ABSTRACF: Examination of a series of studies of the economically efficient water allocations in the Upper Colorado River, Yellowstone River, and Great Basins indicate that water is not a serious general physical constraint on the development of energy resources, so long as public institutions do not hinder the exchange of water rights in markets. Energy development will cause limited impacts on other water-using sectors, principally agriculture. There appears to be little reason to develop large-scale water storage facilities, even during periods of reduced water production. Water storage developments appear to be necessary only when institutional constraints severely restrict water rights markets and transfers.  相似文献

Phleum pratense and Poa pratensis were significantly lower (P ≤ 0.001) on plots with more than 250 ppm copper. Above-ground biomass of Phleum pratense was also significantly lower on plots with copper levels above 250 ppm. Decreased mean grass density was found on plots with pH < 6.4, but the only statistically significant difference was for Juncus balticus, which had increased density on plots with pH < 6.4. In contrast to the clear impacts of trace metals and pH on vegetation, other site characteristics did not alter measured vegetation characteristics.  相似文献

Montane Meadows as Indicators of Environmental Change   总被引:1,自引:0,他引:1  
We used a time series of satellite multispectral imagery for mapping and monitoring six classes of montane meadows arrayed along a moisture gradient (from hydric to mesic to xeric). We hypothesized that mesic meadows would support the highest species diversity of plants, birds, and butterflies because they are more moderate environments. We also hypothesized that mesic meadows would exhibit the greatest seasonal and interannual variability in spectral response across years. Field sampling in each of the meadow types was conducted for plants, birds, and butterflies in 1997 and 1998. Mesic meadows supported the highest plant species diversity, but there was no significant difference in bird or butterfly species diversity among meadow types. These data show that it may be easier to detect significant differences in more species rich taxa (e.g., plants) than taxa that are represented by fewer species (e.g., butterflies and birds). Mesic meadows also showed the greatest seasonal and interannual variability in spectral response. Given the rich biodiversity of mesic montane meadows and their sensitivity to variations in temperature and moisture, they may be important to monitor in the context of environmental change  相似文献

Snowmobile use in Yellowstone National Park has been shown to impact air quality, with implications for the safety and welfare of Park staff and other Park resource values. Localized impacts have been documented at several high-use sites in the Park, but the broader spatial variability of snowmobile emissions and air quality was not understood. Measurements of 87 volatile organic compounds (VOCs) were made for ambient air sampled across the Park and West Yellowstone, Montana, during 2 days of the 2002–2003 winter use season, 1 year before the implementation of a new snowmobile policy. The data were compared with similar data from pristine West Coast sites at similar latitudes. Backward trajectories of local air masses, alkyl nitrate-parent alkane ratios, and atmospheric soundings were used to identify the VOC sources and assess their impact. Different oversnow vehicle types used in the Park were sampled to determine their relative influence on air mass pollutant composition. VOCs were of local origin and demonstrated strong spatiotemporal variability that is primarily influenced by levels of snowmobile traffic on given road segments at different times of day. High levels of snowmobile traffic in and around West Yellowstone produced consistently high levels of benzene, toluene, and carbon monoxide.  相似文献

Apex predators are declining at alarming rates due to exploitation by humans, but we have yet to fully discern the impacts of apex predator loss on ecosystem function. In a management context, it is critically important to clarify the role apex predators play in structuring populations of lower trophic levels. Thus, we examined the top‐down influence of reef sharks (an apex predator on coral reefs) and mesopredators on large‐bodied herbivores. We measured the abundance, size structure, and biomass of apex predators, mesopredators, and herbivores across fished, no‐take, and no‐entry management zones in the Great Barrier Reef Marine Park, Australia. Shark abundance and mesopredator size and biomass were higher in no‐entry zones than in fished and no‐take zones, which indicates the viability of strictly enforced human exclusion areas as tools for the conservation of predator communities. Changes in predator populations due to protection in no‐entry zones did not have a discernible influence on the density, size, or biomass of different functional groups of herbivorous fishes. The lack of a relationship between predators and herbivores suggests that top‐down forces may not play a strong role in regulating large‐bodied herbivorous coral reef fish populations. Given this inconsistency with traditional ecological theories of trophic cascades, trophic structures on coral reefs may need to be reassessed to enable the establishment of appropriate and effective management regimes. Nitrogen and phosphorus criteria were developed for 233 km of the Yellowstone River, one of the first cases where a mechanistic model has been used to derive large river numeric nutrient criteria. A water quality model and a companion model which simulates lateral algal biomass across transects were used to simulate effects of increasing nutrients on five variables (dissolved oxygen, total organic carbon, total dissolved gas, pH, and benthic algal biomass in depths ≤1 m). Incremental increases in nutrients were evaluated relative to their impact on predefined thresholds for each variable; the first variable to exceed a threshold set the nutrient criteria. Simulations were made at a low flow, the 14Q5 (lowest average 14 consecutive day flow, July‐September, recurring one in five years), which was derived using benthic algae growth curves and EPA guidance on excursion frequency. An extant climate dataset with an annual recurrence was used, and tributary water quality and flows were coincident with the river's 10 lowest flow years. The river had different sensitivities to nutrients longitudinally, pH being the most sensitive variable in the upstream reach and algal biomass in the lower. Model‐based criteria for the Yellowstone River are as follows: between the Bighorn and Powder river confluences, 55 μg TP/l and 655 μg TN/l; from the Powder River confluence to Montana state line, 95 μg TP/l and 815 μg TN/l. Pros and cons of using steady‐state models to derive river nutrient criteria are discussed.  相似文献

The establishment of marine protected areas (MPAs) is a critical step in ensuring the continued persistence of marine biodiversity. Although the area protected in MPAs is growing, the movement of individuals (or larvae) among MPAs, termed connectivity, has only recently been included as an objective of many MPAs. As such, assessing connectivity is often neglected or oversimplified in the planning process. For promoting population persistence, it is important to ensure that protected areas in a system are functionally connected through dispersal or adult movement. We devised a multi-species model of larval dispersal for the Australian marine environment to evaluate how much local scale connectivity is protected in MPAs and determine whether the extensive system of MPAs truly functions as a network. We focused on non-migratory species with simplified larval behaviors (i.e., passive larval dispersal) (e.g., no explicit vertical migration) as an illustration. Of all the MPAs analyzed (approximately 2.7 million km2), outside the Great Barrier Reef and Ningaloo Reef, <50% of MPAs (46-80% of total MPA area depending on the species considered) were functionally connected. Our results suggest that Australia's MPA system cannot be referred to as a single network, but rather a collection of numerous smaller networks delineated by natural breaks in the connectivity of reef habitat. Depending on the dispersal capacity of the taxa of interest, there may be between 25 and 47 individual ecological networks distributed across the Australian marine environment. The need to first assess the underlying natural connectivity of a study system prior to implementing new MPAs represents a key research priority for strategically enlarging MPA networks. Our findings highlight the benefits of integrating multi-species connectivity into conservation planning to identify opportunities to better incorporate connectivity into the design of MPA systems and thus to increase their capacity to support long-term, sustainable biodiversity outcomes.  相似文献

Spatially explicit information on species distributions for conservation planning is invariably incomplete; therefore, the use of surrogates is required to represent broad‐scale patterns of biodiversity. Despite significant interest in the effectiveness of surrogates for predicting spatial distributions of biodiversity, few researchers have explored questions involving the ability of surrogates to incidentally represent unknown features of conservation interest. We used the Great Barrier Reef marine reserve network to examine factors affecting incidental representation of conservation features that were unknown at the time the reserve network was established. We used spatially explicit information on the distribution of 39 seabed habitats and biological assemblages and the conservation planning software Marxan to examine how incidental representation was affected by the spatial characteristics of the features; the conservation objectives (the minimum proportion of each feature included in no‐take areas); the spatial configuration of no‐take areas; and the opportunity cost of conservation. Cost was closely and inversely correlated to incidental representation. However, incidental representation was achieved, even in a region with only coarse‐scale environmental data, by adopting a precautionary approach that explicitly considered the potential for unknown features. Our results indicate that incidental representation is enhanced by partitioning selection units along biophysical gradients to account for unknown within‐feature variability and ensuring that no‐take areas are well distributed throughout the region; by setting high conservation objectives that (in this case >33%) maximize the chances of capturing unknown features incidentally; and by carefully considering the designation of cost to planning units when using decision‐support tools for reserve design. The lessons learned from incidental representation in the Great Barrier Reef have implications for conservation planning in other regions, particularly those that lack detailed environmental and ecological data.  相似文献

An adaptive management approach is necessary but not sufficient to address the long-term challenges of the Greater Yellowstone Ecosystem (GYE). Adaptive management, in turn, has its own particular challenges, of which we focus on two: science input, and stakeholder engagement. In order to frame our discussion and subsequent recommendations, we place the current management difficulties into their historical context, with special emphasis on the 1990 Vision document, which attempted a broad synthesis of management goals for the ecosystem. After examining these two key challenges in the context of the GYE, we make several recommendations that would allow for more effective ecosystem management in the long term. First, we recommend adoption of the GYE as a site for long-term science research and monitoring with an emphasis on integrative research, long-term federal funding, and public dissemination of data. Second, we conclude that a clearer prioritization of legislative mandates would allow for more flexible ecosystem management in the GYE, a region where conflicting mandates have historically led to litigation antithetical to effective ecosystem management. Finally, we recommend a renewed attempt at an updated Vision for the Future that engages stakeholders (including local landholders) substantively from the outset.  相似文献

We explored the communicative construction of a conservationist identity among primary producers by excavating voices of agriculturalists operating along the Yellowstone River (Montana, USA). We used a cultural inventory approach to discover and then listen to informants’ voices as they constructed their conservation identity. Those who self-identified as conservationists talked about their ecological and social responsibilities, and described challenges they faced in protecting individual resources and system processes of the watershed. For these agriculturalists, conservation and production are inextricably linked, and enable them to provide a sustainable resource base for future generations. Insight from these voices enhances understanding of what sustainability could mean to those who self-identify as both conservationists and primary producers.  相似文献
