Over the past few decades, there has been an increasing interest in the active involvement of local stakeholders in the management of floods in Europe. Such involvement is seen as necessary as the management of floods becomes more complex. Management approaches now seek to include a range of potential measures to reduce risk (e.g. structural defence, spatial planning and property-level protection measures). Local stakeholder involvement is seen to be important because governments lack the capacities such as knowledge and funding required to deliver all these measures alone. This paper focuses on the implications that more participative approaches have on the fairness of European flood risk management (FRM). Studies of environmental justice are well placed to address this question because they are interested in who is included and excluded from decisions related to the distribution of environmental goods (resources) and bads (risks). Existing literature suggests that fair decision-making processes (procedural justice) can lead to fair distribution or resources and risks (distributive justice). This literature review of 30 peer-reviewed papers provides an analysis of justice and FRM by assessing practices of participation which are presented in the recent literature on local stakeholder involvement in FRM in England, Germany and the Netherlands. It was found that participation in practice generally focuses on transferring responsibility to the local level at the expense of power. This paper discusses the implications that this finding has for justice and synthesises potential ways forward based on recommendations of the reviewed literature.  相似文献

Animals utilise various strategies to reduce the risk of predation, including camouflage, warning colours and mimicry, and many of these protective signals promote avoidance behaviour in predators. For example, various species possess paired circular ‘eyespots’, which startle or intimidate predators, preventing or halting an attack. However, little is known of how the efficacy of such signals relates to the context in which they are found, and no studies have tested the relative effectiveness of anti-predator signals when on otherwise camouflaged and conspicuous prey. We find that the protective value of conspicuous wing spots, placed on artificial moth-like targets presented to wild birds in the field, is strongly affected by the attributes of the prey ‘animal’ on which they are found. Wing spots reduced predation when on conspicuous prey but were rendered ineffective when on otherwise camouflaged targets, indeed they increased the risk of predation compared to non-marked camouflaged controls. These results demonstrate how different anti-predator strategies may interact, and that protective signals can switch from being beneficial to costly under different contexts.  相似文献

The use of Conductive-Diamond Electrochemical Oxidation (CDEO) and Sonoelectrochemical Oxidation (CDSEO) has been evaluated for the removal of caffeine of wastewater. Effects of initial concentration, current density and supporting electrolyte on the process efficiency are assessed. Results show that caffeine is very efficiently removed with CDEO and that depletion of caffeine has two stages depending on its concentration. At low concentrations, opposite to what it is expected in a mass-transfer controlled process, the efficiency increases with current density very significantly, suggesting a very important role of mediated oxidation processes on the removal of caffeine. In addition, the removal of caffeine is faster than TOC, indicating the formation of reaction intermediates. The number and relative abundance of them depend on the operating conditions and supporting electrolyte used. In chloride media, removal of caffeine is faster and more efficiently, although the occurrence of more intermediates takes place. CDSEO does not increase the efficiency of caffeine removal, but it affects to the formation of intermediates. A detailed characterization of intermediates by liquid chromatography time-of-flight mass spectrometry seems to indicate that the degradation of caffeine by CDEO follows an oxidation pathway similar to mechanism proposed by other advanced oxidation processes.  相似文献

Abstract

Objective: Recently developed advanced driver assistance systems (ADAS) have the potential to compensate for teen driving errors and reduce overall crash risk. To date, very limited research has been conducted on the suitability of ADAS for teen drivers—the population most likely to benefit from such systems. The opportunity for ADAS to reduce the frequency and severity of crashes involving teen drivers is hindered when there is a lack of trust, acceptance, and use of those technologies. Therefore, there is a need to study teen and parent perceptions of ADAS to help identify and overcome any potential barriers to ADAS use.

Methods: A U.S. national survey was developed based on themes from previously conducted teen and parent ADAS focus groups. Survey topics included trust in ADAS, effect of ADAS on teen driver safety and driving behavior, effect of ADAS on skill development, data privacy, and cybersecurity. Responses included 5-point Likert scales and open-ended questions. The survey was managed through an online respondent panel by ResearchNow. Eligibility criteria included licensed teens (16–19 years) and parents of licensed teens. Teen and parent responses were compared using chi-square statistics in SAS 9.4.

Results: Two thousand and three (teens?=?1,000; parents?=?1,003) respondents qualified for and completed the survey between September 1 and September 20, 2017. Overall, teens (72%) and parents (61%) felt that ADAS would have a positive impact on transportation. However, teens were more likely to exhibit a positive outlook on ADAS, whereas parents were more likely to have a negative outlook (P?<?.01). Teens felt that ADAS would be useful during bad weather or drowsy driving but were less concerned than parents about ADAS intervention during their own risky driving (P?<?.01). The majority of teens (65%) and parents (71%) agreed that teens should learn to drive on vehicles without ADAS, with parents being more likely to agree than teens (P?<?.01). Parents (55%) were more likely than teens (47%) to be concerned about insurance companies keeping track of teen driving data (P?<?.01). Most respondents exhibited some concern of ADAS being susceptible to hacking (57%).

Conclusions: This study represents the first effort to quantify ADAS perceptions among teen drivers and their parents at the U.S. national level. These data highlight potential barriers to ADAS use among teen drivers, including a relative disinterest among teens for ADAS intervention during risky driving as well as concerns among both teens and parents that ADAS will inhibit skill development. These survey findings will help inform educational programs to accelerate fleet turnover and provide the foundation for ADAS optimization and evaluation studies among sociodemographic groups.  相似文献

Increasingly, citizens are being asked to take a more active role in disaster risk reduction (DRR), as decentralization of hazard governance has shifted greater responsibility for hazard preparedness actions onto individuals. Simultaneously, the taxonomy of hazards considered for DRR has expanded to include medical and social crises alongside natural hazards. Risk perception research emerged to support decision-makers with understanding how people characterize and evaluate different hazards to anticipate behavioral response and guide risk communication. Since its inception, the risk perception concept has been incorporated into many behavioral theories, which have been applied to examine preparedness for numerous hazard types. Behavioral theories have had moderate success in predicting or explaining preparedness behaviors; however, they are typically applied to a single hazard type and there is a gap in understanding which theories (if any) are suited for examining multiple hazard types simultaneously. This paper first reviews meta-analyses of behavioral theories to better understand performance. Universal lessons learnt are summarized for survey design. Second, theoretically based preparedness studies for floods, earthquakes, epidemics, and terrorism are reviewed to assess the conceptual requirements for a ‘multi-hazard’ preparedness approach. The development of an online preparedness self-assessment and learning platform is discussed.  相似文献

The coronavirus (COVID-19) pandemic is affecting the environment and conservation research in fundamental ways. Many conservation social scientists are now administering survey questionnaires online, but they must do so while ensuring rigor in data collection. Further, they must address a suite of unique challenges, such as the increasing use of mobile devices by participants and avoiding bots or other survey fraud. We reviewed recent literature on online survey methods to examine the state of the field related to online data collection and dissemination. We illustrate the review with examples of key methodological decisions made during a recent national study of people who feed wild birds, in which survey respondents were recruited through an online panel and a sample generated via a project participant list. Conducting surveys online affords new opportunities for participant recruitment, design, and pilot testing. For instance, online survey panels can provide quick access to large and diverse samples of people. Based on the literature review and our own experiences, we suggest that to ensure high-quality online surveys one should account for potential sampling and nonresponse error, design survey instruments for use on multiple devices, test the instrument, and use multiple protocols to identify data quality problems. We also suggest that research funders, journal editors, and policy makers can all play a role in ensuring high-quality survey data are used to inform effective conservation programs and policies.  相似文献

Many statistical tests have been developed to assess the significance of clusters of disease located around known sources of environmental contaminants, also known as focused disease clusters. The majority of focused-cluster tests were designed to detect a particular spatial pattern of clustering, one in which the disease cluster centers around the pollution source and declines in a radial fashion with distance. However, other spatial patterns of environmentally related disease clusters are likely given that the spatial dispersion patterns of environmental contaminants, and thus human exposure, depend on a number of factors (i.e., meteorology and topography). For this study, data were simulated with five different spatial patterns of disease clusters, reflecting potential pollutant dispersion scenarios: (1) a radial effect decreasing with increasing distance, (2) a radial effect with a defined peak and decreasing with distance, (3) a simple angular effect, (4) an angular effect decreasing with increasing distance and (5) an angular effect with a defined peak and decreasing with distance. The power to detect each type of spatially distributed disease cluster was evaluated using Stone’s Maximum Likelihood Ratio Test, Tango’s Focused Test, Bithell’s Linear Risk Score Test, and variations of the Lawson–Waller Score Test. Study findings underscore the importance of considering environmental contaminant dispersion patterns, particularly directional effects, with respect to focused-cluster test selection in cluster investigations. The effect of extra variation in risk also is considered, although its effect is not substantial in terms of the power of tests.  相似文献

The formulation of conservation policies with options for creating protected areas is significantly influenced by the social factors of the surrounding communities. Therefore, indigenous knowledge, attitudes and perceptions of the local communities need to be explored during the planning and implementation stages of conservation projects. A government-initiated experiment in co-management was conducted in the Rema-Kalenga Wildlife Sanctuary, Bangladesh. This paper analyzes the attitudes toward conservation by members of local communities living in and around the wildlife sanctuary. Training incentives on alternative income-generating (AIG) activities and allotment of agricultural lands were distributed among the Forest User Groups. It is of interest to policy makers and resource managers whether this technique leads to improved attitudes on the part of local people. Although there were different attitudes toward protected areas and conservation, overall, a favorable attitude of the respondents was observed. The opinions of respondents also varied based on factors such as village position, village dependency level on forest resources, ethnicity and gender. Increase in annual income resulting from the augmented skills by trainings on AIG activities and getting agricultural lands leased from the Forest Department contributed significantly to the variation in respondents’ conservation attitudes. It is suggested that eliminating inequity and inequality in incentive distribution, discovering and launching training on more need-based livelihood activities, and liberalizing the restriction of resource extraction from the protected area by fixing the harvesting limit would encourage the community to be more cordially and actively involved in the conservation efforts of the sanctuary.  相似文献
