dynamics across a range of different agricultural landscapes. 相似文献
Natural resource and wildlife managers must balance the disparate priorities of a diversity of stakeholders. To manage these priorities, a firm understanding of topics salient to the public is needed. The media often report on issues of importance to the public; therefore, these reports may be a useful measure of public interest. However, efficient methods for distinguishing diverse topics related to a wildlife management issue reported in the media and changes in the salience of those topics have been lacking. We used latent Dirichlet allocation, a Bayesian mixture model, to quantitatively assess the salience of topics surrounding the gray wolf (Canis lupus), which was reintroduced to Idaho (U.S.A.) in 1995. We analyzed articles published from 1960 to 2015 in an Idaho newspaper. We identified 6 distinct topics associated with gray wolves: policy, hunting, biological status, implementation of management, recovery, and human-wolf conflict. The salience of topics pre- and postreintroduction of wolves (1995) and pre- and postdelisting of wolves from the U.S. Endangered Species Act (2009) differed significantly, underscoring that these events were turning points in how issues were being publicly discussed and framed. Articles written by the local reporters were more likely to report on topics regarding conflict between humans and wolves, whereas articles sourced from a national outlet reported more on topics pertaining to wolf policy and biological status. In the context of managing a contentious, far-ranging, and long-lived wildlife species, our methods can help guide the location and timing of a suite of management strategies (e.g., media relation plans and stakeholder engagement) that promote human-wildlife coexistence across different landscapes. 相似文献
As indoor smoking bans have become widely adopted, some U.S. communities are considering restricting smoking outdoors, creating a need for measurements of air pollution near smokers outdoors. Personal exposure experiments were conducted with four to five participants at six sidewalk bus stops located 1.5–3.3 m from the curb of two heavily traveled California arterial highways with 3300–5100 vehicles per hour. At each bus stop, a smoker in the group smoked a cigarette. Gravimetrically calibrated continuous monitors were used to measure fine particle concentrations (aerodynamic diameter ≤2.5 µm; PM2.5) in the breathing zones (within 0.2 m from the nose and mouth) of each participant. At each bus stop, ultrafine particles (UFP), wind speed, temperature, relative humidity, and traffic counts were also measured. For 13 cigarette experiments, the mean PM2.5 personal exposure of the nonsmoker seated 0.5 m from the smoker during a 5-min cigarette ranged from 15 to 153 µg/m3. Of four persons seated on the bench, the smoker received the highest PM2.5 breathing-zone exposure of 192 µg/m3. There was a strong proximity effect: nonsmokers at distances 0.5, 1.0, and 1.5 m from the smoker received mean PM2.5 personal exposures of 59, 40, and 28 µg/m3, respectively, compared with a background level of 1.7 µg/m3. Like the PM2.5 concentrations, UFP concentrations measured 0.5 m from the smoker increased abruptly when a cigarette started and decreased when the cigarette ended, averaging 44,500 particles/cm3 compared with the background level of 7200 particles/cm3. During nonsmoking periods, the UFP background concentrations showed occasional peaks due to traffic, whereas PM2.5 background concentrations were extremely low. The results indicate that a single cigarette smoked outdoors at a bus stop can cause PM2.5 and UFP concentrations near the smoker that are 16–35 and 6.2 times, respectively, higher than the background concentrations due to cars and trucks on an adjacent arterial highway.
Implications: Rules banning smoking indoors have been widely adopted in the United States and in many countries. Some communities are considering smoking bans that would apply to outdoor locations. Although many measurements are available of pollutant concentrations from secondhand smoke at indoor locations, few measurements are available of exposure to secondhand smoke outdoors. This study provides new data on exposure to fine and ultrafine particles from secondhand smoke near a smoker outdoors. The levels are compared with the exposure measured next to a highway. The findings are important for policies that might be developed for reducing exposure to secondhand smoke outdoors.相似文献
Delivering access to sufficient food, energy and water resources to ensure human wellbeing is a major concern for governments worldwide. However, it is crucial to account for the ‘nexus’ of interactions between these natural resources and the consequent implications for human wellbeing. The private sector has a critical role in driving positive change towards more sustainable nexus management and could reap considerable benefits from collaboration with researchers to devise solutions to some of the foremost sustainability challenges of today. Yet opportunities are missed because the private sector is rarely involved in the formulation of deliverable research priorities. We convened senior research scientists and influential business leaders to collaboratively identify the top forty questions that, if answered, would best help companies understand and manage their food-energy-water-environment nexus dependencies and impacts. Codification of the top order nexus themes highlighted research priorities around development of pragmatic yet credible tools that allow businesses to incorporate nexus interactions into their decision-making; demonstration of the business case for more sustainable nexus management; identification of the most effective levers for behaviour change; and understanding incentives or circumstances that allow individuals and businesses to take a leadership stance. Greater investment in the complex but productive relations between the private sector and research community will create deeper and more meaningful collaboration and cooperation. 相似文献
Environmental damage is often an unseen byproduct of other activities. Disclosing environmental impact privately to consumers can reduce the costs and/or increase the moral benefits of conservation behaviors, while publicly disclosing such information can provide an additional motivation for conservation - cultivating a green reputation. In a unique field experiment in the residence halls at the University of California – Los Angeles, we test the efficacy of detailed private and public information on electricity conservation. Private information was given through real-time appliance level feedback and social norms over usage, and public information was given through a publicly visible conservation rating. Our analysis is based on 7,120 daily observations about energy use from heating and cooling, lights and plug load for 66 rooms collected over an academic year. Our results suggest that while private information alone was ineffective, public information combined with private information motivated a 20 percent reduction in electricity consumption achieved through lower use of heating and cooling. Public information was particularly effective for above median energy users. 相似文献
